Resolution 875 - to induce Industrial Development Revenue Bonds
not to exceed $ 3,900,000 for the 120 room l'lotor Hotel,
Restaurant, Lounge, and l'Ieeting Room proposed by 11r Harrington
for 12150 W 44tn Avenue, which will have parkinq only for
automobiles
Dob Harrington, 5404 SW Schulsbury Rd , Portland, Oregon, Ed Snyder,
30513 Suncreek Lane, Evergreen, Pedro Gemino, 7660 Nelson Street, were
sworn in by tne Mayor and answered questions by Council I'lr Snyder
stated the urgency in taking action r'lotion by 11r Merkl that
Resolution 875 be approved to induce Industrial Development Revenue
Bonds not to exceed $3,900,000 for the 120 room motor hotel, restaurant,
lounge, and meeting room proposed by Mr Harrinqton for 12150 West 44tn
Avenue, which will have parking only for automobiles and tnat paragraph
7 of the Resolution read "It is expressly understood that this
Inducement Resolution is effective only so long as Harrington is the
owner/developer of the project Tnis Resolution shall be automatically
rescinded and be of no force and effect whatsoever"; seconded by ~lr
Wilde Motion by Ill'S Snow to amend at end of first paragraph on Page
4 "and not withstanding any lanquage in this Resolution indicating the
City approval of the issuance of Industrial Revenue Bonds there will be
no obligation on the part of the City to give approval to the issuance
of the Bonds until an ordinance containing this approval is passed on
final readinq; seconded by r1r West carried 7 to 1 with Ilr Davis
votinq no ['lr FIasco stated he will be voting No for the following
reasons (1) the City hereby approves the project he is not sure he does
approve until he has been able to know more about it; (2) there seems to
be a discrepancy between the letter to Mr Robert E Ilarrington on
November 17, 1983 where it is stated the bonds of approximately six
million would be issued, Resolution talks about bonds in the sum of
$3,900,000 Vote on original motion as amended carried 5-3 with
Councilmembers FIasco, Hobbs, and Keller voting No

Grades and Pay ~anges for the Fiscal Year 1984
Resolution 872 was introduced by /Irs Snow title read by the Clerk
Motion by /Irs Snow for the approval of Resolution 872 with deletion of
8% cap on individual salaries; seconded by Mrs Keller Discussion
followed 110tion by Mr FIasco to continue Item 7 until the second
regular City council meeting in January and study it on the January 3,
1984 Study Session seconded by Mr Davis Mr Hobbs called for the
question seconded by Mr Davis; carried 6 to 2 witn Councilmembers
Ilerkl and Wilde voting No Vote on FIasco's motion failed 4-4 with
Councilmer1bers Hobbs, Keller, ~lerkl and Snow votinq No Motion by Ill'S
Snow to amen,l oriqinal motion to take out "~larket premium" on two johs;

1lr Wilde stateo that Planning Commission and Planning Department are
woryinq on cleaning up the R-3 Ordinance concerning set-backs etc lie
moved to impose a moratorium of 180 days on any further building permits
of new or multi-family unit projects involvinq R-3 property to protect
both the residents and the City and to prohibit such situations as the
35th and Fenton project; seconded by Mrs Keller Mr Hobbs asked if he
will make an emergency ordinance with a first reading on January 9,
1984 t'lr Wilde agreed; second aqreerl 11r Merkl asked to amend motion
to non-conforminq building ~lr wilde agreed; second agreed vote
carried 7-1 with 11r Davis voting No
t'1otion hy 1lrs Snow to have a regular published meeting and public
hearing at the beqinning of the January 16, lq84 Study Session to
receive input on Open Space, Lottery, and Arts and Humanities money

on Council Personnel after the end of this meeting; seconded by Mr

stating she felt it should be made public what the session was about and
she would in fact not attend but go home
Mrs Keller addressed Comprehensive Plan amendments and requested an
ordinance be drawn up on guidelines ~lr Hayes will work on it

Disaster 11anagement in Orlando, Florida and charge it to 01-124-799
