Section 3.2 requires the Mayor to sign "all contracts binding the city." This requirement is satisfied when contracts are scheduled for Council approval or are otherwise routed to the
Mayor for signature. These contracts include: a. Contracts approved by Council by resolution b. Intergovernmental agreements (required to be approved by Council by resolution per Charter
Section 14.2) c. Memoranda of understanding: similar to intergovernmental agreements d. Contracts above the $34,999 limitation applicable to the City Manager's authority to sign e. Independent
contractor performance agreements f. Consultant agreements g. Agreements as a result of the the formal or informal bid process. This applies to agreements originated by the City or the
vendor. There are a number of other contracts which are minor or administrative in nature. Some are processed without actual City signatures at all, since they are in the form of electronic
correspondence in the purchasing process. Purchasing staff obtains authorization to procure goods and services from departments, per purchasing authorization limits approved by Council,
in advance of placing a purchase order or other form of commitment to purchase. I understand that it would be very time consuming and would cause real delay in City function if the Mayor
were to have to physically sign all of these documents. Accordingly, by this Mayoral Order I hereby grant my approval in lieu of physical signature pursuant to Charter Section 3.2 for
the following categories of contracts, provided however, that funds for the same must first be included in an approved budget or supplemental appropriation: a. Purchase orders approved

b. Change orders within the scope of the original contract c. Contracts with vendors identified through use of cooperative purchasing organizations d. Agreements with cooperative purchasing
organizations, where required by those organizations e. Approval of cost estimates, proposals and specifications for goods, services and construction under $34,999, subject to current
signature approval levels f. Renewal agreements and letters of extension for multiple predefined terms This Order is effective upon my signature below. and shall continue in force until
my successor in office has been elected and his or her term of office has begun. Done, this J2_ day of April, 2012
