Section 2. Grading of Positions for.1970. Positions and grades established for employees and personnel of the City (except Police and Department Heads) are: OFFICE AND GENERAL ADMINISTRATION (Position ahd.Grade) - Telephone Operator/Clerk - 2; Intermediate Secretary - 2; Senior Secretary - 3; Bookkeeper - 4; Court Clerk - 4; and Stenographer - 4. - 1 - 0 -Q#yi c CRAFTS AND TRADES (Position and Grade) - Laborer - 4; Maintenance Spe- cialist - 5; Parks Caretaker - 5; Maintenance Leadman/Foreman - 7; Parks Foreman - 7; Equipment Operator - 9; and Mechanic - 9. PROFESSIONAL/TECHNICAL (Position and Grade) - Draftsman - 5; Inspector -6; Planning Technician - 6; Traffic Technician - 10; Finance Officer/ Purchasing Agent - 11; Planner - 11; Chief of Planning -13 ; Chief Building Inspector - 14; and Civil/City Engineer - 15. Section 3. Police Positions and Salaries in 1970. Directors. Positions and equivalent grades for unclassified heads of Departments are: (Position, equivalent grade) - Director of Administrative Services - 10; Director of Public Works - 18; Parks and Recreation Director - 17; and Chief of Police - 18; and Director of City Development - 18. Section 5. Pay for Part-Time and Temporary Work. Except for hourly rates established herewith pay shall be computed on the equivalent hourly rate times the hours worked. The equivalent hourly rate will be determined by dividing the total hours of work in a year by the annual salary. Pay may be less than the hourly rate, but never less than provided by the Fair Labor Standards Act and may never be more unless specifically authorized by Council. Special hourly rates follow: Clerical - $2.00; Labor - $2.25; Parks Caretaker Helpers - Start $1.50 to $1.75; 2nd year - $2.00; 3rd year - $2.25; and 4th year - $2.50 (steps apply to former Wheat Ridge Recreation District part-time employees.) Park Construction Worker rates will be as determined by bid, but may not exceed $4.00 per hour. Section 6. Eligibility. Eligibility for Proficiency Pay increases as provided in Section 2 and Section 3 shall normally be on an annual basis except new employees who are appointed for an 180-day probationary period become eligible for a step increase if accepted as Regular Employees and if recommended by their Department Director or Officer and approved by the Mayor. In the case of Police Officers upgrading may be made in six-month intervals, if officers qualify on upgrading tests. -2- Section 7. Overtime Pay. Work in excess of 40 hours per week, if authorized in advance by the Department Director or Officer for all personnel will be paid at the rate of time and one-half the hourly rate. Compensatory time will be used for all employees except in the event of an emergency or unforeseeable circumstance. Section B. Administrative Authority. Hiring, promotion and other policies relating to City personnel will be as provided by the Personnel Merit System of the City of Wheat Ridge. Section 9. Emergency Clause. The privisions of this Ordinance are necessary for the immediate preservation of the public health, safety, and welfare of the citizens for the following reason: 1. No Ordinance has been passed concerning establishment of 1970 provisions for the City of Wheat Ridge and establishing a Proficiency Pay Scale and making provisions for part-time, temporary and full-time pay as the City having just completed incorporation August 20, 1969 has not heretofore provided for said regulations. 2. Establishment of the provided herein conditions are necessary for the public health and safety of the Citizens of Wheat Ridge. Section 10. Effective Date. This oridnance shall take effect and be in force five'(5) days after publication following final passage providing it shall have been passed by an affirmative vote of three-fourths (3/4) of the members of the City Council; otherwise said ordinance shall take effect thirty (30) days after publication following final passage.
