HomeMy WebLinkAbout08/02/1976 MINUTES Augus t 2, 1976 The Study Session of the Whea Ridge City Council was called to order by Mayor Frank Stites at 7 30 p.m. at 4355 Field Street.. Councilmen present were Mary Jo Cavarra, Joseph Donaldson, Robert Howard, Calvin Hulsey, Larry Merkl and Louise Turner. Also present were City Administrator John Jerman, City Attorney Maurice Fox, City Clerk Elise Brougham, staff and interested citizens. Item 1. was discussion of the proposed Animal Pound by the Animal Control Commission. Dr. Trefz of the Animal Control Commission wffipresent. Mr. Jerman is a member of the Animal Shelter Board which consists of members of all the entities involved in this intergovernment,al project. He stated they had selected an architectural firm for the bUilding. Dr. Trefz SBted that they would like to have input into the design of the building because they have knowledge of problems peculiar to the caging of animals and their diseases such as distemper and kennel cough. He stated with constructing the area in rertain ways that these diseases could help be controlled. Mr. Jerman stated he could arrange a meeting with them and the Architect. Council agreed that this should be done. They are also to meet with Mr. Jerman to discuss problems that occur at the pound. Item 2. was discussion of changes in various job classifications. Rich Andrews, Director of Administrative Services explained the creation of the job Coordinator of Technical Services in the Police Department which would be at pay Grade 38 and would handle the records division and supervise the dispatchers This would be a civilian job and is currently handled by a lieutenant. Mr. Jerman recommended the word coordinator be changed to supervisor. Council agreed that this position should be changed in the form of an amendment to the ordinance. Mr. Andrews also recommended deleting the title Adminiarative L,lerk from the ordinance and using the Title Clerk Typist instead. This would not affect the current pay steps, however in future pay ordin2nces the positions of Clerk Typist and Secretary could be separated in pay grades. At the present time they are in equal pay grades. It was agreed to bring this in for consideration also. Mr. Andrews also recommended deleting 5% additional pay for people assigned to the Detective Division in the Police Dept. as prescribed in Ordinance No. 40. City Attorney Fox stated he felt any promotion or filling of vacancy should be held up until this ordinance could be amended to avoid any confusion in the future. Item 3. was presentation of the Street Sweeping Program for the City. The City was divided into areas for sweeping as follows 1. East of Wadsworth during April and July. 2. Between Kipling and Wadsworth and north of I-70 during May and August. 3. Kipling to Youngf~d during June and September. In answer to a question he stated they will sweep the main streets of the City during the whole year. Council~an Merkl requested an ordinance prohibiting driving over freshly painted striping on the roads. He stated W. 38 Ave. had the paint smeared on it and would like the street cle ared. Discussion also came up of purchasing fast drying paint in the future, and having an officer present and painting during the day when there is least traffic Mayor Stites stated he felt the City should sweep the walkway along W. 38 Avenue as it is a hazard for the pedestrians with the gravel on it.
