was a discussion as to lllhether this was a final bill. The bill is
through January 31, 1977. Motion by Councilman Cavarra "I move that

Item 6. C'Jnsiuer the feasibility of a Street Flusher. LOt>! bid t,jas
26,855, budgeted amount J19,20o. Motion by Councilman Turner "I
move that a Street Flusher not be purchased at this ti~e." Motion was
seconded by Councilman Merkl and passed 6-0.
Item 7. Consider award of bid for Paint Striping Truck and Equipment.
r1r. Hobbs and Mr. Rhodes presented the bids and the [-lema of information
on street paint striping costs. Low bid was w44,495.28, budgeted
amount ~25,000. Discussion of Contracting paint striping vs purchasing
a paint striper Contractor's do not paint crosswalks; the city
does have a crossllJalk striper, but crosswalks take relatively more
time than streets. A striper crew consists of 3 men. Mr. Rhodes said
that he felt the city should have a paint striper, as the city would
save money. Gouncilman Howard reported on his findings. Lakewoad
put down 8000 gallons of paint on their streets in 1976. It was
contracted out, the contractor LJOrked 60 days. During that time the
Main streets were painted three times, the Primary streets, 2 times
and the secondary ones once. The contract price l,las ,~10.00 peT gallon,
including beads. This did n'Jt include any crossllJalk striping, d~cals.

kind of l.JOrk. They estimated that LJheat Ridge uJould uses the service
10 to 12 days per year to get the same basic coverag~ they are pro-
viding for Lakewood. He believes that [,J6 should uJri te specifications
and contract the striping out except for the crosswalks. He then
questioned the 111 days of paint striping reported, since that aDQunts
to 22 weeks. Mr. Hobbs said that the number was taken fro~ the lags
[if Public Works an this progra',l, houJever these may not be all 8 hour
days. The new unit would cut approximately 25-30% off the time used
now. The streets that are striped are 26th, 32nd, 38th, 44th, Kipling,
LJadsw'1rth, Pierce, Harlan and Youngfield for a total of about 26 rliles.
Councilman Cavarra asked about maintenance. tir. Hobbs said that
maintenance had not been figured in, but there was not much maintenance
invCJlved, r'Jnly cleaning. The 111 days included striping cross llJ8lks
which take 4 times as long as street striping. The 3 men on the
creu IJQuld all be able to use this truck, n'1 other needed. The last
paint purchased was quick-dry at ';;2.79 Jler gallon, beads uJ8re .,,2.75 per
100 p'ouna~ using 7 pounds of beads per gallon. ~btion by Councilman

and passed 5-1, Councilman Donaldson voting Nay.
Item 8. Re renovation/improvement of Baseball Fields at Randall
and Panorama Parks. ~Jr. Bredt ['aid that they do not have the time
to do this, in house. These are two old parks, the baseball diamonds
have blown away, the grass has grown in so that the base lengths
are not all accurate. The contract is to tear up the diamonds,
get them to exact size, compact the earth and get it into Grade A
shape. There will be pegs to attach the bases to keep the size
correct. The pegs will be sunken to avoid accident. This does
not include rolling the grass, but this can be done in house. The
work is to be complete before April 5, prior to the start of the
season. Motion by Councilman Markl liT move that the Lowest and
Best Bid be awarded to Sa-Bell's Inc, at 5555 West Ohio, Denver for
Improvement of Baseball Fields at Randall & Panorama Parks at a total
cost of ,~12,960.0o to be charged to Accounts 31-504-862-1, for a total
cost not to exceed ~5,541.0o for Panorama Park and 31-5Q4- 862-2 for
a total cost not to exceed ~7,419. far Randall Park.1I Motion was

Item 9. Re: renovation of Backstnps at Panorama and Randall Parks.
Mr. Bredt said that this is to repair and paint the backstops and

Mayor Stites broug~ to Council's attention that Dennis Babini had been
invited to attend the FBI National Acade~y, for three months. The
Academy ldill pay his expenses including travel. Wheat Ridg8 would
pay his wages. Officer Babini said that he had been with the city
seven years, had been recommended for the appointment 3 years ago and
had been looking forward to attending since then, and that no one
from ~heat Ridge had ever yone before. Motion by Councilman Merkl.
"I move that we allow Officer 8abini to Attend the FBI Academy in
Virginia, April 3rd through June 30th." Motion was seconded by
CIJLJncilman Donaldson and passed 6...0. Councilman HO~Jard asked what
would happen if Officer Babini LlerE needed to testify in a Court case?
Mr. Fox said that a continuation could be arranged. Councilman Huls8~
stated that he thought it llJaS great that a Uheat Ridge Officer could
take advantage of this training.
Mr. Jerman announcEd the Community Development Committee work session
scheduled for 9 00 - 11 3D a.m., Saturday, March 19, 1977 for the
purpose '1f rEviewing the proposed revised zoning code for the City
'1f ~Jheat Ridge.
Councilman Cavarra gave a brief report an the National Council of
Cities ClJnvention. She will flJllow-up with a written report.
Councilman Cavarra inquired as tlJ the law regarding shooting of 88
guns. Mr. Pinson said that we have to prove that the projectile left
the property.
Councilman Hulsey asked for a Policy decision on cleaning ditches
and putting in culverts be discussed at a future study session.
Councilman Howard mentioned that the County Commissioners had passed
a Resolution regarding Crown Hill property. Mr. Fox said that it would
be improper for the city to take a position and should not be informed
directly of what is going on until the Application is terminated Dr
withdrawn.
Mr. Jerman presented the Architects rendering of the City Hall Complex.
