CITY COUNCIL MINUTES
CITY OF WHEAT RIDGE, COLORADO
AUGUST 4, 1980
The short regular meeting held prior to the Study Session of August 4, 1980
was convened by t1ayor Stites at 7 30 P t1 Councilmembers present Pat Aiello,
Bill Bowman, Kent Davis, Ken Lewis, Larry t1erkl, Kay Ore and Louise Turner
Also present were City Clerk, Carol Hampf, City Administrator, Tom Palmer, City
Attorney, John Hayes, Department Heads - Richard Bredt, Hugh Brown, Ed Pinson
and Charles Stromberg, staff and interested citizens

Janice Thompson, 12290 vi 42nd Avenue, spoke her concerns regarding questions
about her loyalties as a Commission member and stated that she is able to separate
her personal welfare from her business on Parks and Recreation Commission
Claudia Worth, 4650 Oak, Wheat Ridge, stated that she is active on the Board of
Adjustment, which is a quasi-judicial group, and that she resented the references
by some members of City Council regarding her honesty and behavior
Nancy Snow, 11155 West 40th, expressed her disdain for the charges made to the
Jefferson County Attorney on herself, Gary Lewman, and Louise Turner
DECISIONS, MOTIONS AND RESOLUTIONS
Item 1 Decision on Acquisition of Weller and/or Blevins Properties for
Lena Gulch Improvements

Lillian Fleming, 6363 W~t 29th Avenue, read and turned in a statement from
the Area 4 Planning Coftmittee, signed by Dougal Graham, asking that Open Space
funds not be used for land in connection with Lena Gulch improvements She also
turned in petitions with 73 additional names asking that the property at 6475
West 29th be purchased for a park Her reasons for a park were that (1) no
property that "does not have bui 1 dings on it" has been purchased vii th Open Space
funds east of Vance, that parks there have been there many years, (2) that a
family-use park is needed in the area Mayor Stites said that the property
along Lena Gulch being considered for Open Space funds was involved with tying
into the Greenbelt Trail
Motion by Mr Bowman that the Mayor be authorized to sign an agreement with
Mary V Blevins to purchase easements for the Lena Gulch Project and that Council
appropriate $729 for the purpose, seconded by Mrs Ore Motion carried 7-0 It
was discussed that the Weller property is the last piece of property necessary in
Phase I, and that the City and the Wellers have been unable to come to any agree-
ment The Wellers feel that we are not paying enough, however, City Council's
decision has been not to go over the appraised value
Resolution No 710 was introduced by Mr Merkl and the title read by the Clerk
Title Resolution Authorizing the City to Initiate Condemnation Proceedings in
Order to Acquire Portions of the Weller Property Located at 10105 West 38th
Avenue in Wheat Ridge
t10tion by t'1r t1erkl for the adoption of Resolution No 710 and that it be pub-
lished, seconded by t1r Bowman t1rs Turner asked if further discussions could
not be looked into Mayor Stites and t1r Hayes said that every avenue possible
has been explored Motion carried 6-1, with Mrs Turner voting No Mayor Stites
said that the City would continue to work with the Wellers to try to work out
something agreeable
Resolution No 711 was introduced by Mr Merkl, and the title read by the Clerk
Title Resolution Authorizing the City to Initiate Condemnation Proceedings in
Order to Acquire a Portion of the Blevins Property Located at 3975 Kipling Street
in Wheat Ridge Motion by Mr Merkl for the adoption of Resolution No 711 and
order it published, seconded by r,1r Aiello r~rs Turner said that she would vote
against the resolution since it hinges on the decision on the Weller property and
she feels there are avenues that have not been discussed t10tion carried 6-1,
Mrs Turner voting No
