HomeMy WebLinkAboutResolution-1986-1008 RESOLUTION NO. 1008 Series of 1986 TITLE: A RESOLUTION ENCOURAGING VOLUNTARY COMPLIANCE WITH A PROGRAM OF NOT OPERATING SOLID FUEL FIRED HEATING DEVICES ON DAYS DESIGNATED AS "HIGH POLLUTION DAYS" BY THE COLORADO DEPARTMENT OF HEALTH. WHEREAS, the Denver Metropolitan Air Quality Council has recommended reducing emissions from woodburning units; and WHEREAS, the City of Wheat Ridge supports the Better Air Campaign and continues to support efforts to improve the air quality in the Denver metropolitan area; and WHEREAS, the City of Wheat Ridge is vitally concerned with the physical health and welfare of its citizens; NOW THEREFORE BE IT RESOLVED: 1. All residents of the City of Wheat Ridge are urged to comply voluntarily with the program above described by not operating solid fuel fired heating devices, except for such devices which constitute a person's sole source of heat, at any time the State of Colorado's Department of Health declares a "high pollution day." 2. As used herein, the following terms shall have the following meanings: a. "Solid Fuel !"ired Heating Device" shall mean a device designed for combustion of solid fuels, including but not limited to wood, coal, and paper, so that usable heat is derived from the interior of a building, and shall include solid fuel- fired stoves, fireplaces, solid fuel fired cooking stoves, and combustion fuel furnaces or boilers which burn sol id fuel. Solid fuel fired heating devices do not include natural gas- fired devices or solid fuel fired barbecue devices. b. "High Pollution Day" shall mean that period of time declared to be a high pollution day by the Colorado Department of Health. c. "Sole Source of Heat" shall mean one or more residential solid fuel fired heatingng devices which constitute the only source of heat in a private residence for purposes of space heating. No residential solid fuel fired heating device or devices shall be considered to be the sole source of heat if the private residence is equipped with a permanently intalled furnace or heating system designed to heat the residence, connected or disconnected from its energy source, utilizing oil, natural gas electricity, or propane. 3. In order to aid public awareness of the problems of air pollution and of the benefits to be derived by all citizens of the City of Wheat Ridge and of the Denver Metropolitan area by complaince with the program above described, the City Administrator, or his designee, is specifically encouraged and empowered to make inspections during "high pollution days" and to contact persons burning solid fuel fired heating devices at said time for the purpose of informing them of the existence of the "high pollution day" declaration from the Colorado Department of Health, and to inform the resident operating said solid fuel fired heating dev ice of the effects of sol id fuel burning upon air pollution in the Denver metropolitan area.
