CITY COUNCIL MINUTES
FOR THE JOINT MEETING OF THE
CITY OF ~1EAT RIDGE, COLORADO
and the
CITY OF EDGEWATER, COLORADO
August l7, 1981
The joint City Council Meeting between the cities of Edgewater and
Wheat Ridge, Colorado, was convened by Mayor Stites and Council
presiuent Swann at 7 30 P m Those Councilmembers present from
Edgewater were Betty Andersen, Norma Daly, Joe MacDonald, Jim
Kelley, and Rex Swann CouncilmeHlbers present from Wheat Ridge
were Pat Aiello, Bill Bowman, Mary Jo Cavarra, Kent Davis, Ken
Lewis, Larry Merkl, Kay Ore, and Louise Turner Also present
City Clerks, Carol Hampf (WR), and Julie Boatman (E); City
Administrator, Tom Palmer (wR); City Attorneys, John Hayes (WR) and
Jim Windholz (E) Department Heads Hugh Brown (WR), William
Sullivan (E), and Rodger Young (WR); staff, and interested
citizens

Mr Swann asked for introduction of the Edgewater Emergency
Ordinance The Ordinance was read by Julie Boatman Motion by Mr
MacDonald that Council Bill 13-81 (Ordinance 12-81) Series of 1981,
an Ordinance approving an Intergovernmental Agreement with the City
of Wheat Ridge related to the joint construction of improvements of
26th Avenue, authorizing the Mayor to enter into such agreement and
declaring an emergency, be approved; seconded by Mr Kelley;
carried 5-0

Mr Young described the project Leslie Botham, 3380 Pierce, read
a position statement from the Area 4 Planning Committee in
opposition Motion by Mr Kelley for the acceptance of the
Intergovernmental Agreement between Edgewater and Wheat Ridge;
seconded by Mrs Andersen; carried 5-0
Resolution authorizing the City of Wheat Ridge to enter into the
Intergovernmental Agreement was read by Carol Hampf Motion by Mr
Merkl that the Resolution be adopted as read and numbered at a
later date by the Clerk; seconded by Mrs Ore; carried 7-1, with
Mrs Turner voting No; stating "I intend to vote 'no' on the
motion and ask that my comments be reflected verbatim in the
minutes \fhile I am not opposed to intergovernmental agreements
and do not oppose the reconstruction of 26th Ave per se, I am
opposed to the extent of this project as it has been proposed-for
the following reasons 1 Two thirds of the adjacent Wheat Ridge
residents, as well as two citizen groups, pUblicly requested no
curb and gutter and protested the widening of 26th Ave 2 The
proposed 44' width and the addition of curb and gutter create
excessive costs for construction and expensive governmental
maintenance in perpetuity 3 Installation of curb and gutter at
public expense, when other property owners have borne the cost
themselves, sets an improper, inconsistent and expensive policy-the
type of policy which has caused many cities to have on-going
financial problems 4 A project of this scope and with this
effect upon a neighborhood should not have been decided without a
published public hearing and affirmative public input"

Award of Bid for West 26th Avenue Project
Susan Manigold, 6665 W 26th Ave , spoke in opposition to the
project Amended Motion that we accept the five bids on the 26th
Avenue Reconstruction Project and award the project to Brannan Sand
& Gravel Compny for the bid amount of $566,642 15 with a
contingency of $84,996 85, and authorizide the Wheat Ridge Director
of PUblic Works and the Edgewater City Engineer and City Clerk to
sign any change orders to the contract up to the funds appropriated
herein; original motion by Mr MacDonald; seconded by Mrs
Andersen; amending motion by Mr MacDonald; seconded by Mr Kelley;
both motions carried 5-0 Motion by Mr Aiello that we accept the
five bids on the 26th Avenue Reconstruction Project and award the
project to Brannan Sand & Gravel Company for the bid amount of
$566,642 15 with a contingency of $84,996 85, and authorize the
Wheat Ridge Director of Public Works and the Edgewater City
Engineer and City Clerk to sign any change orders to the contract
up to the funds appropriated herein; seconded by Mr Bowman;
carried 7-1, with Mrs Turner voting No, stating that she was
voting no for the same reasons as previously stated
Mayor Allison and Mayor Stites both thanked all of the Edgewater
and Wheat Ridge people for the work t~at has been put into this
project
Meeting was adjourned at 8 30 p m
