S. 3 1 - 25- 1 01 !eLt �se .; and WHEREAS, a public hearing on the Modified Plan was held on April 22, 2002, providing a full opportunity for property owners, residents, taxpayers, people and )c- *ness owne �-Xqs WON- and all interested persons to be heard; and 0 a 0 City of WheafAAge and the Wheat Ridge Urban Renewal Authority to make tindings of blight to additional territory and add such territory to the Area and to adopt the Modified Plan to add such territory to the Plan, as proposed. NOW THEREFORE BE IT RESOLVED by the Wheat Ridge City Council as follows: A. Slum, Deteriorated or Deteriorating Structures. Such deterioration was on or about outbuildings, trailers, walls and fencing. N C. Faulty Lot Layout In Relation To Size, Adequacy, Accessibility or Usefulness. According to public records, some properties' lines and configurations are not adequately or clearly defined or delineated. 0 Section 3. The proposed Modified Plan accompanying this Resolution as Exhibit B and Exhibit 1, which are incorporated herein, is adopted as the First Modification of the Wadsworth Boulevard Corridor Redevelopment Plan for the City of Wheat Ridge. Section 9. The Plan, as modified, shall control the land area, land use, design, building requirements, timing of development, and procedure for implementation in the Area, as modified. The findings and recommendations of this Corridor Redevelopment Plan are consistent with the key aspects and principles of the Wadsworth Boulevard Corridor Plan. 3.4 Boundaries of the Wadsworth Boulevard Corridor Redevelopment Plan This Corridor Redevelopment Plan applies to a portion of the Redevelopment Area, which generally includes those properties along both the east and west sides of Wadsworth Boulevard, beginning south of 38th Avenue, extending Wadsworth Boulevard Corridor Redevelopment Plan Page 4 Clarion Associates & HNTB north beyond 44th Avenue. A legal description of this Plan Area is included in Appendix A. 3.5 Wadsworth Boulevard Corridor Redevelopment Plan Objectives The objectives of this Corridor Redevelopment Plan are as follows: To provide a framework that encourages private development opportunities. • encourage the development • uses that serve a regional market area as well as the continuation of uses that serve specific local market demands. To engage in all redevelopment activities under Colorado Urban Renewal Law to effect the elimination and spread of blight in the Redevelopment Area. In undertaking all urban renewal projects pursuant to this Corridor Redevelopment Plan, the Authority may utilize any the following redevelopment techniques and activities as deemed appropriate for the elimination or prevention of the spread of blighted areas within the Redevelopments Area, pursuant to Colorado Urban Renewal Law. The Authority may provide for the demolition ar7i clearance of buildings, structures and other improvements in the Redevelopment Area. b. Public Improvements. The Authority may cause, finance, • facilitate the design, installation, construction and reconstruction of arl public improvements in the Redevelopment Area. • Redevelopment and Rehabilitation. Appropriate activities may include such undertakings and activities authorized by the Colorado Urban Renewal Law or this Corridor Redevelopment Plan, including the redevelopment techniques identified in this section determined to be necessary • desirable. The Authority shall prepare and implement relocation plans • policies before any business, family, tenant or individual is relocated. To provide for reasonable relocation payments (as determined by the Authority) for moving expenses and actual loss of property directly related to relocation. iv. For businesses, to provide for losses of goodwill and profits which are reasonably and directly related to relocation for which compensation is not otherwise provided. f. Other Techniques. Other redevelopment activities contemplated by this Corridor Redevelopment Plan may include changes to applicable zoning, land use and building code requirements. Urban renewal projects may be financed in whole or in part by the Authority under the tax increment financing (TIF) provisions of CRS §31-25-107(9)(a), of the Colorado Urban Renewal Law, or by any other available source of financing authorized to be undertaken by the Authority under the Colorado Urban Renewal Law, CRS §31-25-105. MMAJM-Mrig After the initial date of adoption of this Corridor Redevelopment Plan, as described in the Resolution approving this Plan, the City may authorize the utilization of TIF under CRS §31-25-107(9) of the Urban Renewal Law, at