City Administrator, Tom Palmer City Attorney, John Hayes Police Chief Jaquay Director of Community Development, Charles Stromberg Director of Parks, Pichard Predt Public Works Director, Rodger Younq staff; and interested citizens ~lotion by Hr Lobbs to approve the l>linutes of February 27, 1984 seconded by hr Wilde Mrs Snow stated she would like that I1r Davis be allowed to listen to the tape and maye a brief summary for votinq no on the Civil Service Ordinance There should also be a correction under City Attorney' s ~Jatters that "due to tIle lateness of the hour" be at the beginning of the next sentence Motion carried 8-0 The Oath of Office was administered by the Mayor to newly appointed Boarc] and Commission members CI'T'IZENS' RIGHT TO SPEAY Charles R Perrotti, 7174 W 38th Avenue, addressed loqo on the wall at City Hall He feels some people who are members of City Council are neqlectful of their duties lIe named Nancy Snow, Randy West, Dan Wilde, and Tony Plasco He feels the people are not being represented by them He spoke about the Organization of Citizens for City Survival Pat Aiello, 2845 Otis Court, questioned what has been accomplished by this Council since they were seated in November of 1983 He feels some of the Councilmembers are follo,,,ing j'lrs Snow li}e a bunch of sheep He stated it will be interestinq to see if these members of Council will start listening to the citizens or continue to be sheep Tom Stegbauer, 4125 Yarrow Ct , aodresserl the way he feels Council has been ostracizinq the business community He feels the business communitv is and has been a vital component to toe City Sales Tax revenues contribute 70% of revenue required to run the City Jerry Ganatos, 3135 Ward Ct , spo}e about being concerned of how the City government conducts itself He stated he couldn't believe how they could not male a oecision, if they made one they would come back and change it He feels they are not listening to the ritizens and are conductinq themselves by intimidatinn instend of their own conscience or for the citizens Kay Ore, 105f5 W 46th Avenue, addressed the maiorit\ of Council on their action concerning 38th ~venue She stated she transcribed the tape of the Pebruary "1 Study Session She feels they (the five) iqnored the Director of Public Works, the Commander nf the Police Department, the Director of Civil Defense, and the Fire Chief 'lhe staff concerns were traffic volume, safety to citizens, and the liability to the City to desiqn a sub-standard street CIT\ COUNCIL MINUTES /larch 12, 1984 Paqe -2- Clnudia Worth, 4650 OnY Street, addresse~ Council on its last few meetings She stated they have taken a lot of "flac}" because they opterl to bring up for reconsideration a few items Ruilt into the Council rules is an escape valve, which qives any Councilmembers on prevailing side a chance to brinq any item up for reconsideration appreciates the Council's efforts to be fair have the She Pat Gascoyne, 11771 W 49th Ave , addresseo the Fpbruary l3 meeting initiation of a task force on the parkinq ordinance on George Graul, 4200 Yarrow, addressed the narrowing (he feels) of 38th Avenue over the recommendations of the Pire Chief, Police Commander, and the Director of Civil Defense He requested I!r FIasco as president of the Wheat Ridge Fire District, to resign, since he has no consideration for his volunteer firemen as well as school children and citizens 11aureen Zitz, 4145 \'1 48th Avenue, read a letter from Wheat Ridqe United Neiqhborhoods, Inc , that protested Senate Pill 194 relatinq to initiatives and referendums Herb Fiqhtmaster, IlF41 W 44th Avenue, appealed to City Council to start makinq a oecision ~lotion by rIrs Snow to amend the Agenda to aod a Eesolution which woulc'I be Item R under Decisions, Resolutions, and Motions, which is a Resolution to the State Leqislature in opposition to Senate Bill lQ4 She considers it an emerqency since the legislation is taying action tomorrow seconded by 11r i'Jest Discussion followed ~lr Davis stated he will vote aqainst this because he feels this should have been presented a week ago t'lotion carried G-? with 11r Davis and t'!r Ilerkl voting No PUBLIC COrn'lENT' AtTD ORDIITAtTCr:S ON SECOlJD READIlIG Item 1 Council rill 12l - An Ordinance providing for the approval of rezoning from Commercial-One (C-l) to Residential-Three (R-3) on land located at 940l West 44th Avenue, city of ",heat Ridqe, County of Jefferson, State of Colorado (Case No WZ-83-34) (Frank Glatz) (Postponed from February 27, 1984 meetinq) (Rezoning request withdrawn by applicant's attorney) Council rill l21 was introduceo on second reaoinq by Mrs Snow; seconrled by Mr Hobbs; carried 8-0 Motion by Mr Davis to award the hid for installation of the sports liqhting system at Prospect Pary to C & R Contractors, at a total cost of $49,496 + 10% continqency to he paid from Account No 31-G03-800-862; seconded by 11r rlerkl rlotion by !>lrs Keller to amenrl the motion that a comprehensive lanoscaping plan be included on 44th Avenue construction from Clear Cree} to Kipling under the direction of the City Arborist and the Arborist Board Landscapinq plan to include a 4 1/2 ft separation on the north and south sioe of 44th Avenue, with planting and maintenance to be determined bv the board; seconded by Mrs Snow; Mayor Stites stated this is in direct conflict with the motion Discussion followed firs Keller withdrew her motion; Mrs Snow withdrew her second Motion by t-lrs Snow to amend motion to make it 40' flowline to flowline and 4 1/2 ft separation and sidewalk on the other side of tnat;
