HomeMy WebLinkAboutResolution-1992-1313 RESOLUTION NO. l313 SERIES OF 1992 TITLE: A RESOLUTION MODIFYING THE WHEAT RIDGE TOWN CENTER URBAN RENEWAL PLAN TO EXCLUDE PROPERTY WITHIN THE URBAN RENEWAL AREA AND OTHER MODIFICATIONS WHEREAS, the urban renewal plan for the Wheat Ridge Town Center Plan is proposed to be modified; and WHEREAS, the proposed modified plan is attached hereto and incorporated herein; and WHEREAS, the City Council by Resolution l308 adopted on July 27, 1992, determined that proposed modification to the urban renewal plan for the Wheat Ridge Town Center Project were substantial; and WHEREAS, the Planning Commission of the City of Wheat Ridge has determined that the proposed modifications of the plan conform to the Comprehensive Plan of the City; and WHEREAS, the City Council has determined that it is in the best interest of the City of Wheat Ridge to modify the plan as requested; and WHEREAS, the City Clerk has caused notice of the time, place and purpose of a public hearing to be held concerning the modifications to the urban renewal plan to be published on August 27, 1992, in THE WHEAT RIDGE SENTINEL, a newspaper of general circulation in the City; and WHEREAS, at the public hearing before City Council on September 14, 1992, evidence was presented which supports the findings contained herein; and WHEREAS, at said the City and all other opportunity to be heard. hearing all residents and taxpayers of interested persons were given a full NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE THAT: Section 1. The City Council hereby finds that: A. The existence of blighted conditions as provided in Resolution 1052, Series of 1987 and Ordinance No. 467, Series of 1981, continue to exist and substantially impair or arrest the sound growth of the City, constitute an economic and social liability, and are a menace to the public health, safety, morals, and welfare in their present conditions and use; and B. The acquisition, clearance, rehabilitation, conservation, development, redevelopment or a combination thereof, of the urban renewal area is necessary to preserve and ensure the public health, safety and welfare of the residents of the City of Wheat Ridge; and C. The area is appropriate for urban renewal projects; and D. Redevelopment of the urban renewal area shall prevent the further deterioration of the Wheat Ridge Town Center Area. Section 2. The commercial uses proposed for the urban renewal area are necessary and appropriate to facilitate the proper growth and development of the community in accordance with sound planning standards and local community objectives. Section 3. The urban renewal plan provides a feasible method for the relocation of persons and business within the urban renewal area. Section 4. The modifications of the urban renewal plan conform to the Wheat Ridge Comprehensive Plan. Section 5. The modifications of the urban renewal plan shall afford maximum opportunity, consistent with the sound needs of the City of Wheat Ridge, for the rehabilitation and redevelopment of the Wheat Ridge Town Center Area by private enterprise. Ridge Town modified in Section 6. The urban renewal plan for the Wheat Center Project is hereby approved and adopted as the plan document attached to this resolution.