such time, or times, that a redevelopment project or projects is/are initiated under Wadsworth Boulevard Corridor Redevelopment Pion Page 7 Clarion Associates & HNTB the provisions of this Corridor Redevelopment Plan within the Redevelopment Area. Such TIF may be utilized in the entire Redevelopment Area or portions of the Redevelopment Area, Wadsworth Boulevard Corridor Redevelopment Plan Page 8 Clarion Associates & HNTB redevelopment activities contemplated by this Corridor Redevelopment Plan are intended to support these land use recommendations. It is further recommended that redevelopment activities in these identified areas concentrate on municipal sales tax-generating commercial-retail uses. The following descriptions of these properties summarize the potenti development opportunities for each property, as recommended by th Wadsworth Boulevard Corridor Plan. One feasible option for this site is total redevelopment of the property, including a new grocery store as the anchor use, increased square footage for new retail uses, and additional pad sites. A less intensive proposal would also be feasible, such as a partial renovation and fagade improvements to the existing shopping center. Wadsworth Boulevard Corridor Redevelopment Pion Page 9 Clarion Associates & HNTB IM This site is approximately 15 acres, and includes the existing auto dealership parcel on the southwest corner of 38 1 Avenue and Wadsworth Boulevard and a large vacant parcel to the south. Two acres of wetlands have already been mitigated off-site; one acre of wetland will need to be included in any future concept plan for the site. I Given the relatively small size of this site (assuming the dealership remains one of the two parcels), a range • small-scale development options are considered feasible, such as: I • A commercial retail center • Pad uses, such as restaurants, gas stations, and auto-oriented services • Village retail (similar to the commercial retail center, but with more pedestrian-oriented design features including buildings located closer to the street, less visible parking, and a mix of compatible uses) • A single tenant retail • office use Wadsworth Boulevard Corridor Redevelopment Plan Page 10 Clarion Associates & HNTB MM a M to Elm �7 V Figure V-16. The Wardel feed building is located in this area and is currently being used as a recycling center. • Pad uses, such as restaurants, gas stations, and auto-oriented services. • Village retail Wadsworth Boulevard Corridor Redevelopment Plan Page 11 Clarion Associates & HNTB A single tenant retail or office use. Specialty restaurants. A subarea plan would require an internal circulation plan, along some compatible infill and new construction to achieve a more feasible development density. Land use within the Redevelopment Area shall conform to those uses (by right or otherwise) permitted by the City's adopted comprehensive plan, zoning code, and other applicable ordinances and regulations. This approved Corridor Redevelopment Plan may be modified pursuant to CRS §31-25-107 of the Urban Renewal Law governing such modifications. This Corridor Redevelopment Plan has been prepared by the Authority and approved by the City Council in recognition that the Redevelopment Area requires a comprehensive and integrated development strategy in order to accomplish the City's objectives for improving the viability of Wadsworth Boulevard. Redevelopment activities within the Redevelopment Area are anticipated to occur over a substantial period of time, perhaps up to ten to fifteen years. 23= Wadsworth Boulevard Comdor Redevelopment Plan 2.3 Urban Renewal Projects used on the existence of blight, the Redevelopment Area is appropriate for authorized activities of the Authority, pursuant to the Urban Renewal Law. This Corridor Redevelopment Plan is in conformity with the applicable statutory require- ments of the Colorado Urban Renewal Law. The Comprehensive Plan's primary goals and recommendations that apply to future growth and development along Wadsworth Boulevard are as follows-, A. Future Land Uses Encourage Community Commercial Center development along Wadsworth Boule- vard. The findings and recommendations of this Corridor Redevelopment Plan are consistent with the land use patterns, goals and objectives identified in the adopted Comprehensive Plan. ( Wadsworth Bou C Rede ve l opment Plan The Wadsworth Boulevard Corridor Plan was approved by the City Council in 1999. The objective of the plan was to mitigate a variety of traffic problems along Wadsworth Boulevard by relating transportation improvements to land use and