HomeMy WebLinkAbout01/30/1984 CITY COUNCIL MINUTES CITY OF WHEAT RIDGE, COLORADO JANUARY 30, 1984 The City Council Meeting was called to order by the Mayor at 7 30 p m Councilmembers present Yent Davis, Larry Merkl, Clyde E Hobbs, Moe Keller, Tony FIasco, Nancy Snow, Randy West, and Dan Wilde Also present City Clerk, Wanda Sang City Administrator, Tom Palmer; City Attorney, John Hayes; Public Works Director, Rodger Young; staff; and interested citizens Dennis I Spencer, of Spencer Contractors, Inc , gave his response to Rodger Young's denial of his bid for the 38th Avenue Drainage Project ~1r Spencer stated he felt ~1r Young was not qualified to be Public Works Director Rodger Young and his staff present slides, tapes, and documentation of the work that was done by Spencer Contractors, Inc on project PW-83-ln (Locations are 34th Place & Teller Street, 39th Avenue & Brentwood, 33rd Avenue & Ingalls, 4~th Avenue & Zephyr) He stated there were many items under the contract that were in error but felt the project should be completed instead of usinq the City's authority to "pull the bond" because Public Works did not want the project to be held up by litigation Council questioned both Dennis I Spencer, and Rodger Young, and his staff t10tion by ~Jr Hobbs to hold an Executive Session under Section 5 7 (b) (2) of the Charter seconded by Mr West carried 8-0 Motion by ~Jr Hobbs that if Dennis I Spencer Contractors, Inc continues and completes project PW-83-10 in a good and workman-like manner, and completes these projects according to the existing plans and specifications and schedule, will then be considered a future bidder of Wheat Ridge Projects; seconded by ~lr West Mr FIasco stated he will be voting No because he feels it is placing Mr Spencer on probation and he doesn't feel either side is particularly clean on this issue and if the word then was left out of the motion he could support it Motion by Mr FIasco to amend Mr Hobb's motion to remove the work then Motion died for a lack of a second Vote on original motion carried 7-1 wi th ~lr FIasco votinq No ~Jotion by rlr Hobbs to adjourn; seconded by ~Jr Davis; carried 8-0 ~Jeeting adjourned at 11 00 p m
