CITY OF dHEAT HI0GE, COLORADO
The City Council Meeting was called to order by the Mayor at 7 30 p m
Councilmembers present will Burt, Kent Davis, Clyde E Hobbs, Ken
Lewis, Larry Merkl, Kay Ore, and Nancy Snow Also present City Clerk,
Carol Hampf, City Administrator, Tom Palmer, City Attorney, John Hayes,
Department Heads Chief Jaquay, Charles Stromberg, Rodger Young, staff,
and interested citizens
Amended Motion to approve the Minutes of May 24, 1982 as corrected with
the following corrections add the word ~legislative~ following
"quasi-judicial~ in rv:r Hobb's remarks and the word ~agricultural~ under
Item ~ in the request for Mr Hayes additions to the semi-trailer
parking ordinance, original motion by Mr Hobbs, seconded by Mr Lewis,
first amendment by Mr Hobbs, seconded by Mrs Snow, carried 7-0, second
amendmenL by Mrs Snow, seconded by Mr Hobbs, carried 7-0 Motion as
amended carried 7-0
CITI ZENJ RIGHT TO SPEAK
1) Ron Brace, 5254 W 26th Ave, Charles Hahn, 4061 Field Drive, Glen
Dyer, 5040 Ward Road, and Gaines Hurlburt, manager, ""heat Ridge Chamber
of COlnmerce, 6490 W 44th Ave, spoke requesting changes in the BuriSlar
Alarm Ordinance
2) Robert Williams, 4505 Everett Drive, and Kenneth L Bowser, 4504
Everett urive, spoke regarding that portion of their property that had
been plowed up instead of the horse trail
Al Perry, 3645 Miller Street, spoke commending Mr Hobbs for his
assistance when he needed help with the street

Council Bill 21 - An Ordinance amending Appendix A, Zoning
Ordinance, of the Code of Laws of the City of Wheat Ridge,
County of Jefferson, State of Colorado, relating to the
parking of Semitractor Trailer Trucks (Postponed from
meeting of 5/24/82)
Hotion by Mr ~1erkl to postpone the item until June 28, 1982 at the
attorney's request, seconded by Mrs Ore, carried 7-0
Motion by Mr Hobbs for an Executive Session on Personnel as it affects
Elected Officials under Charter Section 5 7(2) and those people to be
present are Mayor, City Council, City Clerk, City Attorney, and Press,
seconded by Mr Lewis, carried 5-2, with Mrs Ore and Mrs Snow voting

Pre-Budget comments, suggestions, and requests to the City by
the Public on the 1983 Budget
Louise Turner, 11256 W 38th Ave, spoke requesting that we get streets
in good condition by repairing and resurfacing, rather than by
reconstruction, curo, gutter, and widening projects

Item 3
Co un c i 1 Bill 22 - An () r din an c e am end in g C hap t e r 1 8, "P 0 I ice" ,
of the Code of Laws of the City of Wheat Ridge, with the
addition of an Article V, "Police Alarm Systems", to regulate
the sale and use of Police Alarm Systems, prohibiting direct
Alarm Systems, prohibiting intentional false alarms,
establishing the requirement of a permit, imposition of an
annual fee therefor, designating responsibilities of the
permittee, providing for the imposition of charges against
users for false alarms, authorizing assessment therefor,
providing for the right of inspection, the removal of unlawful
equipment, the revocation of permits, and providing a penalty
for violation thereof
Council Bill 22 was introduced on first reading by Kent Davis Motion
by Mr Davis to approve Council Bill 22 on first reading, order it
puolished, public hearing be set for f"londay, June 28, 1982 at 7 30 p m
in City Council Chambers, Municipal Building, and if approved on second
reading take effect 15 days after final publication, seconded by Mr
Merkl Motion by Mr Lewis that we postpone this until the August Study
Session, seconded by Mr Hobbs, carried b-1, with Mr Davis voting No

Council Gill 23 - An Ordinance providing for the approval of a
Special Use Pennit with conditions in a Commercial-One (C-1)
Zone on land located at 4949 Marshall Street, Wheat Ridge,
Colorado (Case No SUP-82-5) (Lloyd Kiper)
Council Bill 23 was introduced on first reading by Mrs Ore Motion by
Mrs Ore that Council Bill 23 be approved on first reading, ordered
published, public hearing be set for Monday, July 12, 1982 at 7 30 p m
in City Council Chambers, Municipal Building, and if approved on second
reading, take effect 15 days after final publication, seconded by Mr
Merkl, carried 7-0

Council Bill 24 - An Urdinance providing for the approval of a
Special Use Permit in a Commercial-One (C-1) Zone on land
located at 12351 West 44th Avenue, Wheat Ridge, Colorado
(Case No 3UP-81-9) (Petroleum Wholesale, Inc )
Council Bill 24 was introduced on first reading by Mr Merkl Motion by
Mr Merkl that Council Bill 24 be approved on first reading, ordered
published, public hearing be set for Ivlonday, July 12, 1982 at 7 30 p m
in City Council Chambers, Municipal Building, and if approved on second
reading, take effect 10 days after final puolication, seconded by Mr
Davis, carried 7-0