design actions in a strategy for coordinated improvement. In doing so, the following key aspects and principles were developed during the planning process to guide the recommendations contained in that plan: A. Land Use Element Key Aspect. • Improve the market potential and physical environment along Wadsworth Boule- vard. Principles, • Renovate and redevelop outdated and obsolete uses. • Improve retail quality. • Facilitate the development potential of large, single-ownership sites. • Create a pedestrian friendly environment. B. Transportation Element Key Aspect: • Improve functionality and safety for vehicle and transit movement. Principles: • Concentrate points of access. • Create uniform roadway sections. • Create a network of circulation. • Improve access to business properties. • Improve visibility of businesses. • Improve the functions of intersections, Key Aspect: • Improve the physical appearance and amenities of Wadsworth Boulevard, Principles: • Break down the scale of blocks. • Add streetscape and identity elements. • Enhance the City's image with landscaping and streetscape elements. • Create a pedestrian access network. The findings and recommendations of this Corridor Redevelopment Plan are consistent with the key aspects and principles of the Wadsworth Boulevard Corridor Plan. 3.4 Boundaries of the Wadsworth Boulevard Corridor Redevelopment Plan This Corridor Redevelopment Plan applies to a portion of the Redevelopment Area, which generally includes those properties along both the east and west sides of Wadsworth Boule- vard, beginning south of 38th Avenue, extending north beyond 44th Avenue. Wadsworth Boulevard (candor Redevelopment Plan 3.5 Wadsworth Boulevard Corridor Redevelopment Plan Objectives The objectives of this Corridor Redevelopment Plan are as follows: To engage in all redevelopment activities under Colorado Urban Renewal Law to effect the elimination and spread of blight in the Redevelopment Area. 4.0 Redevelopment Activities Public projects are intended to stimulate private sector development in and around the Redevelopment Area. The combination of public and private investment will assist in implementing redevelopment activities, consistent with the objectives of this Corridor Redevelopment Plan for the Redevelopment Area, and contribute to increased property and sales taxes for the City. L33= In undertaking all urban renewal projects pursuant to this Corridor Redevelopment Plan, the Authority may utilize any the following redevelopment techniques and activities as deemed appropriate for the elimination or prevention of the spread of blighted areas within the Redevelopments Area, pursuant to Colorado Urban Renewal Law. AL Demolition The Authority may provide for the demolition and clearance of buildings, structures and other improvements in the Redevelopment Area. B. Public Improvements The Authority may cause, finance, or facilitate the design, installation, construction and reconstruction of any public improvements in the Redevelopment Area. C. Land Acquisition The Authority shall have the power to facilitate urban renewal activities in the Redevelop- ment Area by acquiring real property through condemnation proceedings pursuant to the requirements and procedures established by the Colorado Urban Renewal Law, CRS §31 -25- 105(1)(e). The Authority shall have the power to exercise its legal right to acquire real property and improvements, and all interests therein, by eminent domain. D. Redevelopment and Rehabilitation Appropriate activities may include such undertakings and activities authorized by the Colorado Urban Renewal Law or this Corridor Redevelopment Plan, including the redevel- opment techniques identified in this section determined to be necessary or desirable. — __jE a d:ji� . -,!� �Plv L _ Relocating individuals and families from the Redevelopment Area may be required to facilitate redevelopment activities contemplated by this Corridor Redevelopment Plan. All relocation activities require that the City Council find a feasible method for the relocation of individuals and families who will be displaced by an urban renewal project (CRS §31-25- 107(4)(a)). The Authority shall prepare and implement relocation plans or policies before any business, family, tenant or individual is relocated. Such plans or policies shall include but will not be limited to the following provisions: F. Other Techniques Other redevelopment activities contemplated by this Corridor Redevelopment Plan may include changes to applicable zoning, land use and building code requirements. 