Res~lution re Need frJr the State of Colorado to Acquire Standley Lake fnr public use as a Water-Related Outdoor Recreation Facility. Resolution came from Ray Printz Office, Open Space. We need to find out which city the Lake belongs to and then get some input fr.')r;1 them. As far as we know, there would be no cost to Wheat Ridge in the acquisition. To be on a later Agenda. Item 13.Review Security Guard Ordinance. Eugene Brace, Ronald Brace, George Schiel, Russell Colling, Arnold Alperstein, Gene Parker were in attendance to discuss changes in the Ordinance. Problems mentioned were Financial disclosure statement, no time limit in which the Ci ty has to act, only 1 day per l~eek for fingerprinting and photographing, no provision for a Temporary License, cost, need for fingerprints of officers and directors of large corporation (Midtown Hospital Assn), Mr. Fox to meet with these people to discuss legality, points of difference and recommendations, then to the Police Commission if they wish and back to Council if changes are recommended. Item 3. Establishment of a Citizens' Technical-Professional List as proposed by l'irs. Elaine Slattery. Mrs. Slatter\! \.'05 asked hot. .Lh:- list s t; be C3mpiled. City Motto Contest. Mrs. Slattery said that since we are going t'1 have a nellJ City Hall, wanted ta have a contest for a motto to be placed on the City Hall. Purchase of CO[;1pact Vehicles for Police Department, vehicle for Community Develop[;1ent. P~lice vehicles are replacements for larger vehicles ('70 -'72 Fords and Pl~[;1ouths), will be used by Staff Dectives. The old vehicles [dill be sold, but do not knoLJ now how much they will bring. The Hertz vehicles have 20,000 - 25,000 miles on the[;1, and the cost is over budget. Requested that bids be taken for 5 new 6 cylinder cars, and 5 rental cars. Vehicle for Community Development - is a replacement for 1970 Ford. Need a motion on April 11 for approval to purchase one 1976 six cylinder MaVErick, available at ~3195. from Hertz. Item 6. Proposed Resolution re Support of the Immediate Construction of the Foothills Uater Treatment Complex. Mr. Zwagerman requested a change in Ordinance No. 85 because it conflicts with the Flood Plain Ordinance. Lith the word "dirt" included could not build foot bridges, redo Lena Gulch, etc. Discussion rea intent of Ordinance - to stop litter or to prevent encroachment on natural waterways. Mr. Fax requested that "rocks or dirt" be deleted from Ordinance 85, as this is an ordinance to prevent tT';~sh being thrown into streams. The Flood Plain Ordinance, Ordinance 98, and the Sub-division regulations ~hould caver the protection of natural waterways. These items are to be looked into to be sure it is specific so that when the staff are asked to ma~e decisions they have guidelines. Item 11. Review of Feasibility of Purchase of Paint Striper Machine. Mr. Jerman presented a report cnmparing costs of contracting vs in h:Juse, adding that ~24,000 in salaries should also be considered. It should also be borne in mind that we cannot contract to have crosstlialks striped, repair signs, etc, sa cannot eli:oinate jobs. The Vanmark type striper is a "compact" model, Difference in chassis, compression and 3 guns as against 5 in tIle large model. This model ['JOuld cost ,,;8000 less than the large one presented before. This is not the sa~e kind as Denver uses, Mr. Jerman to see that the City get bids on Contracting, on"Compact"stripers, and to check what stripers Denver uses. Item 15. Proposed Revision of Account Numbers to split out Overtime and Court Pay. The object is to isolate paid overtime, court time, longevity, and standby pay. Due to the payment of lump sum longevity and monthly longevi ty this year, some departments may need additional funds. If so, there will be two proposals, one for money and one for budget numbers change. To be on a later Agenda. Item 16. Proposed invitation and Invitation List re Wheat Ridge City Hall Ground Breaking Ceremony. Suggestions Invite the public through the newspapers, state officials, service clubs such as women's clubs, Jaycees, County Officials besides County Commissioners, look into Parking problems, serve coffee and doughnuts, provide white Hard-hats with the City Seal on them, rent a Tent in case of rain. The Mayor was authorized to execute an Agreement for the plans, specifications and bid package for the construction of 2 new Tennis Courts in Wheat Ridge Park. paving Re 1977 Street Program. Councilman Merkl suggested that ~100,OOO be put int'1 the Street Program this year. If this tliere done, the City llmuld have to rebudget and get approval for expansion of the BudGEt from the state. At this time there is budgeted for 15 miles of streets, 14 aspha~t,a~d 1 gravel. One mile of overlay costs ~30,OOO, onE ",Ue of gravel/~1H~ ,~70,000. Regarding half streets, in order to enlarge them the city can get right of way by purchase or con- demnation. Where lnly 1 side is develnped, priority is determinpd by amr:lUnt of develapment. Mr. Hobbs is to bring in a list of dl the strEets on April 11 for City Council to make a decision. Councilman Merkl presented the Chamber of Commerce "Green Survival Civic Program". They wanted to see if we are interested in a Reso- lution to be a Green Survival city. With our Greenbelt and Land- scaping Ordinance, we, for all practical purposes, already qualify. f"lr. Mr. Fox rs Hart estate. He has received back from the last heir permission to sell. Appraised at ~192,OOO including the structure which is listed in the National Register. Hart's will take ~200,OOO. City can buy for Open Space, can go 10% over appraisal. Edgewater is willing to join in. Mr. Jerman is to communicate with Edgewater. Council had previously voted to buy the property, but the price was not known.
