July 19, 1975
The Study Session of the Wheat Ridge City Council was called to order
by Mayor Frank Stites at 7 30 p.m. at 4355 Field Street.
Councilmen attending were Mary Jo Cavarra, Joseph Donaldson, Robert
Howard, Calvin Hulsey, Larry Merkl and Louise Turner.
Also present were Director of Administrative Services Rich Andrews,
City Attorney Maurice Fox, City Clerk Elise Brougham, staff and
interested citizens City Administrator John Jerman was absent.
Item 1. wa3 a request of Westridge Sanitation District for a favorable
recommendation of the City to the Metro Sewer District for installation
of a 10" sewer line from W. 41 Ave. and Independence St. northerly
across Clear Creek to a point in Wheat Ridge Park 500' south of
W. 44 Avenue. Emme~ Lane, Engineer for Westridge Sanitation District
was present and explained this line would eliminate the need for an
antiquated pumping station at 41st and Independence. He stated they
have not received permission yet from Metropolitan Denver Sewage Disposal
District for an unmetered connection and would like the City to approve
the planned sewer line construction. He stated there was a possibility
the City facilities could be hooked up on the line but by law there
would be an annual fee.
Council agreed to the concept of the project. City Attorney Fox is
to take care of the correspondence on this matter and work with Mr.
Lane at a later date easements and a contract.
Item 2 was a report on the use of city vehicles with comparison
of vehicle policies of other cities and costs of purchase of new
or used vehicles Mayor Stites stated this is a plan to replace
vehicles on a regular basis. Mr. Andrews stated they plan to eliminate
3 cars plus the motorcycles. There was discussion on who would be
assigned the 5 new vehicles if purchased. Council agreed that current
prices should be brought in for next Monday's meeting of various compact
cars and at that time Council could discuss how many cars to purchase.
Item 3. was a report regarding a letter from attorneys concerning
the take-over of Consolidated Mutual Water Company by the City of
Lakewood. The letter asked the following questions
1. Would Wheat Ridge consent to having the City of Lakewood
provide water service within the City of Wheat Ridge?
2. Would Wheat Ridge join with Lakewood in acquiring the water
system of Consolidate Mutual (by means of a lawsuit)?
It was suggested to have an independent study made to determine if
Wheat Ridge should get into the water business by Councilman Howard.
Council agreed that they should not join in a lawsuit with Lakewood
and City Attorney Fox was directed to write a letter stating that
the Council is not interested in either proposal and that they are
satisfied with the present system and service.
It was brought up that the Public Works Shops were on a leaching f~d
and that a builder building doubles at W. 45 Ave. and Pierson would
be connecting the sewer line to his doubles, and that the City might
be interested at this time connecting a sewer line to the shops building.
Council agreed they were interested in this project but it was pointed
out it could not be done at the same time he hooked up his double since
the City would have to go out for bid and get prices etc. on the work.
It was announced the Colorado Municipal League was having a conference
with a management labor att,orney at 9 30 a.m on 7/24/75 at the Cosmopolitan
Hotel and that Council was invited to attend
Councilman Howard stated he had at1ended an Urban Systems Meeting
regarding priority scheduling for federal funding through 1981 and
that over the next 3 years $2'h million will be funded for Kipling-
Independence allignment in Arvada. He stated there is no funding
in Wheat Ridge and that he had stated Wheat Ridge had received no
plans for the projected work and recommended thai the City staff .
