RESOLUTION NO. 1263
SERIES OF 1991
TITLE:
A RESOLUTION OF THE CITY OF WHEAT RIDGE STATING AREAS OF
THE CITY COUNCIL'S CONCERNS, AND ESTABLISHING AREAS OF
THE CITY COUNCIL'S INVOLVEMENT, IN THE ESTABLISHMENT AND
FUNDING OF THE MATRIX SYSTEM CURRENTLY UTILIZED TO
PROVIDE FOR CITY OF WHEAT RIDGE EMPLOYEE S'COMPENSATION.
WHEREAS, the City of Wheat Ridge has established a matrix
system, as section 10 of the city's Personnel Policies and
Procedures, which is currently being utilized for the establishment
of a system to recognize employee performance as a portion of the
City's compensation plan;
WHEREAS, the City Council desires to determine the percentages
applicable to each performance level of said matrix as a portion
of the Council's budgetary authority;
WHEREAS, in determining said percentages, the City Council is
committed to funding the maximum amount reasonably believed by the
Council, in the good faith exercise of its exclusive legislative
and budgetary discretion and authority, to be available for that
purpose in order to maintain the compensation level of Wheat Ridge
employees at a fair and equitable level;
WHEREAS, the City Council wishes to give policy direction to
the City Administrator in an effort to aid the City Administrator
in the implementation of said matrix.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Wheat Ridge, Colorado, as follows:
1. The city Council shall initiate an amendment to
section 10 of the City's Personnel Policies and Procedures, which
amendment shall reserve to the city Council the sole authority to
determine the percentage figures to be utilized within each
component of the matrix established by said section 10, said
determination to be made as a part of the city Council's budgetary
function and process.
2. The City Administrator is directed to present to the City
council, as a part of each proposed budget, recommendations for
the total monetary amount to be utilized within the matrix in its
implementation. Said recommendation shall consider, along with any
other factors deemed appropriate by the City Administrator, the
following:
a. Length of service of employees affected by funding
and implementation of the matrix;
b. compaction within each range based upon prior
funding and implementation of the matrix;
c. The relation of City employees' pay ranges, as
established by the Council, to the "market level" as defined in
section lO.C. of the City's Personnel Policies and Procedures, as
the same may apply either to specific positions or to all employees
in general; and
d. Any cost of living increases which may be
applicable, and the effect of those increases on any of the above
criteria.
3. Upon considering the recommendations of the City
Administrator, and upon the Council's consideration of all other
budget requests and requirements, and after considering all
projected revenues available to the city, the City Council, as a
part of its budgeting process and in the exercise of its exclusive
legislative and budgeting discretion, shall initially reserve an
aggregate amount necessary to fund the matrix as a whole to the
extent and in the amount as determined by the Council. Said amount
shall be appropriated in the budget adopted by the City Council.
Following the completion of all employee evaluations, and after
considering the criterion set forth in paragraph 2 hereof (the
relative importance of which may vary from year to year), the City
Council shall establish, by resolution, the percentages applicable
to each component of the matrix. Council hereby states its intent
to complete such specific establiShing action by the end of
February of each year, but any final action (whether taken before
or after February) shall be retroactive to January 1 of each year.
Any amendment to the City's adopted budget which is required to
implement the amount finally determined to be necessary to
accomplish the purpose set forth herein shall be accomplished
pursuant to the provisions of the City'S Home Rule Charter.
4. The City Council shall have no responsibility, and may
take no part, in the City Administrator's determination of
evaluation criterion, or the placement of any individual within a
salary range or matrix component, or any other aspect of the City
Administrator's implementation of the matrix.
5. The City Council retains the legislative and budgeting
discretion to make additional appropriations at any time deemed
reasonable or necessary by the Council in order to address and
correct any problems or deficiencies as determined by the Council
or as identified by the city Administrator in the implementation
of the matrix above described.

6. The city Administrator shall provide periodic reports (no
less than quarterly) to the City council regarding the
implementation of the pay system, including calling the City
Council's attention to any specific instances of compaction within
salary ranges, disparities of particular positions from the "market
conditions" identified, and any other matters deemed significant
by the city Administrator.

C. Matrix Created
There is in effect a matrix system as described and
illustrated below. The salary range for each position
authorized by the City Council shall be divided into equal
components. Using quintiles solely for the purpose of
creating an example, the first quinti1e is equivalent to
0-19.9% of the pay range, the second quintile is equivalent
to 20-39.9% of the range, etc. The midpoint of the salary
range shall be the market level for each authorized position
as determined by salary surveyor by the city Council.
Performance level ratings are hereby authorized. Said
performance level ratings shall be promulgated solely by the
City Administrator from time to time and shall reflect
evaluations of the employees' performance.
Within said matrix, percentage increases shall be established
by the City council, following recommendation from the City
Administrator, as a portion of the City Council's exclusive
legislative and budgeting authority. Said percentage
increases shall, to the maximum extent determined by the City
council to be reasonable and proper after consideration of the
City'S overall budgetary needs and requirements, recognize
employee performance and position in the salary range, and
shall be determined annually based upon the amount budgeted
for said purpose by the ci ty Council. Factors to be
considered by the City Council in determining said percentage
increases shall include, but shall not be limited to, the
following:
1. city funds available;
2. Total City expenditures, for all purposes, which are
budgeted;
3. Length of service of employees within various salary
ranges;
4. Any compaction of employees within salary ranges caused
by previous funding and implementation of the matrix;
5. The relation of city pay ranges to "market level" as
hereinafter defined; and
6. The effect of cost of living increases, if any,
appropriated by the Council.
Solely for illustrative purposes, a sample matrix (USING
QUINTILES) is as follows:
EXAMPLE
Notwithstanding anything stated above, the City Council
retains its sole legislative and budgeting discretion and authority
to appropriate at any time any additional amounts deemed reasonable
and necessary by the Council to address any of the problems, and
based on any or all of the criterion set forth above.
