TITLE: A RESOLUTION APPROVING A
MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF WHEAT RIDGE AND THE P ARTICIP ATING
HOSPITALS LOCATED IN THE TEN-COUNTY (ADAMS,
ARAPAHOE, BOULDER, BROOMFIELD, CLEAR
CREEK, ELBERT, GILPIN, DENVER, DOUGLAS AND
JEFFERSON) METROPOLITAN AREA, KNOWN AS THE
COLORADO ALL-HAZARDS NORTH CENTRAL
REGION, HtE STATE AND LOCAL HEALTH
DEPARTMENTS, THE 460TH MEDICAL GROUP
LOCATED AT BUCKLEY AIR FORCE BASE, AND THE
LOCAL OFFICES OF EMERGENCY MANAGEMENT OF
THE ALL-HAZARDS NORTH CENTRAL REGION
CONCERNING A HEALTH AND MEDICAL RESPONSE
TO A DISASTER.
WHEREAS, the Colorado Front Range Metropolitan Medical Response System
(MMRS) has fmished work on a Memorandum of Understanding (MOD) that establishes
agreements between parties for reimbursement during an emergency;
WHEREAS, the Federal Emergency Management Agency (FEMA) requires that an
agreement containing this language be in place;
WHEREAS, this is an important component for the upcoming Democratic National
Convention and any future all-hazards response within the North Central Region;
WHEREAS, MMRS is updating the original compact to better define the expectations of all
groups, e.g. hospitals, emergency medical services, public health, law enforcement, emergency
management; and
WHEREAS, this MOD is a piece of the City's overall emergency preparedness plan and serves
as a non-legally binding document that establishes a mechanism for communication regarding the
allocation of resources and support during an emergency.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Wheat
Ridge, Colorado, as follows:
Approve the Memorandum of Understanding between the City of Wheat
Ridge and the participating hospitals located in the ten-county metropolitan
area, known as the Colorado All-Hazards North Central Region, the State
and local health departments, the 460th Medical Group located at Buckley
Air Force Base, and the local offices of emergency management of the
North Central Region concerning a health and medical response to a
disaster.
