HomeMy WebLinkAbout05/31/1983 CITY COUNCIL MINUTES CITY OF WHEAT RIDGE, COLORADO MAY 31, 1983 The Special City Council Meeting was called to order by the t1ayor at 7 30 P m Councilmembers present Pat Aiello, Will Burt, Kent Davis, Clyde E Hobbs, Ken Lewis, Larry Merkl, Kay Ore, and Nancy Snow Also present City Clerk, vlanda Sang; City Administrator, Tom Palmer City Attorney, John Hayes Department Head Rodger Young Mr Lewis' point of order to Mr Hayes quoted the 5 3 Section of the Charter on Special Meetings called by the Council Noted that the May 26 issue of the Sentinel stated that the only issue on the agenda was the 32nd Avenue re-construction to be decided and if they (Council) followed the Charter, they could not hear or discuss any other business except that one issue Mr Hayes stated that since this was published as a special meeting, Section 5 3 of the Charter would apply Motion by t1rs Snow that public comment could be heard on the decision of 32nd Avenue but put off for another meeting on items 2 & 3 (Approval of Judges list and Intergovernmental Agreement); seconded by t1r Aiello ~1r Lewis requested that Mr Hayes reiterate for the record when a meetinq is called other than our two regular meetings, it is called a Special Meeting Mr Hayes quoted section 5 1 of the Charter and Rules of Council 3 1 Mr Aiello called for the question; seconded by Mr Hobbs; carried 7-1 with Mr Lewis voting No Vote on the question carried 7-1, with Mr Lewis voting No Mr Lewis stated his reason for voting No, is that he doesn't think the Council has the right to supercede the Charter Mayor Stites stated, the Minutes of May 9, 1983 call for Council to hold a Special Meeting on May 31, 1983 for the 32nd Avenue Project PUBLIC HEARING Item 1 Decision on final design for the reconstruction of 32nd Avenue from Wadsworth Blvd to pierce Street (KKBNA) Duane Jansen of KKBNA presented slides to show features of the plan Speaking in favor of the plan was Joe Bean, 7075 W 32nd Avenue, who also spoye for Roger Thompson Appearing in opposition were ~1aurice Fox, attorney for Harold Smithhill, 7190 W 32nd Ave, Jack R Boyer, 7200 W 32nd Avenue, GLand Evelyn Hess, 7240 W 32nd Ave, A E Franyenbery, 6900 W 32nd Ave, Bob Eckhardt, 7400 W 34th Ave~om Slattery, 6869 W 32nd Ave, Pat Rhodes, 7295 vI 32nd Ave, Frank--- Miller, 6840 W 32nd Ave, and George Butkovich Council concerns and Teller, turn Street, trees at at bus stop were utility poles, detached sidewalks, signal lane at 32nd and Teller, adequate drainage of 32nd and Saulsbury, bus stop at intersection, at 32nd Pierce liqhting CITY COUNCIL MINUTES ~lay 31, 1983 Page -2- ~lotion by ~lr Aiello for approval of the project with the following changes removal of light and turn lane at 32nd & Teller, attach sidewalks whenever possible and still save the trees; seconded by Mr Merkl discussion followed Mrs Snow stated she will be voting No for the following reasons and wishes it to be stated in the Minutes 1) KKBNA has been sensitive to the concerns of the citizens, but it was impossible to preserve the area as residents wanted it with mandated curbs and increased width 2) The Country Lane look was part of the charm and allure of the area, along with absence of excess asphalt and curbs 3) Except for turn lanes, 32nd Avenue is easily travelled, and travelling on residential streets should not be made so easy people use them instead of freeways The increased speed ruins the value of adjacent properties 4) There was a perversity of decision making, when people west of Kipling were begging for Lena Gulch to be finished for vital flood control and possible saving of the trees, and the Council did not wish to finish it, and here, on the east end, they were proposing to spend $565,000 on a street citizens have begged to be left the way it is, that "nothing is so useless as doing efficiently that which does not need doing at all;" seconded by ~lr Merkl; carried 5-3 with Councilmembers Lewis, Hobbs, and Snow voting No Meeting adjourned at 9 50 P m 9i/?JI-_~/ ,zl. ~ Wanda Sanq, c~y Clerk VIS chj
