MINUTES
June 7, 1975
The Study Session of the Wheat Ridge City Council was called to order
by Mayor Frank Stites at 7 30 p.m. at 4355 Field Street.
Councilmen present were Mary Jo Cavarra, Joseph Donaldson, Robert
Howard, Calvin Hulsey, Larry Merkl and Louise Turner.
Also in attendance were City Administrator John Jerman, City Attorney
Maurice Fox, City Clerk Elise Brougham, City Treasurer James Malone
staff and interested citizens.
Item 1. was an interim report by Dr. Dave Fletcher regarding his
work on revising the Civil Service Ordinance and the rules and
regulations for the Police Dept. He stated Ordinance 154 and 40 are
in conflict and who the chief answers to has to be clarified. He
stated it was his feeling that the Personnel Rules should be separate
from an ordinance although handling of discipline must provide adequate
process and he is working with the City Attorney on this. He stated
he has talked to police personnel and will talk to the City Council
and that clarification of the roles of the administration and Council,
Mayor, Police Chief and Civil Service Commission all need to be made
and a decision of who has the final authority needs to be made.
Item 2. was a discussion of reorganization proposals for the Police Dept.
The City Administrator and the Chief of Police both presented plans
with the essential difference being in the Chief's plan it allows for
another juvenile officer instead of one sergeant. Also Mr. Jerman's
plan divided the City into 2 patrolling districts. It was noted that
an interim Plan 2 presented by the Chief would be in effect until
November as the men under the Burglary Tactical Unit could not have
the operations changed until the grant ran out at that time. Council
agreed to use the Chief of Police Plan 2 and Final Plan 3 after November.
These plans are attached to the Minutes.
Item 3. was a report by Mr. Jerman on the actuarial study recently
made on the Police Pension Fund which projected a deficit. Mr.
Jerman stated the State Law allows 5% city and employee contribution
which would have to be changed to increase the amount. Mayor Stites
stated at the Police Pension Fund Meeting with the actuarial firm
they had stated the deficit was not a matter of great concern at the
present time. City Treasurer James Malone agreed and recommended that
another study be done in a few years and that a big expense was the
insurance premium for the fund and stated the Board could recommend
dropping this expense. It was agreed that no action be taken at
the present time.
Item 4. was discussion of all v~hicles owned by the City and recollmendations
for disposal and consolidation Jf use. Mr. Jerman explained a plan
which had been distributed for disposal for 9 cars 5 of which would be
replaced with the purchase of the new Novas. Councilman Merkl stated
he would like to see more cars disposed of, and Councilman Cavarra stated
she would like to see cars assigned to employees with low mileage use
be removed and have the emplo{ee drive his own car and be reimbursed
for mileage. She also stated the City needs a systematic schedule
of disposal and purchase for vehicles and other equipment. It was
agreed to go ahead with the proposed plan at present and at a later
date reevaluate it.
Item 5. was a proposal to air condition and heat the City Hall Offices.
A roof top system that would stay with the building was projected at
$2,541.00 with the money for the system ~ived from various accounts
in the Administrative Services Department. Council agreed to place
this on the 5/14/75 Agenda for action.

Item 7. was consideration of final payment to Concrete Contractors
Inc. for W. 41 Ave. project and for High Ct. The project had been
accepted by the Public Works Dept. 5/10/75. Councilman Donaldson
stated part of the walkway on High Court was broken. Mr. Hobbs
recommended paying the bill minus $200 until that section is repaired.
Councilman Hulsev also stated the dips in the road on W. 41 Ave.
are constructed improperly and asked whose responsibility it was.
It was stated the contractor placed them correctly according to the
engineering plans. Council agreed to pay the bill minus the amount
to correct the problem at High Ct. and they also agreed that the
dips on W. 41 Ave. should be fixed.
Item 8. was discussion of a request, to extend a position in Community
Deveopment Dept. The position was a CETA funding through June 30
and in the event that the CETA funding was not extended the Director
requested that it be continued for the rest of the year on a 20-25 hour
week. Council agreed to this.
Item 9. was a request by CouncifE~erkl regarding the idea of contracting
with the County Sheriff's Dept. for police service. He presented a
report to the Council to read and stated he felt this move would save
money and requested permission to get more information at the County
level. Council agreed that they should study the report before
any further action is taken.
Meeting was adjourned at 10 30 p.m.
An Executive Session was held on Item 6. which was discussion regarding
open space acquisitions at W. 32 Avenue and Union St. and at W. 29 Ave.
and Wadsworth Blvd.
