HomeMy WebLinkAboutResolution-1974-0357 INTRODUCED BY ALDERMAN Donaldson RESOLUTION NO. 357 SERIES OF 1974 WHEREAS, the City of Wheat Ridge has been annually receiving approximately $128,000 of vitally needed fiscal assistance through the allocation of federal dollars under the General Revenue Sharing Program; and WHEREAS, these Revenue Sharing dollars are received directly from the federal government with a minimum of federal bureaucratic redtape which enables the City of Wheat Ridge to use its Revenue Sharing funds to meet the locally determined priority needs of the community in the most efficient manner; and WHEREAS, the citizens of Wheat Ridge view their locally elected officials as being accountable for the expenditure of Revenue Sharing dollars and such information is regularly published in a local news- paper for the information of all citizens; and WHEREAS, since the commencement of General Revenue Sharing in 1972, the City of Wheat Ridge has appropriated $495,705 of Revenue Sharing dollars as follows: $ 11,083 $ 1,872 $172,453 $ 5,090 $ 25,000 $119,000 $ 21,171 $ 50,035 $ 80,000 Civil Defense Equipment Mass Transit Subsidy Payments Reconstruction and overlay of West 38th Avenue from Pierce Street to Lee Street Overlay Harlan Street in cooperation with Jefferson County Overlay West 32nd Avenue in cooperation with City of Lakewood Purchase of new Police Building at 44th and Owens General street maintenance materials Pedestrian Pathway Materials Street Maintenance Equipment WHEREAS, the citizens of Wheat Ridge are being severely affected by the spiraling and unprecedented rate of inflation which is stripping them of their hard-earned income; and WHEREAS, the current inflationary rate of 12% is also undermining the ability of City government to provide essential services to the Community within reasonable and acceptable levels of local taxation; and WHEREAS, the General Revenue Sharing Program is providing essential fiscal relief to the devastating impact of inflation; and WHEREAS, the General Revenue Sharing Program, which began in 1972, will terminate in 1975 unless the 94th Congress, which was elected this November and will convene in January of 1975, authorizes an extension of the General Revenue Sharing Program; and WHEREAS, the termination of the General Revenue Sharing Program will place the City of Wheat Ridge in the untenable position of either having to decrease essential community services by 5% or raising prop- erty taxes by 40%; NOW, THEREFORE, BE IT RESOLVED that the City of Wheat Ridge, speaking through its elected Council and Mayor, unanimously endorses the continuation of the General Revenue Sharing Program and calls upon the 94th Congress to reenact the General Revenue Sharing Program in order to insure that vitally needed federal assistance will be provided to the City of Wheat Ridge; without any additional restrictions. BE IT FURTHER RESOLVED THAT a copy of this Resolution be forwarded to the following: The Honorable Floyd K, Haskell, U.S. Senator; The Honorable Gary M, Hart, Senator-Elect; The Honorable Timothy Wirth, Congressman-Elect.
