TITLE: RESOLUTION APPROVING PROPOSED AMENDMENT RELATING TO
AUTHORITY BOARD MEMBERSHIP TO INTERGOVERNMENTAL AGREEMENT
CONCERNING IMPLEMENTATION OF AN E911 EMERGENCY TELEPHONE
SERVICE
WHEREAS, the Jefferson County E-911 Authority Board
is requesting an amendment relating to Authority Board membership
from currently limiting E-911 Board members to two 2-year terms
to allow those E-911 Board members serving cities and towns and
special districts to serve two 4-year terms; and
WHEREAS, the City of Wheat Ridge concurs with the
recommendation of the Authority Board; and
WHEREAS, Section 14.2 of the Home Rule Charter of the
City of Wheat Ridge authorizes the City of Wheat Ridge, by
resolution, to enter into intergovernmental agreements;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the
City of Wheat Ridge, that the heretofore mentioned Intergovern-
mental Agreement be amended to allow E-911 Board members serving
cities and towns and special districts to serve two 4-year terms.

FIRST AMENDMENT TO INTERGOVERNMENTAL AGREEMENT
CONCERNING THE IMPLEMENTATION OF AN
E-9ll EMERGENCY TELEPHONE SERVICE
This First Amendment to Intergovernmental Agreement
("Agreement") is dated for reference purposes only this 17th day
of October, 1990.
WITNESSETH:
WHEREAS, the twenty-eight undersigned governmental entities
entered into an Agreement, bearing the date of October 28, 1983,
for the purpose of establishing a county-wide E-911 Emergency
Telephone System in Jefferson County ("E-911 System"); and
WHEREAS, the Agreement further provides for the E-911 System
to be administered by an E-911 Authority Board consisting of 5
members representing the 28 undersigned entities (the "Authority
Board"); and
WHEREAS, by Resolution dated November 15, 1990 the Authority
Board recommended adoption of an amendment to the Agreement
expanding the maximum time during which certain representatives
may serve as members of the Authority Board; and
WHEREAS, the Board of County Commissioners of Jefferson
County desires to name one of its members to serve on the
Authority Board without requirement for reappointment or
limitation on the number of annual terms to be served; and
WHEREAS, the parties to the Agreement desire to further
modify the Agreement to provide for city and special district
representatives on the Authority Board to be appointed to
staggered four-year terms with no individual to be appointed for
more than two successive full terms.
NOW, THEREFORE, in consideration of the mutual covenants set
forth herein, the undersigned parties do hereby amend the
Agreement as follows:
1. Paragraphs 3 and 4 of Article III of the Agreement are
deleted in there entirety and replaced with the following
provisions:
Members of the governing board for the Authority shall be
appointed as follows:
a) one member of the Board of County Commissioners of
Jefferson County shall be designated annually to
serve as the County's representative on the Authority
Board for the term of such appointment and continuing
thereafter until a successor is duly appointed;
b) one member shall be nominated by special districts as
provided in the Agreement and shall be appointed by the
Board of County Commissioners to a term commencing upon
such selection and continuing through calendar year 1992
and thereafter until a successor is duly nominated and
appointed;
c) one member shall be nominated by cities and towns as
provided in the Agreement and shall be appointed by
the Board of County Commissioners to a term to commence
upon such selection and continuing through calendar year
1993 and thereafter until a successor is duly nominated
and appointed;
d) upon the expiration of the term of the Authority member
currently serving as a special district representative
which term will expire at the end of 1990, a member
nominated by special districts will be appointed by the
Board of County Commissioners to a term continuing through
1994 and thereafter until a successor is duly nominated
and appointed;
e) upon expiration of the term of the Authority Board member
currently serving as a representative or a municipality
which term will expire at the end of calendar year 1991,
a member nominated by cities and towns will be appointed
by the Board of County Commissioners to a term continuing
through 1995 and thereafter until a successor is duly
nominated and appointed;
f) no individual nominated either by cities and towns, or by
special districts shall serve more than two consecutive
four-year terms;

g) an individual appointed to complete an unexpired four-
year term of a prior Board Member may be reappointed to
one or more full four-year terms, provided that in no event
shall the total length of service of such Board Member
exceed ten calendar years;
h) a member of the Authority Board eligible to serve for an
additional term and who expresses a desire to continue to
serve on such Board may be reappointed by the Board of
County Commissioners without a requirement for additional
nominations for such position.
2. The remaining subsection of Article III shall be
renumbered as section 4.
3. Except as amended herein, the Intergovernmental Agreement
Concerning the Implementation of an "E-911 Emergency Telephone
Service" dated October 28, 1983, shall be and remain in full
force and effect.
IN WITNESS WHEREOF, the parties have executed this First
Amendment to Intergovernmental Agreement.
