TITLE: RESOLUTION STATING THE CITY'S OFFICIAL POSITION WITH RESPECT TO
THE PROPOSED CONSTRUCTION OF A WASTEWATER TREATMENT FACILITY BY
THE METRO DENVER SEWER DISTRICT IN THE VICINITY OF W. 40th AVE.
AND 1-70.
WHEREAS, the Metro Denver Sewage Disposal District has requested
a statement of the City's official position with respect to the construc-
tion of wastewater treatment facilities in the Wheat Ridge area, specific-
ally in the vicinity of W. 40th Ave. and 1-70 on the western boundary of
Wheat Ridge; and
WHEREAS, community concern has been expressed to the City Council
with respect to the impact of a treatment facility in this location near
the City;
WHEREAS, the City Planning Commission reviewed this matter at a
meeting December 2, 1975, and has submitted its comments to the City Coun-
cil; and
WHEREAS, the City Council at meetings held November 22, 1976, and
December 6, 1976, has reviewed the Clear Creek Facility Plan, Phase I, of
the Metro Denver Sewage Disposal District dated September 1975 which in-
cludes alternative plans for the handling of wastewater and recognizes
that an adequate water quality program is necessary.
NOW, THEREFORE, BE IT RESOLVED that the City has concluded that a
wastewater treatment plant should not be located near residential or rec-
reational areas due to the possibility of adverse affect on the living
environment of surrounding areas; and
BE IT FURTHER RESOLVED that alternative proposals previously
studied by DRCOG in its Water Quality Management Plan provide for possible
treatment facilities in the vicinity of Clear Creek and Federal Boulevard
near W. 52nd Avenue which would appear to be a more efficient location for
such a facility; and
BE IT FURTHER RESOLVED that factors such as prevailing winds,
adjacent residential developments, nearby City Parks and recreational
areas, and freeway view are all factors which make the treatment plant
site at 1-70 and W. 40th Ave. unacceptable to the City; and that the City,
therefore, urges that the Metro Denver Sewage Disposal District consider
alternate proposals and locations for water treatment facilities to serve

the Clear Creek drainage basin area.
BE IT FURTHER RESOLVED that the City Clerk is hereby directed to
send a copy of the Resolution to the Denver Metro Sewage Disposal Dis-
trict, DRCOG, the Cities of Golden, Lakewood, Arvada, and the Board of
County Commissioners of Jefferson County.
