HomeMy WebLinkAboutResolution-1993-1357 RESOLUTION NO. 1357 Series of 1993 TITLE: A RESOLUTION ON FORMATION OF A BUSINESS DEVELOPMENT COMMISSION WHEREAS, the City of Wheat Ridge has historically had a business sector within the community; and WHEREAS, Wheat Ridge businesses provide a substantial portion of the revenues available to the City of Wheat Ridge for the provision of government services to both residents and businesses; and WHEREAS, assuring a vital business sector is important for the future health of the City of Wheat Ridge and in order to maintain a desired quality of life in the City of Wheat Ridge; NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge City Council, that there is hereby created a Business Development Commission (BDC), as follows: Section 1: Commission Purpose. The BDC is intended to provide advice and assistance in the retention, expansion, and development of the Wheat Ridge business community. The efforts of the BDC are intended to help assure that the business community remains a vital portion of the entire City of Wheat Ridge. Section 2: Commission Composition. The BDC will consist of eight members. Two members shall be appointed by the City Council from each City Council voting district. Members of the BDC shall reside in the City Council district of their appointment. In the initial appointment of BDC members, one representative from each City Council voting district shall be appointed to a term that shall expire on January 1, 1995, and the remaining four members shall serve for terms of office which shall expire January I, 1996. After the initial appointment, all BDC members shall serve a two year term of office, with a limitation of four (4) consecutive two-year terms. The BDC may decide to have ex-officio members at the discretion of the BDC. Section 3: Commission Officers. The BDC shall select from among its membership a chairman and any other officers deemed necessary for the proper function and operation of the Commission. Section 4: Commission Procedures and By-Laws. The BDC shall operate pursuant to Roberts Rules of Order unless other rules of procedure and by-laws are adopted by the BDC. Section 5: Commission Duties. In order to have an effective business development effort within the community, it is important that the BDC work closely and cooperatively with the members of City Council, the Mayor, and the administrative staff as well as any others participating in the business development efforts of the community. Specific duties of the BDC are as follows: 1. Assist the Mayor and City Administrator in the development of a business development strategic plan for the City of Wheat Ridge. The strategic plan is intended to be presented to and adopted by the City Council and will guide the business development and strategies of the City of Wheat Ridge for the immediate future. 2. Provide advice and assistance to the City Council and administrative staff and business development programs and strategies designed to retain existing businesses, encourage expansion of existing businesses, and to aid in the development of new businesses pursuant to the strategic plan. 3. Assist the administrative staff with promotional efforts for the City's business development program pursuant to the strategic plan. 4. Review specific business development proposals and advise the administrative staff on business incentives and other related City participation. ~~ DONE AND RESOLVED this 1"-- day of August, 1993.
