EMERGENCY MEETING

The August 25th Emergency Meeting of City Council was convened by Mayor
Phillips at 12 40 P m Councilmembers present ~lary Jo Cavarra, Joseph
M Donaldson (arrived at 1 00), Anthony N Flasco, Gary Lewman, Louise F
Turner and Ray C Pepe Also present Deputy City Clerk Faye Greene,
Police Chief Ed Pinson and City Clerk Carol F Hampf (arrived at 1 15 having
been notified by the Deputy City Clerk)
MOTION by Mr Pepe "The Mayor suggests we have an Emergency Meeting -- I
so move", seconded by Mrs Turner Councilmembers were polled as to whether
they wanted to hold the meetinq Councilmember Donaldson was not present for
polling All said "yes" -
Mayor Phillips stated that Thursday morning he made everyone aware of the fact
that there was a potential for a "sick-out" in the Police Department By
Friday, it was obvious that the people were going as high as 50-50 on the vote,
and plans were made accordingly The Mayor received a call at 4 30 Saturday
morning stating that the vote was positive and they were going to go out
The Charter was read to Council and they determined an emergency situation
existed and the Mayor requested the Deputy City Clerk to post the following
notice on the bulletin board

SPECIAL MEETING OF COUNCIL
PURPOSE TO DISCUSS PRESENT EMERGENCY AND DETERMINE ACTION
TO BE TAKEN
VOTED BY COUNCIL CARRIED 6-0 IN FAVOR
SAME TO BE POSTED ON THE BULLETIN BOARD AND IN THE CLERK'S
OFFICE IN ACCORDANCE WITH THE CHARTER
The present emergency is expected to last until 7 00 a m Monday
Mr Flasco MOVED that an Executive Session be held to discuss the issues posted
on the bulletin board and would declare this meeting an Executive Session,
statinc his reasons were for purposes of the press and anyone else, some of the
things that might be said here might do personal damage to police officers
involved and to other people involved, and he thought those things should be
on the basis of confidentiality for the time being, seconded by Mr Pepe,
CARRIED 6-0
Executive Session was held
Following the Executive Session the meeting was reconvened
Mr Flasco MOVED that Council allow the Police Chief to pay those working during
the sick-out their equivalent hourly salary plus time and one-half for overtime
and that we provide one meal a day to those people working on a 12-hour basis,
and that the Mayor or Mayor Protem be authorized to reimburse any other govern-
mental groups for any costs they incur due to their coverage of the sick-out, as
justified by our Treasurer, and that we donate $100 to the Jefferson County
Sheriff's Department Reserve Jeep Patrol, seconded by Mrs Turner, CARRIED 6-0
The Mayor declared the meeting adjourned