5.0 Project Financing Urban renewal projects may be financed in whole or in part by the Authority under the tax increment financing (TIF) provisions of CRS §31-25-107(9)(a), of the Colorado Urban Renewal Law, or by any other available source of financing authorized to be undertaken by the Authority under the Colorado Urban Renewal Law, CRS §31-25-105. The utilization of TIF for such redevelopment activities as described herein, will necessitate a modification of, or to this Corridor Redevelopment Plan, by the City, in compliance with the provisions of CRS §31-25-107(7) of the Colorado Urban Renewal Law governing such modifications, The details of this utilization of TIF may also be provided for by agreement between the City and the Authority. 11111111111111 J ill 11P 1! 11 11 11 111 1:1111 3= The land use concept envisioned by this Corridor Redevelopment Plan is to strengthen the market potential and identity of Wadsworth Boulevard as a regional, destination-oriented commercial center, by facilitating opportunities for developing additional regional-scaled projects, maintaining desirable community- oriented uses, and improving the physical environment of the Redevelopment Area, Larger, existing properties tinder single ownership or management should be redeveloped to increase the intensity and continuity of destina- tion-orlented commercial uses within this Redevelopment Area. The objective of the plan was to mitigate a variety of traffic problems on Wadsworth Boulevard by relating transportation with land use and design actions in a strategy for coordinated improvement. Except for the properties at 7615 West 38 Avenue and an occasional residence, all sites within the Study Area are in some form of deterioration and need physical improvements. Many properties on the west side of Wadsworth Boulevard have substandard, inadequate parking layout and configuration, Parking in front of buildings does not allow for separation between roads, pedestrians and vehicular movement, This also creates a danger to the safety of pedestrians, bicyclists and vehicles, Many parking areas do not have curb stops and are not properly marked, therefore. vehicles encroach on sidewalks. C. Faulty Lot Layout in Relation To Size, Adequacy, Accessibility or Usefulness. In particular, the west side of Wadsworth Boulevard is composed of small-subdivided lots used for strip commercial facilities. The configurations of the lots are not adequate to provide safe and accessible parking or pedestrian uses. Lack of landscaping does not satisfy current municipal code requirements. E. Deterioration of Site or Other Improvements. Many properties and sites in the Study Area have parking surface deterioration unscreened and unsightly trash or mechanical devices, lack of landscaping, poor landscape maintenance and lack of pedestrian access to sites and property. Terry Ware reviewed the blight study that revealed a fmding offive elements of blight. Each member of the Authority received a copy ofthe study. Marilynn Force expressed concern that many areas in the study area do not meet ADA standards and questioned whether the City was at risk. Jim Windholz responded that was a question for the City Attorney, but commented that lack of ADA compliant facilities should be included in the study. B. Public Comment on Blie:ht Studies Chair Matthews asked ifthere were any present who wished to comment or ask questions regarding the blight study. Unidentified man - Stated that he was glad the Authority only chose two areas rather than the entire city. Chair Matthews explained that the purpose of the study is not to identify "slum areas" but rather to identify significant barriers to redevelopment. Unidentified man - He then asked how the Wadsworth Corridor improvements would affect the study area. Alan White explained that it is not planned to widen the entire length of Wadsworth through the city but to widen the street along major intersections which would leave more room for redevelopment. Where there are plans for six lanes, the outside lane would be local commercial access. Unidentified man - He asked if the blight study is preliminary to redevelopment. Alan White replied that the blight study and Wadsworth corridor study would start coming together as the next step in the process. WRURA Minutes 04/17/01 Page 2 Terry Ware recommended the following two amendments to the map: (1) Two parcels located on the south side of Reed and Quay and between Fenton and Depew are zoned R-3 and should be removed from the urban renewal area. (2). Those parcels between 41" and 3-Acre Lane which are presently excluded from the urban renewal area should