Kequest for Transfer of Ownership for Sav-Mor Liquors, 10123
vJ 37th Place, by Sylvia D Rose, 7044 Dover ~ay, Arvada, for
a Class D - Retail Liquor Store license
Sylvia D Rose, 7044 Dover Way, applicant for the transfer of ownership,
was present for questions Motion by Mr Hobbs to approve the Transfer
of Ownership of Sav-Mor Liquors, located at 10123 West 37th Place, for
Sylvia D Rose, 7044 Dover Way, Arvada - for a Class D - Retail Liquor
Store license, seconded by Mr Davis, carried 7-0

Decision to refer Ordinance 485 to a vote of the registered
electors of the City of Wheat Ridge (Resolution 792) or to
reconsider said Ordinance (Ordinance 485 provides for
approval of rezoning from Restricted Commercial (R-C) and
Commercial One (C-1) to Planned Commercial Development (PCD)
and approval of combined Preliminary and Final Development
Plan on land located at approximately 7360 W 44th Avenue,
~ity of Wheat Ridge, County of Jefferson, State of Colorado)
Motion by Mr Burt
Ore, carried 7-0

for the adoption of Resolution 792, seconded by Mrs
Resolution 792 set an election date for August 17,

Approval of Employee Long-Term Disability Insurance Plan
Motion by Mrs Ore that the City accept the proposal from Standard
Insurance Company for long-term disability insurance, at an approximate
monthly premium of $175U to be charged to the departmental 622 accounts,
seconded by Mr Merkl, carried 7-0
Item 9
Request by Colorado Municipal League for Wheat Ridge
participation in 1982 Mountain Bell rate increase proceedings
and 1982 generic proceedings
Motion by Mr Hobbs that the City of Wheat Ridge participate in
assisting the Colorado Municipal League for Wheat Ridge to support their
program in fighting the rate increase by Mountain Bell, not to exceed
$1514, seconded by Mrs Snow, carried 6-1, with Mr Davis voting No

Motion by Mr Merkl for the adoption of the consent agenda in its
entirety as printed, seconded by Mrs Ore Request by Mr Lewis to
remove Sections A and B , by Mr Hobbs to remove D and by Mrs Snow to
remove E Motion called to approve therefore C and F , which carried
7-0
Item 10 A - Motion by Mr Merkl that we purchase the pump, motor,
cable, and miscellaneous hardware from Layne-Western Co Inc , at a
total cost of $14,676 00, to be charged to account no 31-603-800-862,
seconded by Mrs Ore, carried 6-1, with Mr Lewis voting No
Item 10 B - Motion by Mr Merkl that the contract be aIVarded to
Heritage Concrete in the amount of $163,643 11 plus a ten percent
contingency for a total amount of $180,007 42 and that the $118,000
designated for this work in account 31-303-840 be transfered into
account 31-303-842 and all monies from the property owners for their
share be credited to the 31-303-842 account, seconded by Mrs Ore,
carried 5-2, with Mr Lewis and Mrs Snow voting No
Item 10 C - Motion by Mrs Ore that we do not go out for bids and delay
the purchasing process since they are the only suppliers for those two
items That they just bring the bids in for Council acceptance Motion

transfering $4200 from unallocated funds Account 01-607-79~ to Traffic
Division s Account 01-304-809 for the purpose of purchasing three
traffic counters, seconded by Mr Burt, carried 7-0
CITY ATTORNEY'S MATTERS
Mr Hayes stated there had been many complaints about property use at
4200 Parfet and asked Council if they desired hi~ to file legal action
against the owners of that property Council agreed
Item 11
Mr Hayes reviewed the new Agreements of Purchase and Sale for the Town
Center Park and called their attention to the addendum regarding the
possible purchase of the water tap and well Failed Motion by Mr Davis
to postpone action on this item for 2 weeks until we have time to look
into it and to not purchase the water tap or the well, seconded by Mr
Hobbs, Failed 3-4, with Councilmembers Burt, Merkl, Ore, and Snow voting
No Motion by /VIr /Vlerkl to postpone the item until June 28, 1982 for
decision and to purchase the water tap and exclude the well as a part of
that contract, seconded by Mrs Ore, carried 4-3 with Mr Davis, Mr
Hobbs, and Mr Lewis voting No
ELECTED OFFICIALS MATTERS
Mr Merkl requested action that would require people to clean up after
their dogs in the parks There is an ordinance, he requested to have it
en forced
Mr Lewis requested that the weekend noise from automobile radios be
reduced at Randall Park and that the driveway cuts at 38th & Sheridan be
widened as they are too small for the volume of traffic
In Answer to Mr Hobbs' question about the Canada thistles in the
Greenbelt area, Mr Bredt explained that the Greenbelt area is
specifically exempted from the Weed Ordinance
Mr Burt asked that the City be more diligent in the street repair after
utility jistricts tear them up to put in their lines and was told that
Mr Young had requested a new ordinance which would strengthen our
posi tion
