HomeMy WebLinkAboutResolution-1974-0282 Introduced by Alderman CAVARRA RESOLUTION NO. 282 Series of 1974 WHEREAS, Planning classifications were not revised effective January 1, 1974, along with other classifications; and WHEREAS, revisionsof Planning classifications were held up pending the recommendation of the new Planning Director; and WHEREAS, the new Planning Director and the Planning Commis- sion have determined organizational needs of the Department; and WHEREAS, these revised classifications are recommended by the Personnel Committee; NOW, THEREFORE, BE IT RESOLVED THAT old classifications 320 Planning Technician and 321 Current Planner be deleted and revised classifications be adopted as follows: Code No. 320 - Planning Technician, recommended by U. S. Civil Service Commission 4-73. Code No. 322 - Planner I, prepared by City of Wheat Ridge 2-74. Code No. 323 - Planner II, prepared by City of Wheat Ridge 2-74. CITY OF WHEAT RIDGE PLANNING TECHNICIAN DESCRIPTION OF WORK Definition: This is semi-professional technical and planning work of G non-supervisory nature. Supervision Received: Work5 under direct supervision of a professional planner. Supervi5ion Exercised: None. EXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Collects data on population, land use, resource5, economic base, etc. Participate5 in conducting surveys in accordance with pre- determined standards. Assists in the preparation of land use and other maps for planning purpo5e5. Assists in the collection of information on current zoning and subdivisions, and the preparation of maps of proposed changes. Gathers information on national standards for city service5 facilities and assists in the preparation of charts, graphs, and other illustrative materials to portray local factors in evaluating present facilities. Performs related work a5 required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Working 5kill in the use of a wide variety of drafting materials, in5truments, and equipment. Some knowledge of the nomenclature, 5ymbols, techniques and mathematics used in maps and topographical drafting. Some knowledge of the principle5 and practices of city and regional planning. Ability to prepare technical reports. Ability to establish and maintain effective working relationships with other employees and the public. Q~ALIFICATIONS FOR APPOINTMENT Education: High school graduation or equivalent. Experience: Four years progre5sively responsible experience in a field related to planning. Substitution: Graduation from a four-year college or university with major course w~rk in planning, public administration, or related field5 may be substituted in full for the required experience. CITY OF W~EAT RIDGE PLANNER II DESCRIPTION OF WORK Definition: This is professional planning and zoning work of a s~pervisory nature. Supervision Received: Works under the general supervision of a professional planner. Supervision Exercised: Exercises supervision over professional, semi-professional and clerical personnel as assigned. EXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Conducts specialized research, analyzes data, and prepares recommendations on city priorities. Formulates portions of the City Comprehensive Plan and works on formulation of Master Plan implementation. Plans, directs and participates in projects involving land use, transportation, traffic, zoning, renewal, new subdivi- sions, city facility development and other planning projects or programs. Provides general management and administration of a division of the Planning Department. Supervises and assists in economic, social. population and other relevant studies necessary for planning. Advises engineers, site planners, government agencies, civic groups, and individuals relative to planning activities. Participates in preparation of long-range phases of the Comprehensive Plan. Trains subordinates. Performs related work as required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and practices of planning, zoning administration, and graphics. Some knowledge of Civil Engineering and architectural practices. Working knowledge of basic laws relating to land use planning. Ability to plan, organize, and accomplish comprehensive research studies, analyze problems and reports and formulate logical recommen- dations. Ability to speak effectively before groups. Ability to establish and maintain effective working relationships with employers, officials, governmental agencies, and the public. Q~ALIFICATIONS FOR APPOINTMENT: Education: Master's Degree in City or Regional Planning. Experience: Two years of professional planning experience, including responsible experience in a supervisory capacity. OR Any equivalent combination of education or experience. Supervision Received: Works under the supervision of a professional planner. Supervision Exercised: Exercises supervision over semi-professional and clerical personnel as assigned. EXAMPLE OF DUTIES: (Anyone position may not include all of the duties listed nor do the listed examples include all tasks w~ich may be found in positions of this class.) Formulates portions of the City Comprehensive Plan. Supervises and assists in planning projects involving land use, zoning, subdivisions, transportation, city capital improvements, renewal, traffic, etc. Advises city citizens, boards and commissions on zoning and planning matters. Coordinates zoning and planning matters with other city agencies, other government agencies, utilities and others having a legiti- mate interest. Provides general management and administration of a division of the Planning Department when assigned by the Director. Prepares and/or supervises the preparation of charts, graphs, and other illustrative materials required in planning presenta- tions. Performs related duties as required. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of the principles and practices of planning or zoning, and the graphics appropriate to the posi- tion. Some knowledge of civil engineering, architectural and real estate practices. Ability to plan, organize and accom- plish comprehensive studies, analyze data and formulate recom- mendations. Ability to present planning information orally and in writing. Ability to establish and maintain effective working relationships with other employees, officials and the public. Q~ALIFICATIONS FOR APPOINTMENT Education: Master's Degree in City or Regional Planning. Experience: None. Substitution: Up to four years of experience as a Planning Technician may be substituted for four of the six years educational requirement. OR Any equivalent combination of education and experience.
