Bill Bowman, l1ary Jo Cavarra, Kent Davis, Ken Lewis, Larry Merkl,
Kay Ore, and Louise F Turner Also present City Clerk, Carol
Hampf; City ,~dministrator, J:'om Palmer; City A.ttorney, John Hayes;
Department Heads Richard Bredt, and Hugh Brown; staff; and
interested citizens

Motion by Mrs Turner to approve the Minutes of June 16, 19bU
with the correction that her statement regarding her no vote on
the Senior Citizens l..-enter the words "spoken to" De changed to

16th at applicant's request)
1r Gidley gave the staff COlllments and that it meets the
requirements ot the zoning Ordinance The Planning Commission
recommends approval with conditions Present to speaK tor the
applicants were Challes Gathers, 1825 Lawrenl..-e, Frank Brown,
Edmonton, Alberta, tiob Vermillion, Denver, colorad() They gave
information that it would be an office-warehouse complex; there
would be parKing for 420 cars; that there was sufficient water
for domestic use; that it the new 20-inch line would not be
constructed, they would use the pond for fire tlow; that they
desired to have the ground dedicated for 48th Avenue along with
Phase I; that they did not feel the need to construct the street
until either the completion at Phase II, or the building of the
Lakemont property to the south Also, that they planned a
dedication at a bU-foot right-of-way, but the construction of a
L-lane street Mr Vernon Dorn, representinj the Vista village
Retirement CeIlter and Nursing Home at 48UO Tabor, residencinq at
4635 ~elch, and Floyd Harrison, Executive Director of the Vista
vil1aqe Group, residencing at80 5 Garland, spoke their concerns
regardinq tne trattic on Tabor without the 48th Avenue
construction; that their usage of water by Lakewood would not
take away from their needs tor water However, they telt that
the developed property would be an enhancement to the City and
the Lommunity if their concerns were answered I1r Tex Junker,

signed by 3b people, most living on Swadley, 1 on Tabor lIis
concerns were I'here are no sidewalKs on Tabor Street; children
as well as adults have to walk on that street to get to school
and to the buses; also, the noise in a residential area and the
capacity of ~abor Street

On summarization Mr Gathers presented Applicant's exhibit No 1,
which was a letter from Collins and Cockerel, Attorneys at law,
regarding the Valley water District and thp Lakemont Center
notion by l1r ~lerhl that CasevvZ-8U-7 be approved with the
following conditions
1 rhe right-ot-way for West 4(jth Avenue between Tabor Street
and ward koad be secured by applicants prior to submitting the
Final Development Plan and that the Final Plan and Plat dedicate
said right-ot-way All related street improvements shal1 be the
responsibility of the applicant, and ~est 4dth Avenue Tabor
Street to \~ard Road stwll be completed before the completion of
the 1st Phase of development on the property
2 fhe fire flows now approved appear on the Final Plan and no
building is to De occupied until completion of the water main on
the property and connectin~ to the Val1ey ~ater System; or that
the applicants show that adequate fire flows and domestic water
will not be interrupted to any of the surrJunding or neighborin)
properties
Motion seconded by Mr Bowman; carried 7-1, with Mrs Turner
voting No, stating that she was concerned with the safety
problems as brought up by the neighborhood, and also concerned
about the traffic tigures as given
Failed amendment by Mr Aiello, that the right-of-way for West
48th between Tabor and Van Gordon be secured and also the street
be constructed prior to the applicant being given a certificate
of occupancy; seconded by Mr Davis; failed 3-5, with
Councilmembers bowman, Cavarra, Merkl, Ore, and Turner voting No

between Lena Gulch on the south and west 40th Aveue
(dedicated but not constructed) on the north (Case

Motion to postpone by Mr__Bowman; seconded by Mr Aiello; carried

Item 3
Council Bill No 20 - An Ordinance providing for the
adoption by City Louncil ot Eight Quarter section
Zoning Maps as the Official zoning Maps of the City of
Wheat ~idge, Colordo; and, to provide for the future
updating of these maps periodically to indicate the
Zoning Changes approved by the City Council of the City
of Wheat Ridge, Colorado
Ordinance was introduced on second reading by Mr Lewis Motion
by Mr Lewis for the approval ot Council Bill No 20 on second
reading; seconded by Mr Aiello Under discussion Mrs Turner
nad brought several questions to Community Development regarding
Mapping problems Motion by Mrs Ore to Table the Quarter
Section Maps until they can be brought back to City Council
without errors; seconded by Mrs Turner; carried 8-0

Motion by Mr Aiello for the adoption ot Resolution 709; seconded
by Mrs Ore; carriea 7-1, with Mrs Turner voting No

Motion by Mr Merkl to cancel City Council Meeting at
June 30, 1980 (Fifth Monday of the month); seconded by
Mrs Ore; carried 7-1, with Mr Davis voting No

Mayor Stites said that the Coffer Dam at Maple Grove Reservoir 1S
now complete

lhe senior Citizens Center closing is next Thursday Also the
church board had requested a few items of furnishings to be
deleted, such as a communion rail, the pulpit, and some prayer
books This was approved by Council

1r Lewis spoke 1) that the proposed development to our north
with Arvada and the state is to be studied by the Coalition of
Lities and 2) that the timing has been changed on ~adsworth by
the btate It appears to be too long on Wadsworth and too short
on the East West Streets 3) The treasurer's report shows 20
miles of streets swept in 10 days He questioned that amount in
lu days with 3 sweepers
Mr Aiello 1) requested that Patrol look into the speeding on
pierce Street between 26th and 35th Avenues; 2) that Council had
received a letter regarding condemning the property at 32nd and
Benton as a nuisance and would like to see this also done at 29th
and ~ewland, because it is dangerous and is not being used as a
Greenhouse
Mrs Lavarra stated that she has been appointed to the
Organization Committee for Metro Government They wanted
representatives from various entities She is however not
representing the City of wheat Ridge
Mrs Turner 1) requested republication of the Deorio Ordinance,
as she did not introduce it Also she felt that the motion
passed became a part of the ordinance Mr Hayes wil1 look into
this 2) That tne moratorium on Board and Commission members has
been on for some time The survey is now complete and she moved
to remove this item from the Table and put it on the July Study
Session Seconded by Mr Davis; carried 8-0

4075 Carr Street, and Paul J Gulman, 11673 West 44th
Aveue, Apt 2, to the Hass 'rransit Committee, terms to
expire 2/21/83; seconded by Mr Bowman; carried 8-0
