A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WHEAT
RIDGE REPEALING AND REPLACING RESOLUTION 14-2000 AND
REPLACING THE ECONOMIC COMMITTEE WITH THE ECONOMIC
DEVELOPMENT TASK FORCE
WHEREAS, the elected of the City of Wheat Ridge are dedicated to sustaining the high
level of services and a unique quality of life to the community; and
WHEREAS, to sustain the level of services and quality of life, the City of Wheat Ridge
recognizes that economic revitalization is critical to this thriving community; and
WHEREAS, the Council believes that economic revitalization is a vital part of ensuring
the fiscal diversity that is necessary to perpetuate a sustainable revenue stream to develop and
maintain programs and services to the community; and
WHEREAS, the Council believes that to ensure responsible economic growth and
revitalization, the City must continue with encouraging prudent growth and economic
revitalization that will enhance the character and the needs of the community; and
WHEREAS, the Council recognizes that for economic revitalization to be successful, the
citizens and business owners within the City need to be actively involved as participants in the
City's efforts; and
WHEREAS, the Economic Committee as established by Resolution No. 14-2000 has
found and recommended that the existing membershIp of the Committee continue to serve the
City as an Economic Development Task Force; and
WHEREAS, the Council deems it appropriate that the Economic Development Task
Force be established to serve as an advisory body to the City Council conceming these matters.
NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge City Council:
Section 1:
Economic Development Task Force Created: Membership
There is hereby created an Economic Development Task Force made up from members of
the Economic Committee as follows:
a. Four members of the City Council, which members serve on the City Council City
Affairs Committee, as constituted from time-to-time.
b. Two persons appointed from each Council district by the two Council members of
each such district. Both shaH be residents ofthe relevant Council district; one of
such members must be a business person.
c. One member appointed by the Chair of the Wheat Ridge Planning Commission.
d. One member appointed by the Chair of the Urban Renewal Authority.
e One member appointed by the Chair of the Wheat Ridge Board of Adjustment.
The Wheat Ridge City Council shall designate the chair person for the Economic
Development Task Force at their 2nd meeting in November. The chaIT will serve for a period of
one (I) year and may be reappointed, if desired, by the CIty Council.
All members shall serve until the goals of the Task Force have been met. Vacancies shall
be filled upon appointment by the City Council.
Section 2:
Duties: ReDorts
The Economic Development Task Force shall have the following duties:
a. Develop methods that would help existing businesses increase their business.
b. Develop system for incentive awards for business beautification, etc. For
example, fmancial awards; newspaper articles recognizing businesses for their
efforts; etc.
c. Establish equivalencies in ordinance interpretation.
d. Develop an on-going program to work with business owners, landlords,
developers and contractors (business community) to assess their problems in
dealing with the City and the economic conditions in Wheat Ridge. Develop an
informational program and assistance program to assist the business owners.
e. Develop a program to advertIse Wheat Ridge businesses and advise Council of
costs.
f. Establish the EDC as a resource center for Wheat Ridge businesses.
g. Work with the City's Economic Development Administrator.
h. Work with the real estate community to promote Wheat Ridge.
The Economic Development Task Force shaH establish such intemal rules, regulations and
bylaws as it may see fit for the proper discharge of its duties, all of which shall be certified to the
City Council for approval.
The Economic Development Task Force shall report regularly to the City Council on its
activities.
Section 3:
Economic Committee Discontinued
The Economic Committee, as established by Resolution 14-2000, is hereby discontinued
and replaced by the Economic Development Task Force, as herein established.
