STUDY SESSION NOTES CITY OF WHEAT RIDGE, COLORADO September 27, 2010 Mayor DiTullio called the Study Session to order at 7:46 p.m. Council Members present: Joyce Jay, Tracy Langworthy,
Wanda Sang, Karen Adams, Davis Reinhart, and Mike Stites. Also present: City Manager, Patrick Goff; Interim Administrative Services Director, Heather Geyer; City Clerk, Michael Snow;
Police Chief, Dan Brennan; Parks and Recreation Director, Joyce Manwaring; Staff and interested citizens. Council Member Karen Berry was absent. 1. WR2020 2010 Supplemental Budget Request
Mrs. Britta Fisher and Mrs. Denise Waddell updated the Council on how Wheat Ridge 2020 is growing. Mrs. Fisher discussed the different programs offered by WR2020 including the Building
up Business Loan Program (BUBL) and the Home Investment Loan program (HIP). A total of $478,000 has been loaned through these programs. WR2020 will be hosting an open house on October
7th. Mrs. Waddell requested $159,000 from the City of Wheat Ridge 2010 Budget funds to help fund the HIP and BUBL Programs. They also requested a $25,000 pledge donation to match private
donations and grants made to WR2020 in the 4th quarter of 2010. Council requested more information from WR2020 with respect to the implementation plan of 38th Avenue and will discuss
the request further after the first round of budget meetings this fall. 2. Public Art Action Plan Mayor DiTullio discussed 11 different methods of funding to support public art in the
City of Wheat Ridge included in a memo provided Council (amended to this packet). He recommended they not consider a dedicated tax or a portion of a broader tax but rather look at tax
increment financing, etc. as funding mechanisms. Staff was directed to develop an ordinance with a focus on Urban Renewal areas and use a funding source that is not a new tax or new
fee.
3. Community Event/Sponsorship Banners In response to a resident request to allow banners for youth and community groups, Mrs. Manwaring provided a staff recommendation for amendments
to the sign code to accommodate youth sports and community groups on Wheat Ridge property. A $25 application fee was recommended. Council expressed support of the request to allow community
event sponsorship banners for youth and community groups. Meeting adjourned at 8:54 p.m. Michael Snow City Clerk
