The Study Session of the Wheat Ridge City Cou~cil was called to
order by Mayor Frank Stites at 7 30 p.m. at 4355 Field Street
Councilmen present were Joseph Donaldson, Robert Howard, Calvin
Hulsey, Larry Merkl and Louise Turner. Councilman Mary Jo Cavarra
arrived shortly after the meeting had convened.
Also in attendance were City Administrator John Jerman, City Attorney
Maurice Fox, City Clerk Elise Brougham and staff and interested citizens.
Mr. Carl Neu of Dyna-Com Resou~ces explained the purpose of an all
day proposed seminar for Council conducted by his company which would
include studying council effectiveness, council and staff direction,
operating priorities in the budget, staff training and development,
establishing goals and objectives and establishing a 5 year capital
plan and budget. The cost is $500. It was suggested tht other firms
should be contacted and other cities who have had such a conference
to determine what benefits are derived could be contacted. The item
was tabled until 2/23/75 for action.
Discussion of the proposed Valley Water District project for installation
of Conduit was scheduled. City Attornev Fox recommended that the
City have a contract worked out with the Valley WEter District to
assure restoration of the streets that are damaged to the City's
satisfaction before any ordinance is passed. He is to work with
communications from the District that have been received and
design a contract.
Members of the Park and Recreation Commission were present to
discuss the 1975 parks improvement program. Edqar Johnson spoke
for the group and stated they felt a consultant was needed to be
hired for development of the Sod House Historical Park Site. Council
stated that since most of this park was established with the sod house
existing and the museu~ that the finishing plans could be done in-house
with help from the City's engineering staff and park staff. Council
also agreed that consultants should be used for larger projects such
as developing Prospect Park. Council did have a short Executive Session
during discussion of this item.
Other items that came up during the discussion on the parks program
were suggesting using the house at Prospect Park as a Day Care facility,
plans to have senior citizens work in the parks part-time, and a rsque3t
to review the total 1976 park and recreation program. These items are
scheduled for 3/1/76 Study Session.
Mr. Gable was present who owned a marketing research co. Discussion
of retaining a specialist to search for a suitable tenant for the GE~i
building and other commercial space was scheduled on the Agenda. Mr.
Gabel stated he could make a proposal to the City at no charge after
discussing and finding out all the facts that the City wants to be considered.
Several Councilmen indicated they did not feel this was a city function,
and it was agreed to drop this matter.
Ordinance No. 199 amending Ordinance No. 175 by adding positions and
certain beenfits was scheduled for discussion. It was explained
that Section VI. was written to give 100% of the employee's health
coverage and 50% of the dependent coverage up to a total contribution
of $52.50 by the City. Section VIII. Clothing Allowance was questioned
GS to what amount lietenants would get and is to be clarified bV Mr. Andrews_
This ordinance is scheduled for first reading on 2/9/75.
An Ordinance amending Ordinance No. 50 the weed ordinance was scheduled
for discussion. Councilman Turner questioned having the property owner
responsible for cutting on the City ROW. This is scheduled for first
reading 2/9/75.

An ordinance prepared by the City Attorney to provide a time
table for public hearings and to allow outside storage of
vehicles when entirely enclosed within an opaque fence, was
scheduled for discussion. Mr Fox stated he would also like
to add a section under PUD zoning that property would revert back
to the original zoning of the portion not utilized under the PUD
concept. These amendments are to go before Planning Commission
as public hearings.
A proposed amendment to the Subdivision Regulations was scheduled
City Attornev Fox stated he recommended that description and location
of all public improvements be on the plat and a drainage plan be
required also These recommendations will go before the Planning
Commission and do not have to come before Council for approval.
An ordinance amending Ordinance No 189 parking regulations was
scheduled. This would provide parking space of 1/100 sq.ft. of classroom
area and 1parking space/teacher for commercial schools. This will
be on 2/9/75 for first reading.
Mr. Jerman had a written report on a meeting with the Jefferson County
Commissioners, Lakewood, Urban Drainage District, Consolidated Water
Co. etc. regarding the dam at Maple Grove Reservoir. It had been
recommended to install a fabridam which would be a flood control
device for Lena Gulch at an approximate cost of $70,000. It was
recommended that Lakewood, the County and Wheat Ridge participate
in this cost with the Wheat Ridge share being more since Wheat Ridge
citizens will benefit most from this. It was stated that Consolidated
Mutual is going to spend $550,000 to widen the spillway. A future
proposal will be brought to Council for action.
Councilman Turner asked if the Lena Gulch Task Force should be designated
an official task force, and Mr. Jerman stated "no" and that the task force is
a County project.
A report from Ben L. Chastain who was appointed the City'S sales tax
inspector was considered. He had covere~.less than half the City
so far and an extension of his inspectionl~~s requested. Councilman
Turner requested Mr. Fox to research if the use tax can be charged only
on specific items or all delivered items purchased outside the City.
This will be on the 2/9/75 Agenda for action.
The payment of the workmen's compensation fund for the City was scheduled
for discussion for a total amount of $15,843. It was noted this was
a 50% increase and that each category is compared statewide and not
just for each individual entity. Councilman Howard requested clarification
on the billing of Class 8810 twice.
Notification of increase in water rates for systems improvements bv
the Denver Water Board waS received beginni~ April 15, with a request
from Ward Horton that the pipe increase into Prospect Park be done
before that date. Mr. Jerman was requested to contact the Denver
Water Board to see if the price might be negotiated for 2/9/75 Agenda.
It was agreed that the film "Downtowns for People" be shown at the
2/23/75 meeting at 7 00 p.m.
The Council acknowledged the present city vehicle assignment list
and made no changes.
Mr. Jerman announced that on 2/11/75 there will be a Mass Transit
Committee meeting to discuss a capital grant application of $39 million
for buses, park and ride sites, bus shelters etc. at 7 30 p.m. in
the West Conference Room.
Mr. Jerman announced the flag pole was installed in front of City Hall.
Mr. Jerman stat.ed he had been approached by other cities to have
Wheat Ridge participate in the cost of bringing Dr. Lewis from the
University of Illinois to speak on land use on a cooperative basis
It was recommended to see if he could be scheduled as a speaker at
the Colorado Municipal League Conference.

Mayor Stites asked for clarification of the city'~ policy in
handling the insurance policies. Mr. Jerman stated Galbraith and
Greene "only act as the intermediary." Mayor Stites stated that
they will ask for bids from the other insurance companies in the
City Mr. Jerman stated some companies will not go through Galbraith
and Greene but they will analyze the insurance policies that are offered.
