Grading of Merit and Civil Service Peroonnel fur 1974. Positions and grades established for employees of the City, except Director and Special Staff employees, are: (Step A and hourly rate is shown). Special employees paid on an hourly rate will be granted steps on a pro rata basis. Director and Special Staff Pay. Pay for Directors and Special Staff Officers will be established by City Council, based on qualifications and responsibility, within the following (comparable grade in parenthesis): Director of Personnel (G 36) $912 - $1111 Director of Building Inspection (G 39)$982 - $1197 Director of Planning (G 47) $1197 - $1457 Director of Parks & Recreation (G 47)$1197 - $1457 Director of Public Works (G 50) $1288 - $1568 Police Chief (G 50) $1288 - $1568 City Attorney $1607 - $1928 City Administrator $1800 - $2160 - 3 - ORDINANCE NO. 138 - Continued Section 4. Promotions. No individual will experience a loss of pay due to promotion but will be awarded a step in the new grade insuring salary above his salary at the time of the promotion. Award of steps above A is normally for 12 months of which the first six months is probationary for employees. The Civil Service Com- mission may, however, award Police Officer I, initially appointed in Step B. the Police Officer II, Step 8 rating after six months if on hire they met all Police Officer II requirements except as they relate to City geography and departmental rules. Section 5. Reclassification. The following rules will govern reclassification action which is instituted coincident with this pay ordinance. (a) Change in classification will not change the employee's step or anniversary date unless the employee qualifies as an exception under (b) below. (b) Under the following circumstances an employee not in Step E will be awarded subject to approval of the Personnel Committee, an extra step or steps in his new pay grade, to correct the inequity, with no change in anniversary date. (1) If end 1973 pay is less than the authorized 1974 starting pay. (2) If the authorized 1974 pay is lower than for other employees with whom he successfully competed for pro- motion. Section 6. Pay for Part-time and Temporary work. Parks and Public Works Helpers will be paid the minimum Federal wage the first summer with a possible increase of 250 per hour based on pro- ficiency. Each additional summer thereafter pay may start 250 per hour above the starting rate of the prior year with an allowed pro- ficiency award of__ added 250. Example is: ~st year $1.80 to $2.05 hourly 2nd year $2.05 to $2.30 hourly 3rd year $2.30 to $2.55 hourly 4th year & more $2.55 to $2.80 hourly Recreational and Instructor rates, not in this Ordinance, will be established by the Parks and Recreation Department and ap- proved by the Parks and Recreation Commission and Personnel Committee. Section 7. Overtime Pay. Work in excess of 40 hours per week, if authorized by the Department Director or Statutory Officer will be paid at the rate of time and one half the hourly rate for non-executive non-administrative and non-professional personnel. Compensatory time may be used for all employees. When a separate fee has been established by Section 8 overtime does not apply. Over- time pay will be granted in lieu of compensatory time at the discretion of Department heads, subject to budgetary limitations. Detectives will be granted a flat fee of $45 per month in (continued on next page) - 4 - ORDINANCE NO. 138 - Continued lieu of overtime pay and other fees. Definition for Executive, Administrator and Professional personnel will be as provided in the Fair Labor Standards Act and U. S. Department of Labor inter- pretations. Section 8. Fees. Fees for specific known requirements when work is performed in excess of the normal 40 hours per week are as follows: Animal Warden calls during non-duty hours $7.08 (per call). Secretarial assignments for Council, Commissions or Committees $11.50 (per session). Court duties as Clerk $13.10 (per session). Bailiff $12.50 (per session). Deputy Judge $79 up to 3 hours per session; add $26 over 3 hours. Off Duty Court appearance $11.50 (per session) if subpoenaed. Liquor or 3.2 beer surveys $42 per case. Off Duty Witness fee, per request, $11.50 (per request). Section 9. Uniforms. Full time public safety services personnel will be provided uniforms except non-uniformed public safety services personnel will be provided $230 per year to cover clothing procurement, The City will provide work clothing for all full time City Services Worker (I through V) personnel. No cleaning costs will be paid by the City. Section 10. Longevity. Base annual pay received in the prior calendar year will be used to compute longevity pay for all employees who qualify in accordance with the following: 2% of prior years annual salary to be paid to persons who complete their 4th and 5th years of City Service during any calendar year; the rate to be increased, % subjec o the same restrictions, from 2 to 3% for persons completing their 6th and 7th years; from 3 to 4% for persons completing their 8th and 9th years; and from 4 to 5% for persons completing 10 or more / t years of City service. Longevity payments which are earned annually will be paid in the next pay check I 1 following the employee's anniversary date. No longevity accrues unless the full year is completed. J Section 11. Standby Duty. When personnel are used on standby duty at home but are not called during any 24-hour period, they will be credited with two hours of pay for each 24 hours or four hours per 48-hour period of such standby duty, pay to be at regular rates. If called while on standby, employees will be paid at the overtime rate and no credit will accrue for standby during that period if overtime pay e,;ceeds the standby pay. - 5 - ORDINANCE NO. 138 - Continued Section 12. Administrative Authority. All hiring, promotion, and other policies relating to City personnel will be as provided by the Personnel Merit System of the City of Wheat Ridge, or Civil Service rules, whichever is applicable. Section 13. Eligibility. New classifications, grades and pay are effective January 1, 1974 for all personnel. Except for Step A probational employees the minimum interval between steps is 12 months. Section 14. Effective date. This Ordinance shall become effective January 1, 1974.
