SPECIAL STUDY SESSION NOTES CITY OF WHEAT RIDGE, COLORADO January 24. 2011 Mayor Pro Tem Langworthy called the Study Session to order at 7:50p.m. Council Members present: Joyce Jay,
Davis Reinhart, Joseph DeMott, Karen Adams, Karen Berry, Wanda Sang and Mike Stites. Also present: City Clerk, Michael Snow; City Attorney, Gerald Dahl; City Treasurer, Larry Schulz;
Public Works Director, Tim Paranto; Planner, Sarah Showalter; staff and interested citizens . .L Staff Report Mr. Dahl spoke to the draft changes proposed on the Building Code Advisory
Board (BCA) that will change the membership and authority of the BCA. If insufficient members who are qualified apply then the council may fill with candidates from other districts.
This change will provide for and holds authority in means and process of appeals through IBC Appendix B and the BCA functions as the board of appeals on building code issues. Mr. Dahl
will provide electronic copies of the draft ordinance to council members for consideration to bring the proposed changes to a future council meeting. Consensus was reached by Council
to go forward making the BCA a 5 member Board with 2 alternates with equal representation per District with the option to fill district vacancies with candidates from others when there
are none available. 2. Revision of the City Fine Schedule concerning Overweight Commercial Vehicle Fines Chief Brennan presented a proposed plan to revise the City's fine amounts and
thresholds for overweight commercial vehicles relative to the increased State fine amounts and those in neighboring municipalities. This has not been revised since 1997 and in that time
the State has had several revisions. The proposal is for any vehicle in excess of 8,800 pounds would be a summons to County Court as they have a more robustfine schedule and the City
would receive 50% of the fine imposed. Council expressed support to bring forth the proposed Ordinance adopting the proposed Fine Schedule changes at a future Regular Council Meeting.
SPECIAL STUDY SESSION NOTES: January 24, 2011 Page -2-3. Streetscape Design Manual Update Sarah Showalter presented updates and a summary of changes in the drafting of a revised Streetscape
Design Manual. The Wheat Ridge Planning commission as well as the LiveWell Active Living Task Force reviewed the draft and provided suggestions, some of which were incorporated into
this draft. The draft manual provides streetscape design guidelines for key multi-use and commercial redevelopment areas throughout the city, particularly major commercial corridors
and Transit-Oriented Development areas. The plan is adoption by Planning Commission in February with a formal adoption by Council proposed later in the Spring of 2011. There was consensus
by Council to proceed with the project and have it presented to the Planning Commission for adoption. Meeting adjourned at 8:45p.m. ~ Michael Snow City Clerk
