Item 1 City Hall Desiqn Development Of the EDA Grant of $1,350,000
there will be $1,2~0,000 to budget for the buildinq the remainder having
been used for testlng and architects fee This will provide a complete
~uildi~g that ~oes not have to have any other support systems to operate,
lncludlng archltectural/Structural, Mechanical, Electrical, Solar, and
Parking (Paving, curb & gutter & walks) Other cost estimates, to be
borne by the city, are Telerhone system $50,000 (Community Development
is asking various companies to design a system and bring in a bid),
Pneumatic Tube (to carry money from Community Development, Public Works,
and Parks to City Treasurer) ~9000, TV Monitor (Rough-in only) $3000,
Sound System $5000, Landscaping $50,000, Site Lighting ~30,000, Street
Improvements (Entrance Drive and 29th Ave and Vance Street) $40,000 and
$15,000 respectively, Brick Pavers for lobby $6000, Millwork (Shelves
for directors offices, conference room counters and plumbing for sinks)
$10,000, Insulated glass $7000, Ceramic Tile (to tile walls completely,
not just wainscot height, in toilets) $15,000, Skylights $5000, Carpet
(basic building would carpet private offices, secretarial area~ Council
room and 60urt room - remainder would be hard floors To carpet remainder
except for lobby) $15,000, Lockers (clothing lockers in Police Department)
$2,200 All of above ok'd by Council If all new furniture, office
landscaping type, $200,000 Mayor Stites said that with a new building
we should strive to have something to be proud of, that we have a lot of
furniture that can be used (such as is now in Private Offices) but that
in the open areas should get furnishings that are matching in tone and
continuity An inventory is needed to see what can be used and go from
there The Architect said that there had been a change in bid adver-
tising from May 24, to June 21 This will not affect completion of the
building They will also discontinue the 3rd package of Structural
Framing The basic building includes partitions, enough screening to
establish circulation and only minimum screening within departments
Mr Fox re funding these expenditures City can only spend money that
is on hand now, but cannot spend next years moneys There is $200,000
in this years budget for City Hall, and will need $250,000 in next years
The Architect suggested that certain items be bid as additives or de-
ductives, so that the worth of any item may be seen, such as the Street
Improvements on 29th It was suggested that on the street work, it
could be a Change Order in the 1977 Street Program if done before the
program is finished The Police Chief had requested bullet resistant
glass for the Police area Cost is $50 square foot There is 800 square
feet of glass on both floors of the Police Department Could be bid
as an additive Since the building faces South, it was decided that
Snow Melting equipment would not be necessary A Fire Sprinkling System
is included in the building
Item 2 Report from DRCOG Citizens Advisory Committee Representative
A F "Bud"Williams was not present No Report
Item 3 Parking Lot Plan for Parking Lot in south end of Wheat Ridge
Park (LandPlan Design Group, Neal Bastable) Mr Bredt, presented
this plan since 4 Tennis Courts may be desirable in the future, and
locating the current two and parking should be coordinated At this
time parking is a great problem, and building the parking lot at the
same time as the two Tennis Courts would be less total cost than done
in two parts The Tennis Courts are budgeted, the parking lot is not
The Parking Lot would cost $24,000 to $27,000 A sewer line is planned
that would be underneath the parking lot area, but the district does
not have authorization to go ahead with it at this time After dis-
cussion as to the possibility of doing thp parking lot instead of
the tennis courts this year, Mr Bredt is to contact the district for
a time schedule and get prices on Tennis Courts and Parking Lot
Item 7 Discussion of curb and gutter installation at 45th and Vance
Park The other facilities for this park have been completed under
budget Therefore, curb and gutter, which had not been planned, can
be done within the budget Mr Bredt is to see if the owners of the
house on the corner would like to put in curb and gutter at the same
time at the same price as the City gets, and to bring in bids

Mr Thomas Dodd, Jr re the two buildings on the City Hall site, if
they are to be relocated or destroyed, or could be put to beneficial
use as parks buildings Mayor Stites said that the Chicken Coop will
~o as soon as possible, but there has been no decision on the House and
Barn Councilman Cavarra said that the City does not want to get into
the Real Estate business Councilman Turner asked if the Park Commission
could be notified before any decission is made
Item 4 Review of Change Order Requests recommended by Wright-McLaughlin
to Urban Drainage and Flood Control District re W 32nd Ave & Lena
Gulch bridge structure, channel modifications, concrete pan and radii
at Vivian Ct Brian Kolstad, presented the request for rock to replace
a grass area that would be unsightly, removal of a tree from the bottom
of the channel, crosspan and curb and gutter at Vivian, and to add
trees to add to the appearance of the overall project at a cost of $5000,
to be split between the district and the City This work does not come
under the 90% Federal 10% city rule Discussion - the rock should not
be installed (cost $1000), the property owner should maintain the grass,
and if not require it done through the weed ordinance, replacing trees
would set a precedent for remaining work downstream Mr Jerman said
that this was to be a Pilot Project, as a beautification strip to en-
courage owners downstream to follow suit Councilman Cavarra felt that
the homeowners had been promised this work in the original contract
Mayor Stites said that this was the original concept that had been
talked about, but the state had omitted it and it was an error on their