be included. Chair Matthews asked the reason that property at 3830 High Court was not included in the area. Alan White explained that the consultant was working off a map supplied by staff and may have missed some commercial properties. Jim Windholz advised that boundaries may be changed but it would require modification of the plan. It was moved by Elwyn Kiplinger and seconded by Margy Platter to include the property at 3830 Higb Court in the urban renewal area. The motion passed unanimously. It was moved by Elwyn Kiplinger and seconded by Marilynn Force to include the property at 3720 Pierce in the urban renewal area. The motion passed unanimously. It was moved by Sandra Collins and seconded by Marilynn Force to include the Affiliated Carpet Store located at Kendall and 38th Avenue in the urban renewal area. The motion passed unanimously. Jim Windholz cited CRS 3125-103 (2) regarding findings of blight. He noted that some findings of blight appear under more than one factor and he would determine, after a thorough review of the study, that there are actually six elements of blight. He explained that the law requires that, once a finding of blight is made, the areas are to be defined as narrowly as possible and staff as well as the consultant have been very cautious in making findings of blight. Jim Windholz advised members that they are actually appointed as the Board of Commissioners of the Urban Renewal Authority under the urban renewal statutes. In response to a question from Kandi McKay regarding whether or not all lots are of sufficient size for redevelopment, Terry Ware replied that lot size would be included in the next phase of the study. Jim Windholz explained that the next step would be to send out requests for proposals for a consultant to do the actual redevelopment plans. C. Resolution 01-01 Resolution 01-01 was presented to the Authority for consideration and recommendation to City Council. It was moved by Marilynn Force and seconded by Margy Platter to approve Resolution 01-01, a resolution finding the existence of blight in the vicinity of 38th Avenue between Sheridan Boulevard and Wadsworth Boulevard. The motion passed unanimously. D. Resolution 01-02 Resolution 01-02 was presented to the Authority for consideration and recommendation to City Council. It was moved by Sandra Collins and seconded by Kandi McKay to approve Resolution 01-02, a resolution finding the existence of blight in the vicinity of the Wadsworth Boulevard Corridor between 35th Avenue and 44th Avenue and recommend that City Council adopt such studies. OTHER MATTERS Kandi McKay inquired as to whether sufficient infrastructure is in place for the proposed redevelopment. Chair Matthews explained that there are water and sewer needs that must be met which were detailed by Walt Pettit at an earlier WRURA meeting. Alan White also explained that tax increment financing could be used to offer assistance for infrastructure. Margy Platter asked how long it would take for actual redevelopment to take place. WRURA Minutes Page 1 03/27/01 2-000N��� A. 38" Avenue & Wadsworth Blight Studies Update by HTNB Terry Ware presented a brief update • the blight study being performed for 38" Avenue and Wadsworth. He informed the Authority that a draft of the blight study has been submitted to the city and should be finalized within the next two weeks. Alan White informed the Authority that he and Jim Windholz were presently reviewing the draft. Mr. Windholz reported that a tentative meeting is scheduled for next Tuesday to discuss the draft with Terry, Dana and Art Anderson. He is confident that the legal requirements of blight will be met. Alan White informed the Authority that final recommendations to City Council would be made by resolution at the next WRURA meeting, The following Monday, April 23, the resolution would be taken to City Council. Vance Edwards urged all members of WRURA to attend the City Council meeting on April 23. Marilyn Force suggested that every effort be made to educate the public in order to eliminate any fear the citizens may have about blight designation. Jim Windholz agreed that education is crucial to the process, It is also extremely important to consider public comment. He suggested that public comment should not be limited during the City Council hearing. Dick Matthews commented that, rather than a blight study, it could be referred to as a study to determine eligibility for redevelopment incentives. B. 44"/Ward Bfieht'itudv Undat Jim Windholz reported that he has reviewed the drafts of this study and will soon have a final copy for the