HomeMy WebLinkAbout12/20/1984 CITY COUNCIL MINUTES CITY OF WHEAT RIDGE, COLORADO DECEMBER 20, 1984 EMERGENCY MEETING Section 5 2(b) of the Charter The Emergency Meeting was called to order by the Mayor at 7 00 p m Councilmembers present Kent Davis, Larry Merkl, Clyde E Hobbs, Moe Keller, Tony FIasco, Nancy Snow, and Dan Wilde Randy West was absent Also present City Clerk, Wanda Sang; City Administrator, Tom Palmer; City Attorney, John Hayes; Director of Community Development, Charles Stromberg members of the Wheat Ridge Urban Renewal Authority Motion by Mr Hobbs that an Emergency Special Meeting of the Wheat Ridge City Council be held at 7 00 P m on Thursday, December 20, 1984, for the purpose of considering the requests of the staff of the State Land Board of the State of Colorado, and further move that the Council hold such meeting, because the matter is an emergency of such gravity that irreparable harm would come to the City if there was any further delay in Council action, because such delay may preclude the possibility of consideration of potential annexation of lands now owned by the State of Colorado contiguous to the City of Wheat Ridge if response is not made as requested by said state staff; seconded by Mr FIasco; carried 7-0 with Mr Davis voting yes, Mr Merkl voting yes, Mr Hobbs voting yes, Mrs Keller voting yes, Mr FIasco voting yes, Mrs Snow voting yes, and Mr Wilde voting yes Charles Stromberg and Rick Kirkwood presented a study of the area in question and a draft of a letter they had prepared for the Board of Land Commissioners Council accepted parts of the draft ( The letter should read as follows ~thers Board of Land Commissioners 620 Centennial Building 1313 Sherman Street Denver CO 80203 CITY COUNCIL MINUTES JANUARY 10, 1983 thru DECEMBER 20 1984 Dear Commissioners Thank you for the opportunity to present our interest ln annexation of the Ridge Home property to the City of Wheat Ridge at your public hearing on December 17, 1984 Charles Stromberg, Director of Community Development, has discussed annexation and potential development of this property with your staff over the past five years and has been specifically working with potential real estate developers to create development interest in this property over the past year The Wheat Ridge Urban Renewal Authority, acting as the designated agent for the City of Wheat Ridge in performing economic development duties for the entire City of Wheat Ridge, including possible annexation areas, has included the Ridge Home property in Emergency Meeting Minutes December 20, 1984 Page -2- its Transportation Design contract with Transplan Associates That study is currently under way Preliminary results indicate that significant development opportunities on the Ridge Home property, including the Robb Street area, could be provided through the extension of the Wheat Ridge roadway system and our connections with the 1-70 interchanges at Kipling and Ward Road Larned Waterman has requested clarification of several points I Wheat Ridge has no annexation fees or other charges in annexation situations (Council consensus on this point was 7-0) 2 The City of Wheat Ridge would fund preparation of a boundary survey of the total Ridge Home property necessary to an annexation agreement //~~tt~~t~~/~t/$~/~~~/t~/$~/~~~j Sufficient funds for this purpose have been approved by City Council in both the 1984 and 1985 Citywide Economic Development budgets both under "Annexation Investigations" and specifically under "Kipling and 50th Avenue, NW", the Ridge Home property (Council consensus on this point was 7-0) 3 Staff believes that appropriate zoning classifications on the Ridge Home property would be a Commercial-One (C-I) on the South Campus property (Council consensus 7-0) b Planned Industrial District (PID) on the area south of Ridge Road at Robb Street, which includes the full range of Commercial-One (C-l) uses (Council consensus consensus in agreement with staff 7-0) c On the Ridge Home North Campus area and its planned expansion, Hospital-Two (H-2), Public Buildings and Facilities (PF-l), or other classification appropriate to the plans of the institution (Council consensus in agreement with staff 7-0) d On the property north of Ridge Road and west of the North Campus, an arrangement of residential, commercial and industrial it~~~tfti~tt~~~ could be appropriate, respecting the existing adjacent uses, ~0ff~tt~9/t~~0tt~~~~t~, and developer/State Land Board proposals ~/W~tt/~~~t9~~~/~t9~ t~i~/~0~t~~~~/p~t~/w~0t~/~~/t~it0~~~/t~/t~~/i~~~tit~t/~~~ t~~0~ttt~t/it~~~tfti~tt~~~ (Changes were On the property north of Ridge Road and west of the North Campus, a combination of residential, commercial, and industrial and Open Space uses could be appropriate. Consensus was 6-1 with Mr. FIasco voting No. Specific zoning action would necessarily be taken by the Planning Commission and City Council, through public hearings This action would accompany formal annexation action and could be made a part Emergency Meeting Minutes December 20, 1984 Page -3- thereof the state, An annexation agreement, which 1S a customary practice in is a method that is available to you In response to your earlier request the Urban Renewal Authority passed Resolution UR 84-25, which expressed "interest in the annexation and commercial development of the Ridge State Home property" This was delivered to you 1n October, 1984 On December 13, 1984 the Urban Renewal Authority, acting in its Citywide Economic Development capacity, reviewed the contents of the presentation material that was presented at the State Board of Land Commissioners public hearing on December 17, 1984 A special meeting of the City Council was held on December 20, 1984 to further review this annexation proposal (Consensus was 7-0 to add to this last paragraph the following): Council supported by unanimous consensus the proposals under paragraph 3. a b.c.d above This consensus is as to the concept specified by in the body of this letter and is subject to final approval by individual zoning after full public hearings.
