RESOLUTION NO.
391
Series of 1975
TITLE:
RESOLUTION ESTABLISHING A POLICY REGARDING STAFFING LEVELS
AND WOR~ PROGRAM IN THE PUBLIC WOR~S DEPARTMENT
WHEREAS, the City Council of the City of Wheat Ridge is cog-
nizant of the need to achieve greater economies and effectiveness in
all City departments due to declining revenues and the unstable con-
dition of the economy; and
WHEREAS, the City Council and department heads discussed
these matters in considerable depth at a special study session held
Saturday, April 26, 1975, including the operations of the Public Works
Department; and
WHEREAS, it has been determined from these deliberations
that the retention of a full time year-round staff at present levels
in the Public Works Department may be costly and wasteful due to the
lack of sufficient necessary work during the winter months when incle-
ment weather reduces much field activity; and
WHEREAS, the Council desires to pursue a policy of providing
seasonal flexible staffing whereby the Public Works Department staff
complement would be reduced during the winter months of the year and
increased during the warmer months from a permanent year-round corps
group of positions; and
WHEREAS, it has been concluded by the Council that such a
flexible seasonal staffing policy could result in substantial savings
to the taxpayers without loss of efficiency and/or accomplishment of
approved Public Works programs providing proper departmental planning
is exercised;
NOW, THEREFORE, BE IT RESOLVED that the Director of Public
Works, subject to the review and approval of the City Administrator,
is hereby directed to establish a seasonal flexible staffing program;
BE IT ALSO RESOLVED that such a program provide for a perma-
nent, year-round group of positions to be identified by the Public