Authority's review, The general consensus of the Authority was that, while no one is happy about paying out these additional funds, it is absolutely necessary to complete the project. It is also planned to apply for Open Space funds to acquire t] TCBY property as an extension to the Town Center Park. It was moved by VANCE EDWARDS and seconded by MARILYN FORCE to approve additional funding for renovation of Town Center Park in the amount of $66,479 to be transferred from the Fund 37 fund balance to account #37-120-800-872. The motion passed unanimously. It was moved by NORM BURKPILE and seconded by VANCE EDWARD S that staff be directed to make a payment to the Safeway Market Place in the amount of $17,500. 7. "Blighted area"' means an area that, in its present condition and use and, by reason of the presence of at least four of the following factors, substantially impairs or arrests the sound growth of the municipality, retards the provision of the housing the public health, safety, morals or welfare: Draft Wadsworth Corridor Blight Study — City of Wheat Ridge HNTB, Corp. -2- IINTB was retained by the City of Wheat Ridge to perform an independent survey of the Study Area and determine if it constitutes a blighted area under the Urban Renewal Law. used upon the conditions existing in the Study Area, this study will make a recommendation as to whether the Study Area constitutes a blighted area. The actual determination itself remains the responsibility of the legislative body. Draft Wadsworth Corridor Blight Study — City of Wheat Ridge HNTB, Corp. -3- An important objective of this Blight Study is to obtain and evaluate data, where possible, on a wide range of physical and non-physical conditions, which are present in the Study Area. Data was collected from various public agencies on parcel identification, ownership, traffic, parking, utilities, street conditions, code violations, vacancies and comprehensive plans. Supplemental "professional opinions" were sought from various public agencies concerning the conditions of public facilities in the study area. Several variables have been considered, as required by the state statutes. These factors, when considered cumulatively, will lead to a methodologically sound conclusion with respect to a finding, by the legislative body, of the presence of blight in the Study Area. % conditions: this urban Study Area and therefore were not considered further as part of this study. The Wadsworth Ave. Corridor Study Area (Study Area) is located along Wadsworth Ave. from 35 Ih Ave. to 44 Ave, The Study Area consists of a mix of large commercial and small business properties along one of the central shopping and transportation corridors for the city of Wheat Ridge. The issues addressed to determine whether the Study Area should be considered blighted were, building conditions, site conditions and the condition of public improvements throughout the Study Area. This evaluation is based on an analysis of documents and reports, interviews and several field surveys conducted in February and March of 2001. Field surveys were documented on field inventory forms, provided in the Appendix. The sheets were broken down into the three general categories, Building Conditions, Site Conditions and Public Improvements. Each category is described briefly below. Building Conditions Site Conditions Study Area. Site Conditions were divided into four separate categories according to the definition of blight, including faulty street layout, faulty lot layout, unsanitary or unsafe conditions, and substandard improvements. Each is described briefly below. Draft Wadsworth Corridor Blight Study — City of Wheat Ridge HNTB, Corp. storm sewer); drainage systems; building facades, signage and mechanical systems; the presence of billboards, neglected properties, and unscreened trash or storage areas; deterioration of roadways, curbs, gutters and parking surfaces; landscaping; and other general site maintenance problems. Public Improvements Due to the vastness of the Wadsworth Corridor, identification of blight across the entire Study Area was not feasible. Instead, key physical conditions (those which contribute most toward the possibility of finding blight) are described according to the three categories outlined previously. These conditions are described below. Draft Wadsworth Corridor Blight Study — City of Wheat Ridge HNTB, Corp. -12- 4� 1 Slum. Deteriorated or Deterioratine Structure Of the 48 properties Surveyed in the corridor, 18 have some form of deterioration. Secondary deterioration, such as fascia/soffit, gutter and downspout, exterior