A RESOLUTION RECOGNIZING THE ROLE OF THE DENVER REGIONAL COUNCil
OF GOVERNMENTS (DRCOG) IN FURTHERING THE INTERGOVERNMENTAL PUR-
SUIT OF REGIONAL COOPERATION.
WHEREAS, the Denver metropolitan area is becoming increasingly aware of
the acute needs accompanying growth which affect its resident and business
populations; and
WHEREAS, DRCOG exists as a vehicle through which opportunities designed
to analyze and coordinate solutions to said needs might be identified and
pursued, and
WHEREAS, the Board of Directors of DRCOG have identified the four
primary issues facing the Denver metropolitan area as Transportation,
Water, Regional Public Facilities, and Solid Waste; and
WHEREAS, all of the foregoing will likely require resources which might
lend themselves to cost-efficiencies through the pooling of resources
and/or coordination of plans and programs; and
WHEREAS, the desire of the local jurisdictions to retain home rule
status and/or autonomy will be augmented through use of DRCOG as a
regional clearinghouse for information common to its member jurisdictions
upon which regional policy and procedural recommendations might be made.
NOW THEREFORE BE IT RESOLVED AS FOllOWS'
1. That DRCOG is hereby recognized as the concerted voice of local
governments for reg iona I action;
2. That DRCOG IS the catalyst for regional problem-solving.
3. That DRCOG IS recognized as the informational center for public
policy decisions in the region and as a regional authority on
Issues that are vital to the Denver metropolitan area.

4. That Ridge hereby pledges its continuing support of and assistance
to DRCOG in its pursuit of metropolitan cooperation to the mutual benefit
of its member governments.

DIGEST OF 1986 BOARD WORKSHOP
A challenge has been issued to the Denver Regional Council of Governments by
leaders in this metropolitan community, the thrust being to assume greater lead-
ership in achieving metropolitan cooperation, or step aside and let others do it.
The Board of Directors of DRCOG enthusiastically accept that challenge, partic-
ularly given the support that this region's elected leaders appear to be willing
to provide. The task of bringing local governments in this area to work in
concert with one a nother is, after a II, ou r reason for being.
The rapid growth of the region over the past thirty years and the prospect of
another one-half million residents by the end of the century pose problems that
strain the ability of our governmental institutions. With hundreds of general and
special purpose government entities in the region, no one jurisdiction alone can
address our growth circumstances. We have become one large, interdependent
community, and only through the dedicated efforts of all of our local governments
can we hope to preserve the unique qualities which make this region a good place
to work and live.
Recognizing this need, and the unique ability of the Denver Regional Council of
Governments to meet the challenge facing local governments here, members of the
Board of Directors of DRCOG have prepared the following statement of leadership
to guide the work of the agency in the coming years:
"DRCOG is the concerted voice of local government for regional
action. It is the catalyst for regional problem solving, the infor-
matio,n center for public policy decisions, and the regional voice
on issues that are vital to the Denver metropolitan area."
DRCOG and its member governments have rededicated themselves to meeting the
problems and challenges facing the region and insuring the highest possible
quality of life for our citizens. To accomplish this the Board of Directors has
committed the organization to playing a leadership role on issues facing the met-
ropolitan area Leadership will involve building a strong base of support within
member governments; greater involvement of outside interests such as legislators
and business interests to build coalitions around issues and reduce fragmentation;
active promotion of DRCOG and its position on key issues; and serving as a
mediator or facilitator to resolve issues or disputes within the region.
The opportunity exists to solve the region's problems. This can be done through
leadership and coalition building. The challenge is to grab the "window of op-
portunity," utilize the resources and abilities of DRCOG, and find and implement
solutions to metropolitan problems.
To that end, a comprehensive action plan including the identification of specific
tasks and assignments designed to address the concerns of the Denver metro-
politan area has been prepared for Board implementation in the coming months
and years. Those tasks and assignments are presented on the attached outline.
These are in addition to an already full and agressive program of cooperation and
action.
TRANSPORTATION
I. Highways.
A. Continue support of Regional Roadway Bill.
1. Review the Bill and prepare to responsor.
2. Redraft the Bill placing regional planning agency in its original
prominent role.
3. Seek sponsorship and support.
B. Pursue Highway Commission Redistricting.
C. Extend and update Regional Transportation Plan to 2010
D. Provide community involvement opportunities and market the Plan to
key groups, organizations and the media.
II. Mass Transit Plan
A Action on RTD recommendation regarding the North Corridor.
B Action on RTD transportation analysis/technology assessment.
C. Promote that decision in the metropolitan community.
III. Mon itor Relocation of Stapleton I nternational Ai rport.
A Review recent studies and earlier DRCOG studies and decisions.
B. Support a site and facilities relocation effort with local governments
and public
C. Revise DRCOG Plans (i e. Water Quality, Transporation, Growth) to
reflect selected site.
SOLID WASTE
I. Establish a Solid Waste Task Force.
II. Implement Phase I Problem and Issue Definition Landfill issues, alter-
natives to landfills, institutional issues, need for long-term management
plan, and other types of waste.
III. Proceed Based on Phase I Recommendations.
REGIONAL PUBLIC FACILITIES
Convention Center Financing
A Convene a task force.
1. Review issue.
2 Recommend metropolitan financing proposal to DRCOG Board.
B Implement DRCOG Board decisions
II. Regional Public Facilities.
A. Define tasks and role for DRCOG

CONSOLIDATING LOCAL GOVERNMENT SUPPORT
I. Chairwoman and Executive Director to meet with mayors and commissioners
to seek their involvement and support with legislators or electorate, par-
ticularly on the regional roadway issue.
II. Officers to speak to local councils and commissions to seek specific support
for mission statement.
III. Each Board member will seek support for DRCOG and build consensus on
DRCOG issues within their respective legislative body and community.
IV Contin ue cu rrent monthly COG staff meetings in member ju risdictions.
V. All Board members and staff to correct misperceptions and misinformation
about DRCOG immediately.
VI. Market successes and the positive image of DRCOG.
VII Encourage member jurisdictions to appoint representatives to the DRCOG
Board who are interested and will contribute to regionalism.
BUILDING SUPPORT FOR DRCOG
I. Provide I nformation and Education
A. Implement DRCOG speakers bureau with full Board participation.
B. Survey and interview gubernatorial candidates on regional Issues.
C. Board and staff meet with the media.
D. Support and help coalesce metropolitan area legislators.
II. Build coalitions in support of DRCOG positions with private sector and
public interest groups.
III. Strategic dissemination of information reaffirming and marketing DRCOG as
the information center and targeting the distribution thereof.
STRUCTURAL REVI EW
I. Review continuation of Policy Subcommittees.
II. Review other models for regional organization (Atlanta, Minneapolis,
Portland, Toronto, etc., and the Colorado Regional Service Authority
Statute).
III. Review DRCOG staff structure.
CONGRESS OF LOCAL GOVERNMENTS
I. Establish agenda and participation of gubernatorial candidates.
II. Prepare and discuss issue papers.
III Hold Congress of Local Governments on October 11,1986
OTHER ISSUES TO BE PURSUED
I. Water Supply: Review current activities and determine if further DRCOG
involvement is necessary.
II. Review fiscal needs and disparities issues.
III. Explore need for conflict management.
