RESOLUTION NO. 523
Series of 1977
TITLE: A RESOLUTION IN SUPPORT OF THE IMMEDIATE CONSTRUCTION OF THE
FOOTHILLS WATER TREATMENT COMPLEX
WHEREAS, the people of the City and County of Denver in 1973
approved the issuance of municipal bonds to fully finance the construction
of the 500 million gallon-per-day Foothills Water Treatment Complex south-
west of Denver; and
WHEREAS, the capacity of existing water treatment facilities
will be exceeded during periods of high usage, confronting nearly half
of the residents of the State of Colorado with treated water shortages
and compromises to their quality of life; and
WHEREAS, such treated water shortages constitute a clear and
present danger to commerce and industry in the metropolitan Denver area;
and
WHEREAS, more than $700,000 of water user funds is being wasted
through inflation by every month of unnecessary delay; and
WHEREAS, the only impediment to immediate construction of the
facility is issuance of use permits and rights-of-way by the U. S.
Forest Service and U. S. Bureau of Land Management for relatively small
acreages in the public domain required for the complex;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Wheat Ridge that it endorses an immediate start of construction, and
calls upon the State of Colorado, the Colorado delegation in the United
States Congress and the Executive Branch of the United States Government,
to do all things necessary to cause issuance of the necessary use permits
and rights-of-way, providing requirements of Federal Law have =een met.
