appreciation for Judy Sullivan on her selection as employee of the year
were presented to Judy by the t'layor
Motion by ~lr Ilerkl to appoint Clyde Ilobbs as t1ayor pro tem for a I-year
period; seconded by Mrs Snow; carried 7-0 with Mr Hobhs not voting
I'lotion by Ilr FIasco to appoint Nancy Snow as Council President for a
l-yeLlr period; seconded by Ilr VJest 110tion by Ilr Davis to appoint
Tony FIasco as Council President for a I-year term seconded by Mr
Merkl Motion to appoint Nancy Snow carried 6-2 with Mr Davis and Mr

CITIZENS' RIGHT TO SPEAK
Linda Foos, 6552 W 113th Ave appeared on behalf of her parents, Mr &
Ill'S William Krasovich, 8575 W 44th Avenue, regarding replacing a
newly poured curb and gutter with a concrete entry way to their
residence for the following reasons Mr & Mrs Krasovich have the
right to the access due to the easement created by restriction They
are not requesting unprecedented action Residents located at 4405 Carr
Street were allowed an entry way with access to 44th Avenue Although
legal entry way to Krasovich property is located on Dover Street, they
are requesting equal consideration Mr Krasovich is handicapped If
he is unable to use the direct access to his home, he will have to
negotiate a more difficult and strenuous route to reach his home
Mayor Stites replied that there had been discussions and trips to the
location The City will ']0 Lack on Hednesday and taye out those two
sections of sidewalk and put in a drive Engineering had a problem with
the safety aspect due to the traffic problem on 44th Avenue
Michael Triantafellow, 6783 Reed Street, Arvada, addressed Council-
members Hobbs and Keller about the Truck Stop on 44th Avenue He
invited them to a Deeting on November 22, 1983 at 8 00 P m

Mayor and answered questions and gave comments on license Also present
and sworn in by the ~'layor was Mr I'1ax Scott from Oedipus, Inc , whose
firm had done the survey Motion by /11' FIasco for granting a new
Class G - Hotel & Restaurant Liquor License for Sunkimrae, Inc , dba
Villa Roberto, 4509 Harlan Street, Wheat Ridge, for the following
reasons 1) All applications and fees required by statute have been
filed and paid; 2) Notice of hearing and posting of the premises have
been accomplished according to statutory requirements; 3) The applicant
will be entitled to occupancy of the premises Ly virtue of a signed
lease dated October 5, 1983 4) The Corporate Officers and Directors
and Ilanager for the applicant have been shown by investigation to be of
goocl moral character; 5) The evidence adduced at Public Hearing on
November 14, 1983 establishes that the desires of the residents of the
neighborhood under consideration are for granting this license, as
evidenced by petitions bearing 26S signatures in favor of issuance, 11
signatures in opposition, and 52 signatures evidencing no opinion, and
that issuance of this license is consistent with the needs of the
neighborhood under consideration; seconded by Mrs Snow carried 7-0
wi th Mr Davis abstaining 01r Davis has a business in the same
building as Villa Roberto)

Council Dill 107 - An Ordinance amending Section 2-17 of the
Code of Laws of the City of \'Jheat Pidge by reducing the
membership of the civil Service Commission from eight (8)
members to five (5) members and providing for the appointment
of one member from the City at large
Council Dill 107 was introduced on second reading by Mr Gavis; title
read by the Clerk Arthur Gardner, 7095 W 37th Avenue, Civil Service
Commissioner, was sworn in by the Mayor, and gave reasons for change in
membership Carol Ilampf, 3295 Ililler Street, was sworn in by the f'1ayor,
and urged support and approval for the Council Dill tlotiol1 by 11r
Davis for the adoption of Ordinance 555; secondeu by nr !'leryl
Discussion followed t'lrs Snow stated she will be voting No because her
district has no representation and she does not see how zero is
approximately equal and believes it will be another year and a half
before there can be any way of evening this out and does not believe
there is no one from her district or the rest of the City ",ho would be
interested and willin0 to serve t1r FIasco stated he will be voting No
hecause he believes it is very well put that they want the Boards and
Commission equal and has no problem wi tn four rlel~lbers or eight members
but he does have a problem with five members Mr West stated he will
be voting lJo because his district is not represented at all
Motion carrieu 5-3 with Councilmembers FIasco, Snow, and \'Jest voting No

by the Clerk Motion by Mr West that Council Bill III be approvec1 on

Item 10 Council Bill 112 - An Orc1inance providing for thp approval of
an Amended Outline Development Plan, including revisions to
permitted uses, for a planned Industrial Development (PID)
known as Powderhorn Park and approval of a Final Development
Plan on land located at 4890 Van Gordon Street, City of Wheat
Ridge, County of Jefferson, State of Colorado

Mr Palmer welcomed all new members of City Council and stated that
staff is putting together reports, documents, and papers for their
review and if anyone needed a particular report before they had them
ready to let him know He stated Congress of Cities uational League of
Cities is coming up in New Orleans at the end of November and four
positions are reserved and he needs reservations as soon as possible
CITY ATTORNEY'S MATTERS
i'lr Itayes welcomed all new City Councilmembers and ac1dressed his memo on
City litigation matters lIe gave his thoughts on certain other topics
and will discuss any of these or any other matters with anyone who
wishes
ELECTED OFFICIALS' i'lATTERS
Mr Merkl stated that Mr Hayes' staff and a number of citizens have
he en woryin<] on the Group Homes Ordinance that will be coming before
Council at the next Council i'leeting and anyone having questions or
needing information regarding this ordinance should call either him,
Mr Gidley, or Mr Hayes Be recently met with a group of citizens
in District I and discussed R-3 zoning from 38th Avenue to 32nd Avenue,
Sheridan to llarlan Street He asked City Council to direct Planninq
Commission to initiate a mass rezoning for that area for people who
wanted to rezone their property Some citizens in that area would like
Planning Commission initiate the rezoning as it was done in Columbia
Heights area and to set up citizens meeting to qet this in progress

Mr Wilde expressed his appreciation for the opportunity to serve He
considers it an honor and welcomes the challenqe
Mr West concurred with Mr Wilde's statement and added
an honor to represent the people over the next 2 years

Mrs Snow moved that Dan Wilde be chairman of Community Development
Committee, with members beinG Moe Keller, Kent Davis, and Nancy Snow;
that Larry Ilerkl be chairman of the Street Committee with members being
Clyde Hobbs, Tony FIasco, and Randy West; Tony FIasco be delegate
to DRCOG i'loe Keller he chairperson of the Air Pollution Committee
(Truck Stop); Randy West be on the Crown Hill Committee Kent Davis be
on the City/Chamber of Commerce Coordinating Committee seconded by 11r
FIasco Discussion followed Mayor Stites stated that Street and
Communi ty Development Committees are appointec1 hy the 11ayor Hrs Snow
vJithdrew these two committees from her motion fIr Davis stated he
would vote aqainst the motion until everyone is appraised of what is
going on Motion (with the exception of Street and Community
Development Committee appointments) carried 7-1 with Hr Davis votinG