part Also the City will have to get the people's permission on down
the Gulch Councilmen Howard and Hulsey were concerned that it would
become a program that homeowners would want the city to do on down the
Gulch Change Order approval to be on Agenda, May 9 Items to be
voted on individually Minutes to be researched for past discussions
Mr Hobbs said that of necessity he had authorized removal of a tree
Item 5 Report of Sales Tax Inspector and Recommendation for Extension
of Sales Tax Inspector Position for six months to complete project
Mr Chastain has prepared cards for each business in Wheat Ridge The
next step would be to go to the state or get a list from the state to
make sure the sales tax from these businesses is coming to Wheat Ridge
Cost would be $3000 for 6 months plus mileage The cost could be covered
by unspent monies in the Director of Administrative Services account, but
would need a Resolution to Transfer funds The question was raised re
sales tax on the Vending Machines The operator or owner of the machine
is obligated to pay the sales tax
Item 6 Discussion of the Street Striping Contract Service vs Purchase
of Street Striping Equipment Mr Vidal said that he and Mr Rhodes had
made a trip to Denver Denver builds their machine from scratch, buys
the truck and tanks and put it together The last time they built one
it cost $9000, but would cost much more now Estimated that it would
take one man one month to build Denver's machine does not include
tanks or guns for beads Mr Hobbs said that he had a man on board that
could probably build the machine, but his department was completely
busy To build the machine, we could get a man into our shop, or to
contract with a company such as Air-Mac Equipment The current striper
is gettingby and is working good right now Councilman Howard said that
he had talked to Littleton They have 110 miles of streets, one-half
of which they stripe two times a year Their machine had a base price
of $11000, but there would be recommended additions One man drives the
striper and one drives a pick up to carry paint supply and lay cones -
1 maB If the Denver type unit is built, would it be attached to the
old chassis or a new one puthased - Old truck has 79,000 miles on it,
but annual mileage is low Mr Rhodes to get prices on Littleton's
machine (Mark-Rite Imperial Model 10,000), and prices for Air-Mac or
like company to build and install a Denver type machine on our present
chassis or on a new chassis Mr Rhodes to have the striper demon-
strated, if possible

Item 8 Micro-Film Study Committee Report, presented by Mrs Hampf
The committee had studied various microforms, and the feasibility of
a system for the City, and found that a Jacket cystem, with rolls for
41'chival safety would be most efficient Equipliic;nt needed was 1 isted
at an estimated total cost of $17,000, is not a budgeted item, but
suggested Revenue Sharing as a source It would be advisable to start
the system as soon as pract~ahlein order to save moving paper that would
ultimately be destroyed and also to solve current storage problems
The committee was requested to write specs to present to Council at a
future date
Item 9 Security Guard Ordinance Mr Fox said that there are two
options, to leave the ordinance as it is, and if there are legal problems
let the firms challenge it, or reduce the Ordinance to a Permit Fee,
such as are Building Permits If the ordinance is retained, he suggested
deleting the words"or provide protection for consideration" and some
arrangement for individual interim licensing The Police Advisory
Group meets Wednesday night and will discuss fees, the weapons
proficiency check, etc Mr Fox to submit a proposal to amend the
Ordinance
Item 10 Communication from Colorado Municipal League re Possible
League Participation in Public Service Company Rate Increase Proceedings,
and requesting financial assistance of member Cities Majority did not
wish to participate
Item 11 Communication from Jefferson County Land Use Coordinator re
Reasons for Control Monumentation in Jefferson County, Colorado Coordinate
System Central Zone Mayor Stites said that the Communication asks if
we are willing to pay our pro-rata share Councilman Hulsey said that
Public Service has done this type of flyovers and maps and thought
enquiries should be made to see if additional work really needs to be
done Mr Jerman was asked to contact Jefferson County and find out
what has been done Mr Hobbs asked that Wheat Ridge stay active in
the situtation to get input
Item 12 Inquiry by Applewood Baptist Church re the City's interest
in purchasing Flood Plain land owned by the Church north of 32nd and west
of Quail St (This area is included in the adopted Parks and Open Space
Plan) Mr Jerman said this is 5 - 6 acres, part in and part out of the
Flood Plain It would be possible for part of the land to be developed
as a 5 lot sub-division Mr Zwagerman would like to see the City
arrange a Development Rights Purchase (pay a nominal fee to "not develop')
Item 13 Request of Don DeDecker, Chairman, DRCOG concerning a Proposed
Resolution pertaining to the creation of a Metropolitan Council Resolution
opposes the Metropolitan Council A Resolution supporting DRCOG to be
written
Councilman Merkl made his "Annual Plea" for a new Ordinance on Animal
Control, to leash cats and dogs Ordinance to be brought in
Mr Jerman brought out that there was a conflict with the Recreation
Program in the gym and Public Hearings re Crown Hill Recreation Program
to be altered or cancelled as needed Planning Commission should look into
speakers for the room, when used for overflow seating Council should
consider 4 - 5 meetings on Crown Hill
RE Concession Agreement No bids were returned Problem appears to be
the "Base Rental" Mr Jerman asked if that could be removed and retain
a % of the Gross OK Will come back to Council with Bids
Meurer Serafini & ~~eurer have been asked to deduct $1600 from their "not to
exceed"amount since Wheat RidC)e staff will do the inspecting Net amount
will then be $10,100