finishes, and window and door deterioration, was found on 15 structures. Damaged or degrade exterior elements, such as loading areas, fencing and other utilitarian addition to the property occurred in 10 locations. Many of the buildings in the Study Area show mi signs of deterioration. I 4.2 Defective or Inqdequate Street La out X Of the total accidents reported in the Study Area from 1998-2000, 32% were at the intersections of 38 Ave and Wadsworth Blvd. and 44 Ih Ave and Wadsworth Blvd. The number of accidents related to driveways along Wadsworth Blvd was 81 over the three- year period or, 15% of the total accidents in the Study Area. According to a Transportation Study done by RNL Design, Felsburg Holt & Ullevig and Szymanski Ray, many of these accidents were caused by uncontrolled local access points within close proximity to major intersections and a deficiency in cross-sections in, the 38' and 44 Ave corridors. Many of the properties on the West Side of Wadsworth Blvd. showed substandard parking layout. Properties within the Study Area have parking in front of the building with no separation between roadway, pedestrian and parking movements. Many of the lots were not striped or had no wheel stops or curbs to keep vehicles from encroaching the sidewalk. ONE= is a Much of the West Side of the Study Area is smaller strip commercial or converted residences set on much smaller subdivided lots. Many of these properties are no long adequate to provide safe and accessible parking or pedestrian traffic or adequate landscaping to satisfy current city code. I Draft Wadsworth Corridor Blight Study — City of Wheat Ridge HNTB, Corp. -13- 4.4 Un Conditions that could be considered unsanitary or unsafe are found in most properties in the Study Area. The most common condition among these properties was the presence of trash, weeds or debris scattered across the sites. Of the 29 properties falling into this category, 17 showed presence of trash, debris or weeds. Additional unsanitary or unsafe conditions found in the Study Area include cracked or uneven sidewalks, poor drainage and the presence of graffiti or vandalism. These conditions were found in areas around the Stage Stop Antique Mail, Pep Boys, residences along 39th and 41st and Wendy's Restaurant. 4.6 Inadequate Public I j� jmro�venients There was .. lack of usable sidewalks throughout the Study Area, particularly during the winter months when snow and ice conditions exist. The attached sidewalks fluctuated from 0'- 4' wide and were often seen covered in snow, ice, gravel or mud. the 33 properties with inadequate public improvements, 30 of those have overhead utilities. There were a few incidents of curb and gutter deterioration as well. I 4.7 Study Area Infrastructure The condition of the city's infrastructure within the Study Area was determined by reviewing inforination from the City of Wheat Ridge and from multiple phone Interviews with infrastructure departments. The main water line through the Study Area is running at capacity and would need to be replaced or upgraded if there were any change to the area. It should • noted that this conclusion is for the Study Area as a whole, and is not based on separate individual properties. As described in this study, conditions existing, in the Study Area constitute at least four (4) of the factors supporting a finding of blight under the Urban Renewal Law are present. The conclusion of this study is based on the following summaries of the blighted conditions found in the Study Area and described previously in this report: Slum deteriorated or deterioratin structures. A significant number of structures ............ g _ within the Study Area exhibited secondary and exterior deterioration. 2. Defective and Inadequate Street Layout. There is a high accident occurrence at two of the major intersections within the Study Area and many uncontrolled access points within close proximity to these major intersections. There is the presence of deteriorated site and other improvements within the Study Area. This includes (a) deterioration of street curb and gutter surfaces; (b) missing or damaged signage; (c) trash, debris and weeds; (d) substandard improvements such as unscreened trash, deterioration of parking surfaces and lack of landscaping. 6. Inadequate Public Improvements. There are inadequate public improvements in the Study Area, and conditions, which do not meet current City development standards. These include the presence of overhead utilities, lack of adequate sidewalks, substandard parking and a lack of landscaping through out the Study Area.
