HomeMy WebLinkAboutResolution-1975-0391 INTRODUCED BY ALDERMAN MERKL RESOLUTION NO. 391 Series of 1975 TITLE: RESOLUTION ESTABLISHING A POLICY REGARDING STAFFING LEVELS AND WOR~ PROGRAM IN THE PUBLIC WOR~S DEPARTMENT WHEREAS, the City Council of the City of Wheat Ridge is cog- nizant of the need to achieve greater economies and effectiveness in all City departments due to declining revenues and the unstable con- dition of the economy; and WHEREAS, the City Council and department heads discussed these matters in considerable depth at a special study session held Saturday, April 26, 1975, including the operations of the Public Works Department; and WHEREAS, it has been determined from these deliberations that the retention of a full time year-round staff at present levels in the Public Works Department may be costly and wasteful due to the lack of sufficient necessary work during the winter months when incle- ment weather reduces much field activity; and WHEREAS, the Council desires to pursue a policy of providing seasonal flexible staffing whereby the Public Works Department staff complement would be reduced during the winter months of the year and increased during the warmer months from a permanent year-round corps group of positions; and WHEREAS, it has been concluded by the Council that such a flexible seasonal staffing policy could result in substantial savings to the taxpayers without loss of efficiency and/or accomplishment of approved Public Works programs providing proper departmental planning is exercised; NOW, THEREFORE, BE IT RESOLVED that the Director of Public Works, subject to the review and approval of the City Administrator, is hereby directed to establish a seasonal flexible staffing program; BE IT ALSO RESOLVED that such a program provide for a perma- nent, year-round group of positions to be identified by the Public Works Director, subject to the review and ~Qro#,; of the City Admin- rIve .' istrator,(but in no event to exceed twenty\(25J fU~l time year-round positions,)such total to include those assigned to street maintenance, RESOLUTION 391 shops and yard, office clerical, engineers, plusf.the ~Rrtment head; lve . 1::; and that staff reductions(to the level of twenty^(25) 1 time year- round positions)be accomplished through normal attrition, if possible, but be fully accomplished no later than January 1, 1975. BE IT FURTHER RESOLVED that temporary seasonal positions in the Public Works Department be included in the 1975 budget as needed to allow the department to carry out its street maintenance and im- provement program and other Public Works activities; and finally, BE IT RESOLVED that the Director of Public Works exercise every effort, commencing immediately, to use independent contractors or consultants to accomplish as much of the street paving, new street construction, and professional engineering work as possible on a competitive bid or proposal basis in cooperation with the spirit and intent of this Resolution.
