HomeMy WebLinkAbout01/04/1979 SPECIAL CITY COUNCIL MEETING MINUTES CITY OF WHEAT RIDGE, COLORADO January 4, 1979 Mayor Phillips convened the Special Meeting of the City Council at 7 40 pm, January 4, 1979 Council Members present Mary Jo Cavarra, Joseph M Donald- son, Gary L Lewman, Ray C Pepe, and Louise F Turner (Council Member Flasco was absent) Also present City Clerk Carol F Hampf, City Administrator John A Jerman, City Attorney Charles Owens, Clyde E Hobbs, Director, Public Works Department, and interested citizens Item 1 Resolution urging the Jefferson County Board of Commissioners to establish a Jefferson County Branch Libr~ and related public uses in the former Columbia Hei hts Elementary School in Wheat Ridge, Colorado 3227 Chase Street Mr Donaldson introduced the Resolution, stating that it was being jointly in- troduced by himself and Mr Pepe, Resolution numbered 626 and read in entirety by Clerk AMENDED ~10TION "I move for the adoption of Resolution No 626, subject to the following amendments 'BE IT FURTHER RESOLVED that the City Council hereby states its willingness and intention to appropriate City funds in an amount not to exceed Fifteen Thou- said Dollars ($15,000) as the City's contribution toward the remod- eling costs of the library section of the building, provided that the Board of County Commissioners authorizes County funds in an amount equal to the City's contribution or more This appropria- tion is contingent upon a later agreement related to the disposi- tion of these funds in the event that the reversionary clause is invoked The City will encourage volunteer and service group assistance for remodeling projects In addition, the City staff will provide some in-kind improvement services to be later deter- mined through joint discussions between City staff and Council Mem- bers and representatives of the County Commissioners and/or Li- brary Board '" Ben Kramer 2715 Fenton, and Benjamin P Kramer, 2715 Fenton, spoke in opposition Their concerns regarded the expenditure of tax funds after the same issue had failed in the December 12th election, the sales price of the building, the use of City employees for in-kind services, and the high costs of renovation Ben Chastain, Dougal Graham, 3330 Chase St , Dorothy Thompson, 3014 Chase St , and Genie Merkle, 3891 Estes St , spoke in favor They stated that there is precedent for such contributions, that Wheat Ridge expenditures would go for the library portion only, whereas the renovation figure was for the entire building, that the east building would be used for administration and bookbinding--these would be moved from the 20th & Miller St building--the area vacated there would be used as a law library which would have been moved from the Villa Italia branch, which is overcrowded, it was difficult to understand why anyone would be against the library as it would be of value to all of Wheat Ridge, and that the Identity Committee findings show that the people of Wheat Ridge do not wish to live by asphalt alone Original motion by Mr Donaldson, seconded by Mrs Turner, first amendment by Mrs Cavarra, seconded by Mrs Turner, second amendment by Mrs Cavarra, sec- onded by Mr Donaldson, third amendment by Mrs Cavarra, seconded by Mrs Turner, amendments carried 5-0, MOTION AS AMENDED carried 5-0 MOTION to ADJOURN by Mr Pepe, seconded > ~ ~ ~;;~~. ~ L CAROL F HA~I Y CLE~ by Mr Lewman, MEETING ADJOURNED APPROVED Iii s) )1
