RESOLUTION NO. 1507
Series of 1995
TITLE.
A RESOLUTION ADOPTING A REVISED PURCHASING POLICY, AS
AMENDED BY CITY COUNCIL ON NOVEMBER 27 AND 28, 1995.
WHEREAS, it is the desire of the City to establish a
uniform purchasing policy which conforms to open and competitive
purchasing practices and obtains maximum value for City expendi
tures; and
WHEREAS, The establishment of such a policy will promote
efficient procurement of supplies, materials, and services; and
WHEREAS, the Purchasing Division lS responsible for
implementing the purchasing policy as approved by City Council. It
is also responsible for the preparation and implementation of
administrative purchasing procedures contained in the Purchasing
Manual; and
WHEREAS, Resolution 909, Series 1984 rescinded Resolution
No. 786 and established a purchasing policy for the City, and
WHEREAS, Resolution No. 1497, Series 1995, adopted
November 27, 1995, amended said policy but was rescinded by the
Council on November 28, 1995; and
WHEREAS, additional amendments to Resolution 909, Series
1984 were made by the Council on November 28, 1995; and
WHEREAS, it is the desire of the Council to restate the
City purchasing policy as amended.
NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge City
Council
1. Resolution 909, Series 1984, lS hereby amended and
restated to read as follows:
2. All purchases by the City of material, supplies,
services, and equipment shall be in accordance with the City's
Purchasing Manual and shall be in accordance with the Colorado
Budget law and the City's Annual Budget.
3. The Purchasing Division shall obtain price
quotations from more than one source of supply for all purchases
over Five Hundred Dollars ($500.00) and shall keep written records
of all quotations.

4. Sealed competitive bidding lS required on all
purchases of supplies, materials, equipment, or projects in excess
of Twenty-Five Hundred Dollars ($2,500.00). Professional or
consultative services or technical services of regulated public
utili ties or other governmental agencies, and costs for legal
publications, are exempted from this policy. State Bid prices on
all supplies, materials, or equipment may be used in lieu of sealed
bidding by the City when such purchases are in the best interests
of the City of Wheat Ridge. Labor and materials are considered job
bids, and shall be evaluated on a total lump sum basis. Gasoline
purchases and postage are exempt.
5. In all cases sealed bids will be solicited by the
Purchasing Division. Notice shall be published in a newspaper of
general circulation in Wheat Ridge or other appropriate periodical
at least five (5) calendar days prior to the final date for
submitting bids. Such notice shall state briefly the specifica~
tions required in the bid and the time and place for filing and
opening of bids and other general conditions required

standards wherever practicable and require appropriate guarantees
and warranties of workmanship and quality.

Dollars ($1,000.00) must be approved by the City Administrator
prior to placing any purchase order. All price quotations and bids
for items over One Thousand Dollars ($1,000.00) in value shall be
presented to the City Council for official decision and award.
11 Community Emergency Purchase: The City of Wheat
Ridge is subject to unforeseen community emergencies which could
require rapid and substantial outlay of funds. Such emergencies
could include floods, civil commotions, falling aircraft, fire,
major drainage disorders, and other civil disasters affecting the
lives and safety of the City.
Under these circumstances, it lS in the public interest
that authority be conferred in advance on the Mayor and/or City
Administrator to take immediate action to protect the lives and
property of the citizens which could require the immediate expendi-

ture of City funds without competitive bidding procedures. A
special Emergency Fund has been permanently established for this
purpose by Resolution.
12. Purchases may be made from a single supplier without
competitive bidding when the product or material desired must meet
highly specialized needs, or is not commonly available from more
than one supplier.
