TITLE: RESOLUTION ADOPTING A POLICY FOR THE REPLACEMENT OF POLICE PATROL
AND STAFF PASSENGER VEHICLES, MOBILE RADIOS, ESTABLISHING
VEHICLE LICENSING PROCEDURES, AND RELATED ACTIVITIES
WHEREAS, it is in the interest of the City to establish an on-going
policy for the replacement of certain City vehicles and mobile radios in
order to obtain the highest trade-in or resale value, minimize maintenance
costs, and facilitate budgeting for such equipment; and
WHEREAS, such policies have been informally approved by the City
Council in its Budget discussions in September 1977; and
WHEREAS, the adoption of a written policy will assist operating
Departments and the Purchasing Agent in making advance plans for vehicle
and mobile radio disposal and acquisition in a timely manner;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the City of
Wheat Ridge that the City vehicle replacement policy shall be as follows:
1. Police Patrol Vehicles
(a) Police Patrol vehicles will ordinarily be replaced with new vehicles
after fifty thousand (50,000) miles or three (3) years of City ownership,
whichever occurs first, unless condition of individual vehicle warrants a
different replacement time to be determined by the Purchasing Agent and the
Department Head.
(b) Police Patrol vehicles shall be 4-door vehicles equipped with "full
Pol ice package" heavy-duty equipment, using specifications developed by the
Purchasing Agent, considering the requirements submitted by the Police
Department, in accordance with procedures set forth in the City's Purchasing
Manual. The specifications shall be developed after consultation with the
Chief of Police, or his designated representative.
(c) In order to achieve maximum energy conservation and to reduce
operating costs, the Police Patrol vehicles shall be those classified in
the compact or mid-size category as these terms are commonly understood in
the automotive industry, except when larger vehicles are justified. Pur-
chases shall reflect the best product, considering cost, compatibility with
other vehicles maintained by the City for like uses, operating and maintenance
economy, and any other pertinent factors.
(d) The Purchasing Agent shall develope the specifications and solicit
competitive, sealed bids for the vehicles immediately after January 1 every
year, in order to secure early delivery of the new vehicles in the fiscal
year.

(e) The color of all Police Patrol vehicles shall be white to match exist-
ing Police Patrol fleet. The Police Department, through the Shops Division of
the Public Works Department, shall cause such vehicles to be equipped with
decorative striping and other identifying decals, to match the outward appear-
ance of other existing Police vehicles.
(f) No vehicles shall be secured by the Police Department on a loan basis
from any car dealer or agency without the advance approval of the Purchasing
Agent who will be responsible for proper vehicle insurance coverage in order
to protect the City at all times.
2. Staff Vehicles
(a) Staff vehicles will ordinarily be replaced after sixty thousand
(60,000) miles or four (4) years of model year age, whichever occurs first,
unless condition of individual vehicle warrants a different replacement time
to be determined by the Purchasing Agent and the Department Head.
(b) Specifications for staff vehicles shall be standardized as much as
possible in order to achieve uniformity in vehicular equipment throughout
the City and shall be in the compact to mid-size categories.
(c) Upon approval of the City Council, staff vehicles may be purchased
from rental car agencies or other used car dealers, provided the new-used
vehicles have relatively low mileage. For purposes of this policy, low
mileage shall be interpreted to mean not to exceed thirty thousand (30,000)
miles at the time of purchase, although this limitation may be modified
upon the recommendation of the Purchasing Agent.
(d) In order to achieve maximum resale value, staff vehicles purchased
new shall include radio, power brakes, power steering, and air conditioning.
Non-essential accessories, such as radial tires, deluxe trim or upholstery,
shall not be included.
(e) Staff vehicles purchased on a new-used basis may include non-
essential accessories if included in the price and previously installed on
the vehicle.
(f) The color of staff vehicles shall not be specified and may vary
according to availability. All such vehicles shall be identified with the
City of Wheat Ridge logo for identification purposes immediately upon
delivery and before being placed into service.
(g) For purposes of this policy, vehicles used by the Police Department,
other than Patrol vehicles, shall be considered staff vehicles; however,
such vehicles shall be unmarked.
3. General
(a) Vehicles which are damaged due to accident, vandalism, weather, or
other causes, may be replaced immediately if the costs to repair such
vehicles are excessive as determined by the Purchasing Agent.

(b) The City Administrator is hereby authorized to include costs for re-
placement of City vehicles in the annual Budget each year in accordance with
the above policies.
(c) All new and new-used City vehicles shall be delivered directly to
the City Shops for complete servicing and checking before use by any Depart-
ment. Servicing will include the installation of required decals, striping,
or other identification on the vehicles.
(d) The City Purchasing Agent shall be responsible for proper licensing
of all City vehicles and for maintaining vehicle records with respect to
titles, purchase orders, trade-in records, and vehicle inventory records.
The Purchasing Agent shall also be responsible for disposing of all used
vehicles when declared obsolete by the City in the manner prescribed by the
Purchasing Manual.
4. Mobile Radios
(a) Mobile radios may be replaced during the tenth year of useage,
and all old radios shall be salvaged in the manner specified in the Purchasing
Manual.
(b) Mobile radios shall be purchased under competitive bidding pro-
cedures, and shall be of the type and variety determined by the Purchasing
Agent after consultation with the using Departments.
