CITY COUNCIL STUDY SESSION
CITY OF WHEAT RIDGE, COLORADO
-September 5, 1978-
The Study Session of the Wheat Ridge City Council held Tuesday, September 5,
1978, was convened by Mayor Oliver V Phillips at 7 35 pm, in the Council
Chambers of the Municipal Building, 7500 W 29th Ave
Councilpersons present were Joseph M Donaldson, Anthony N Flasco, Gary L
Lewman, Ray C Pepe, and Louise F Turner Councilmember Mary Jo Cavarra
arrived at 8 10 P m
Also present were Carol F Hampf, City Clerk, James 0 Malone, City Treasurer,
John A Jerman, City Administrator, Edmund G Lambert, City Attorney, Department
Heads Richard H Bredt, Douglas Hilyard Clyde E Hobbs, Chief Ed Pinson,
Charles Stromberg, staff, interested citizens
Item 1 Verbal Progress Report of Classification and Pay Study ~1r John Woods,
Public Administrative Services Consultant, reported that the Study is--
progressing on schedule, and will be completed by September 25th
Item 2 Proposed Boards and Commissions Ordinance The suggested changes, dele-
tions, additions, and corrections are as follows
"See 2-15 (c) Capital~evemeRt CONSTRUCTION - shall mean
any major improvement , as well as the major

ADD See 2-15 (e) a definition for STREET MAINTENANCE

"See 2-18 (b) Each board or commission shall annually elect
a chairperson THE CHAIR SHALL BE ON A ROTATING
BASIS It shall be the responsibility and to serve
in the absence of the chairperson"
Re "See 2-19 Civil Service/Personnel Commission Scope of
Authority, Duties and Responsibilities, Procedures and Adminis-
tration of Hearings" This Section is to be reviewed by the
Chief of Police and the City Attorney, Ed G Lambert
SPECIAL PROVISIONS
Each Commission Ordinance section is to be revised so that
respective decisions may be appealed to the City Council upon the written re-
quest of the applicant within ten (10) days of the decision by filing such
appeal with the City Clerk for inclusion and placement on the Agenda of the
City Council, EXCEPT the Board of Adjustment
"See 2-24 (b) The City Council and the governing bodies of
all other governmental agencies, and public or privately owned
public utilities shall refer all MATTERS OF capital =i-ml'1"SVemeRts

to the Planning Commission to determine if they conform to the
Comprehensive Plan in location, aR8 character, AND EXTENT

"Sec 2-25 (e)" DELETE IN ITS ENTIRETY
Ordinance amending Chapter 18 To be reviewed by Chief of Police
and the City Attorney, Ed G Lambert
~tem _~ Police Pensjon Actuarial Study ~Malon~ reviewed the Actuarial
Study and stated he had recommended that the contribution for employer
and employee be increased to 7% for 1979, 9% for 1980, and 11% for 1981 It
was suggested that the Police Pension Board of Trustees adopt a more aggressive
interest campaign with a view towards a 1% more over last year The Board was
also requested to start a retirement schedule An amending ordinance for Sec-
tions 18-38 through 18-42 (of the City's Code of Laws) to provide for the in-
creases was requested
Item.1 Proposed Sales, Use, and Utiltties Taxes (A Ordinance, and B Rules
& Regulations) Discussion involved the various ways of mailing out
reporting forms to the vendors, ie, monthly or a Book of 6 or 12 The pro-
posed ordinance and Rules & Regulations were requested to be reviewed by the
City--Chamber of Commerce Committee, and its recommendations returned to the
City by September 20th Mr Malone said he would like the sales tax form to
be approved by the Council when it is ready The following ordinance amendments
were requested
"See 21-1 Definitions As used herein

'SALES TAX INSPECTOR' shall mean the City MaAa~el" TREASURER or other
person or persons designated by him"
In "Sec 21-2" and "Sec 21-3" and any other places where it may
appear, the designation "City Clerk" shall be changed to "City Treasurer"
"Sec 21-5 h" THIS SECTION IS TO BE REVISED ALONG THE LINES
OF THE STATE RULES AND THE CITY'S OLD ORDINANCE
"Sec 21-5 i (5)" DELETE the portion "where such sale is being
conducted and where such sales do not exceed Ten Dollars ($10) per
item"
"Sec 21-9" CHANGE" three percent (3'1,)" to "two percent (2%)"
(The proposed Ordinance is to be redrafted for first reading at
Council meeting of October 9th, and scheduled for Public Hearing on Monday,
October 23, 1978 )

and/or including disabled persons in Senior Citizens Property Tax/Rent
Rebate Program The possibility of lowering the age limit and/or including
disabled persons in the Senior Citizens Property Tax/Rent Rebate program was
discussed Concerns included The age if it were lowered--to what age, how
disability would be determined, and the costs involved It is, at this time,
not possible to determine the costs or the numbers of people involved, and
the majority of Council members felt an amendment is not warranted at this time
Item~ Discussion of purchase of Trophy Case for Municipal Building Lobby
The majority of Council felt this was not urgent and should not be
purchased at this time A small bulletin board to be placed on the wall oppo-
site the drinking fountain for official notices, agendas, Court, Commission,
and Committee matters was okayed by the majority
The Mayor asked if Council wanted a Committee appointed to determine where
the art work should be hung Suggestion that the Art League be contacted
City Administrator requested the use of the second floor conference room for
a City Managers' luncheon following a tour of the building Majority of
Council agreed
