CITY COUNCIL MINUTES
CITY OF WHEAT RIDGE, COLORADO
July 10, 1978
July 10, 1978 at 6 30 pm, a review of design development drawings by Camp, Dresser
and McKee was held Richard Dart reviewed the design to date and stated that he would
like to get Council approval to proceed with the construction documents, which would be
ready in 5 to 6 weeks The bath house, exterior elevation, wall sections and pool depth
drawings were reviewed Council concerns were Window ventilation, need for air cond-
itioning in the offices, natural ventilation rather than mechanical ventilation, r?of
construction for solar collectors, and high windows on the South rather than sky llghts
Council consensus was for 3~' depth in the shallow end Neil Bastable reviewed the
schematic design for parking, two options were shown, one involving the using of the
original $70,000 budget and the second costing $148,809, which would provide for parking
a larger amount of cars and for a "drop-off" area Council consensus was to go with the
$70,000 amount and look into other parking alternatives

Item 1 Proposal to retain a preservation architect to prepare cost estimates, suggested
uses and other details concerning repair of Richard's Mansion (Hart Estate)
Mr Bredt explained that he was seeking approval to apply for a grant Council concerns
were Estimated construction costs, flexibility of interior walls, architects fees,
possibility of doing the architectural work at this time with construction held until
a later time Item to be on a later agenda, when ready
Item 2 Review of Master Policy Insurance Package and Options, (Galbraith and Green,
Inc , Gary Kispert)
Gary Kispert explained the Master Policy Package and options for Council's consideration
He was asked to present the policy with the options available at the July 17 meeting
for Council action
Item 3 Proposed Ordinance Regulating Motor Driven Vehicles on Private Property
Proposed Ordinance to be placed on July 17 agenda Staff requested to get prices on
noise monitoring equipment, and look into other city's Ordinances and the State law
Item 4 Discussion of Sections 20-1 through 20-27 of the Code of Laws, pertaining to
street cuts, regarding possible amendments
Council consensus was to have an amendment to Chapter 20 of the Code of Laws drawn
up and brought to a future Study Session
Item 5 Discussion of Dedication Ceremonies and Open House for the Municipal Building
Mr Jerman outlined the proposed program and asked Council for additional ideas The
ceremony to be held Saturday, August 26, at 1 00 P m
REGULAR SESION
The Four Hundred and Fifteenth Regular Meeting of the Wheat Ridge City Council was
called to order by Mayor Oliver V Phillips at 7 45 pm, July 10, 1978 at 4355 Field St
Council Members present were Mary Jo Cavarra, Joseph M Donaldson, Anthony N Flasco,
Gary L Lewman, Ray C Pepe, and Louise F Turner Also present were City Clerk Carol
F Hampf, City Attorney Edmund G Lambert, Department Heads Richard Bredt, Douglas
Hilyard, Clyde Hobbs, Chief Ed Pinson, staff, interested citizens
Item 4 Motion to authorize Camp, Dresser, and McKee to proceed with final construction
plans
Motion by Councilmember Cavarra "I move that the Council authorize Camp, Dresser, and
McKee to proceed with final construction plans with the following stipulations
1 removal of air conditioning in the offices be considered, 2 look into natural
ventilation rather than mechanical ventilation for the dressing rooms, 3 construction
of parking only to include the original $70,000 of the contract, 4 Swimming Pool
Committee immediately begin exploring the other alternatives being considered by Council,
and 5 architect consider and design to the feasibility of adding solar collectors at
a future time," seconded by Counci lmember Lewman, carri ed 4-2, Council members Fl asco
and Turner voting no Mr Dart will come back in 2-3 weeks
Item 1 Municipal Building Matters
A Award of Bid for Window Cleaning on Municipal Building
Motion by Councilmember Donaldson "I move that the lowest and best bid be awarded to
Rand L Subcontractors for City Hall and other City buildings' window cleaning services
for a year at a cost not to exceed $291 00 per service occurance to be charged to account
numbers 01-607-777, 01-301-774, 01-602-774, and 01-603-774," seconded by Councilmember
Lewman, carried 6-0
C Resolution Transferring funds for Janitorial Service
Motion by Councilmember Lewman "I move for the passage of Resolution 587" seconded

B Award of Bid for Janitorial Service for Municipal Building, Parks and Rec-
reation, Public Works, and Anderson Building
Motion by Councilmember Lewman "I move that the lowest and best bid be awarded to
Varsity Contractor for City Hall janitorial services for a year at a monthly cost of
$925 00 to be charged to account number 01-607 -77 4," seconded by Council member Turner,
carried 6-0
Motion by Councilmember Lewman "I move that the lowest and best bid be awarded to
Anthony Coleman, Inc , for Parks and Recreation Building, the Anderson Building and Public
Works Shops janitorial services for a year at a monthly cost of $315 00 to be charged
to account numbers 01-301-774, 01-602-774, and 01-603-774," seconded by Councilmember
Turner, carried 6-0
o Installation of Sod instead of Hydro-Mulch and approval of Change Order
to be charged to Account Number 01-603-660
Mr Bredt stated that sod was being requested for the area between the apple tree and
the bicycle path in order to allow practice soccer games for this year and spring of
next year so the soccer program would not have to be limited due to the building of the
swimming pool Motion by Councilmember Flasco "I move that the site at City Hall
be sodded and the money be taken from the 660 account at a cost of $5316 50," seconded
by Councilmember Cavarra Council concerns were objections to the site for soccer,
insufficient parking, neighbors objections, and lack of rest rooms
Tom Dodd, 9960 W 34th Dr , Nancy Snow, 11155 W 40th, Jim Wright 4265 Gray St , and
Jeff Cordell, 9325 W 32nd Ave, all spoke in favor of the field Motion by Council-
member Donaldson "I move we Table this until a later date, set up for the next regular
meeting," seconded by Councilmember Pepe, died 3-3, Councilmembers Flasco, Lewman, and
Turner voting no Motion by Councilmember Turner "I move that we request the Parks
and Recreation Commission to call a special meeting to examine other possibilities,"
seconded by Councilmember Pepe, died 3-3, Councilmembers Cavarra, Flasco, and Lewman
voting no Councilmember Flasco made a motion to place this item on next week's agenda,
however, the subject had previously been denied with the 3-3 vote to Table Motion by
Councilmember Lewman "I move for the suspension of rule 37," (This rule requires that
reconsideration of a decision may be brought up by any member who voted with the majority),
seconded by Councilmember Cavarra, died 3-3 with Councilmembers Donaldson, Pepe, and
Turner voting no
Item 2 Decision concerning appeal of denial by Planning Commission of Council initiated
zoning of Municipal Building property from R-2 to PF-l
Motion by Councilmember Turner "I move that the decision of the Planning Commission
not be appealed for the following reasons The intent of PF-l is to protect the neighbor-
hood, and provide for future uses compatible with the neighbors community, and the exist-
ing zoning provides the protection of PF-l and perhaps even better," seconded by Council-
member Pepe, died 3-3, with Councilmembers Cavarra, Flasco, and Lev~an voting no
Item 3 Decision concerning appeal of denial by Planning Commission of Council
initiated Rezoning of Police/Community Development property from RC to PF-l
Motion by Councilmember Lewman "I move that the City Council appeal the denial by the
Planning Commission for Rezoning of the Police/Community Development property from RC to
PF-l," seconded by Councilmember Cavarra, carried 6-0
