HomeMy WebLinkAbout06/18/1984 CITY COUNCIL MINUTES CITY OP WHEAT RIDGE, COLORADO June 18, 1984 EMERGENCY MEETING Motion by Mr Davis for an Emergency Meeting under Charter Section 5 2 (b), to consider Resolution 898 and to get input only from Council and staff and the matter be declared as an emergency due to the immediate need for help on the part of the people and property damage June 13, 1984 seconded by Mrs Snow carried B-O. Mrs Snow introduced Resolution B98; Clerk read the entire Resolution ~lotion by Mrs Snow for the adoption of Resolution 898; seconded by rlr Davis; carried 8-0 Mr Davis stated he and Mr Plasco are having a meeting Thursday niqht, June 2l, 1984, with the residents in the area of Harlan on the east, Pierce to the west, and from 44th Avenue north to the Interstate He would like to come up with a 3 point program and wants the Council to help with a decision He suggested for citizen information Services of the City available advice on assistance financial support, if needed; education They will report bacy with an agenda item Anyone can come to the meeting Mr Palmer stated the City has $lOO,OOO disaster fund Motion by I1r Hobbs that the City Administrator be authorized to spend from the disaster fund to pay for items that are necessary at this time; seconded by Mr West; carried 8-0 110tion by Mr Hobbs to adjourn seconded by Mr West; carried 8-0 Emergency Meeting adjourned at 9 00 P m )j , '- _ ~ i ! - : _ (r..fL:['<-", ('-'1-~ Wanda Sang, 'City Cl k CITY COUNCIL MINUTES CITY OF WHEAT RIDGE, COLORADO June 18, 1984 SPECIAL MEETING The June 18, 1984 Speri~l Mepting w~s called to order by the Mnyor under Charter provisiun 5 2(a) at 7 30 P]O to consider Items 6, 7, 8, and q of the T~genda from ,June ll, 1984 dwl report from Hr Hayes on the Wilson lawsuit Councilmemhers present Kent Davis, Larry ~lerkl, ~loe heller, Tony ~lasco, Nancy Snow, Randy West, Dan Wilde, and Clyde Hobbs Also present City Clerk, Wanda Sang City Administrator, Tom Palmer City Attorney, John Hayes; Chief of Police, Jaquay; Director of Public Works, Rodger Younq Director of Parks, Richard Bredt; staff; and interested citizens DECISIONS, RESOLU'!'IONS, AND ~10TIONS (continued from June 11, 1984) Item 6 Motion that the Mayor be authorized to sign the contract between the Department of Highways, Division of Highway Safety, and the City of Wheat Ridge, for Traffic Safety Grant Chief Jaquay was present to continue the discussion on the contract ~-lr ~'Ier},l made the same motion as at the 6/11/84 meeting (moved for approval with the condition that when funding ceases, three positions be removed by attrition); seconded by ~1rs Snow Mr Flasco move0 for dil amendment that if the qrant is taken away, the Police Department reduce their personnel count by the same number involved with the study within a 60-day period and not by attrition; seconded by Mr Davis Mr Hayes suggested to change paragraph 5 to read "the term of contract shall be July 1, 1984 through June 30, 1985, and may be renewed annually on July 1 of each succeeding year ~layor Stites asked for a vote on the amendment and that Mr Hayes' sugqestion be made a part of the original motion This was arcepterl Vote on amendment failed 4-4 with Counci lI~embers Keller, Hobbs, Snow, and fvlerkl voting No Mr Hayes recummended his former suggestion be made as part of the motion Motion maker and second agreed motion failed 3-5 with councilmembers Davis, Flasco, Hobbs, West, and ,'hIde voting No Item 7 t-lotion that an additional S27,OOO be allocated to cover cost overruns for the Local Drainage Ilnprovement Project ~l-83-10 and be charged to Account No 31-302-833 Motion by ~lrs Snow that an additional $27,000 be allocated to cover cost overruns for the Local nrainage Improvement Project PW-83-10 and be charged to Account No 31-302-833 seconded by Plrs Keller carried 7-1 with Mr Davis voting No Item 8 Motion to order a survey for Terry O's Inc , dba The Dartboard nt Lakeside; thnt the neighborhood be set for a I-mile radius and the Public Hearing on the application be helo on July 9, 1984 CITY COUNCIL MINUTES .June 18, 1984 Page -2- I"lotion by Nr ~est to order a survey for Terry 0' s Inc , -dba The Dartboard at Lakeside; that the neighborhood be set for a I-mile radius; and the Public Hearing on the application be held on July 9, 1984; seconded by Mrs Snow; carried 8-0 Item 9 Motion to award the bid for a sanitation holdinq tank for the swimming pool to J-8 Equipment Company at a total cost of $23,G50 00 to be charqed to Account No 31-603-800-862 ~10tion by I>lr the swimming to be charged carried 8-0 Merkl to award the bid for a sanitation pool to J-8 Equipment Company at a total to Account No 31-603-800-862; second eo holding cost of by ~'lrs tank for $23,650 00 Keller; Discussion re Wilson lawsuit Mr Hayes presented the settlement agreement and staterl he that the City did not commit any Civil Rights violations Wilde to accept the settlement as written seconded by Mr 8-0 is satisfied I"lotion by Mr West; carrieo Motion by Mrs Snow to adjourn the Special Meeting Hobbs; carried 8-0 seconded by Mr Special Meeting was adjourned at 8 15 P m ,- i / ~~~. :i%tfiViC----u---mmm
