HomeMy WebLinkAboutResolution-1986-0981 RESOLUTION NO. 981 Series of 1986 TITLE: AUTHORIZING THE MAYOR TO SIGN THE INTERGOVERNMENTAL AGR.EEMENT ENTITLED REQUEST FOR. PAYMENT AND CERTIFICATION OF USE OF FUNDS FOR IRRIGATION AND PARK IMPROVEMENTS AT WHEAT RIDGE PARK. WHEREAS, the citizens of Jefferson County passed an Open Space Resolution on November 7, 1972; and WHEREAS, the citizens amended said Resolution on November 4, 1980 to allow for maintenance and development of Open Space lands and property; and WHEREAS, Front Range Sprinkler Systems has been awarded the bid for irrigation and park improvements in the amount of $68,871. 00; and WHEREAS, this park is to be used for Parks and Recreation purposes; and WHEREAS, it is in the best interest of the City of Wheat Ridge to enter into the Intergovernmental Agreement which is attached to this Resolution; and WHEREAS, Section 14.2 of the Home Rule Charter of the City of Wheat Ridge authorizes the City of Wheat Ridge, by R.esolution, to enter into Intergovernmental Agreements. NOW, THEREFOR.E, BE IT RESOLVED by the City Council of the City of Wheat Ridge, that the Intergovernmental Agreement entitled Request for Payment and Certification of Use of Funds, attached to this Resolution be approved, and the Mayor be authorized to sign said Intergovernmental Agreement. DONE AND RESOLVED on this 1986. 28th day of April ~ ~ ,1 /'v.J:A:i ,,&..1 -' Frank Stites, Mayor ATTEST: 0J~~~:<- Wanda Sang, REQUEST FOR PAYMENT AND CERTIFICATION OF USE OF FUNDS The City of Wheat Ridge hereby requests from the Board of County Commissioners of Jefferson County, State of Colorado, payment from the Jefferson County Open Space fund in the amount of Two Hundred Seventy-Seven Thousand Seven hundred fifty-four dollars ($277,754.00), payable 100% from funds received subsequent to January 1, 1981 and 100% from its attributable share of Open Space funds, but not to exceed the present portion of its attributable share received subsequent to January 1, 1981. This request constitutes a certification by the City Council of the City of Wheat Ridge to the Board of County Commissioners of Jefferson County that the City of Wheat Ridge has entered into contract(s) for the following project(s): PARK TYPE OF EXPENSE CONTRACT AMOUNT Prospect Park Equipment $ 14,000.00 78,036.00 81,882.00 34,965.00 68,871.00 $ 277,754.00 Prospect Park Improvements Panorama Park Improvements Panaorma Parks Improvements Wheat Ridge Park Improvements all of which constitute purposes which are authorized by the Jefferson County Open Space Resolution as adopted by the voters on November 7,1972 and amended on November, 1980. The monies received pursuant to this certification shall be placed in a separate interest bearing account. In the event the total cost of the contract work is less than specified above, the City of Wheat Ridge will refund the unexpended funds plus any interest earned on the project money to Jefferson County within 30 days after completion of the project to be credited to the City of Wheat Ridge attributable share account of the Jefferson County Open Space Fund unless the Page two Request for Payment Department of the Director of Open Space receives a request, in writing, from the City to expend the funds. Within 30 days of completion of the project the City will provide Jefferson County with: 1. Itemized list of the projects completed and final costs. 2. An accounting of the monies received while the Open Space money was on deposit. 3. Return to Jefferson County all interest earned on the Open Space money received prior to final payment of the contract unless otherwise provided for in writing. In accordance with the Jefferson County Open Space Resolution, the County, or its designated representative, may, if it so desires, audit the workpapers and audit utilized by the City of Wheat Ridge to determine the final cost under the contract. This certification and request has been duly authorized by Resolution adopted by the Wheat Ridge Ci ty Council on --..April ?R -----, 19~, a copy of which is attached, by which the City Council certifies to the Board of County Commissioners of Jefferson County that the Open Space funds specified herein will be expended only for the purposes stated and authorizes the Mayor to sign this Request for Payment and Certification of Use of Fun d s.
