TITLE: AN ORDINANCE REPEALING ORDINANCE NO. 231, SERIES OF 1977, AND
ORDINANCE NO. 241, SERIES OF 1977, BY PROVIDING FOR 5% PAY IN-
CREASES FOR CITY EMPLOYEES RETROACTIVE TO JANUARY 1, 1978; AND
PROVIDING THAT ALL CLASSIFICATIONS, PAY GRADES AND PAY RANGES
SHALL REMAIN IN EFFECT HEREAFTER UNTIL CHANGED BY ORDINANCE;
AND FURTHER PROVIDING AMENDMENTS TO FEE AND SPECIAL CONTRACTUAL
RATES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO
THAT:
Section I. Merit and Civil Service Classifications
Merit and Civil Service classifications, pay grades and pay ranges for
Merit and Civil Service position classifications are hereby established
for employees of the City. The City Council hereby finds and declares
that those classifications designated with the letter (E) are profess-
ional, supervisory or administrative in nature and are, therefore,
exempt from overtime payments.

Section IV. Pay for Regular Part-Time, Part-Time and Temporary Work.
Regular part-time employees paid on an hourly rate maV be granted merit
increases on a pro rated basis in accordance with the Merit System Rules.
Pay for Part-Time and Temporary Work. Parks and Public Works helpers
employed as summer help only will be paid the minimum Federal Wage the
first summer that they are so employed.
Each summer thereafter these helpers shall be eligible for a possible
increase of 25G per hour, not to exceed the amount of .75G per hour, for
each succeeding summer that they are so employed. The right to receive
such increase shall be based upon the individual's past proficiency and
performance.

Training positions, including Ranger, Intern and Recreation Aides, will
be paid the minimum required by the Federal Wage and Hour Law.

Section IV. Pay for Regular Part-Time, Part-Time and Temporary Work (Cont.)
Individuals hired as professional Park Rangers on a seasonal basis will
be paid at the beginning step in the same grade as a full time Assistant
Park Ranger.
Senior Citizen Aide - Pay Grade 5, Range $2.98/Hr. - $3.88/Hr.
Section V. Overtime Pay
The Fair Labor Standards Act of 1974, as amended, applies to all posi-
tions in the City except those classifications designated exempt with
the letter "E".
Section VI. Fees and Special Contractual Rates
Fees will be paid only for those positions not included in this ordi-
nance. Rates will be as follows:
Liquor or 3.2% Beer Surveys: $60.00 per case;
City Legal Services, Part-Time: $38,000 per year, payable at the
rate of $3,167 per month per contractual agreement.
Section VII. Court Personnel
Municipal Judge - Effective January 1, 1978, $9,600 per annum, payable
monthly.
Deputy Judge - Effective January 1, 1978, $6,000 maximum per annum, payable
$100 per three hour session; $30 per hour for each hour exceeding any three
hour session.
Bailiff - $4.00 per hour, minimum $12.50 per session.
Section VIII. Clothing Allowance
Clothing allowance shall be paid to all uniformed Police Officers of
the City at the rate of $175 per calendar year per officer, and shall
be disbursed on a semi-annual basis. Those eligible for the $175 per
calendar year clothing allowance are: Police Officer I, Police Officer II,
Senior Police Officer, Sergeant of Patrol, Lieutenant of Patrol. The
city will be responsible for the initial issuance of uniforms for the
Police Officers when they begin employment with the Department. This
will be one complete issue of uniforms. Any subsequent uniform acqui-
sition or replacement will be the responsibility of the individual Officer.

Section VIII. Clothing Allowance (Continued)
An officer will not be eligible for his first clothing allowance until
after completion of one year of service with the Wheat Ridge Police De-
partment, and for the balance of the second year, the payment will be
pro-rated for the period of time remaining in that calendar year. Ex-
ample: If an individual is hired July 1, 1978 he will be eligible for
the clothing allowance on July 1, 1979, and will receive a pro-rated
share, or one-half of the annual clothing allowance for 1979.
The annual clothing allowance for Police Detectives is $230, payable on
a quarterly basis. Those eligible to receive the $230 clothing allow-
ance are: Police Detective, Lab Technician, Sergeant of Detectives,
Lieutenant of Detectives and other designated representatives of the
Chief of Police. Uniforms will be provided on an as-needed basis for
Police Dispatchers and Animal Control Officers. When uniforms become
worn out or irreplaceable, they will be replaced by the City for these
individuals.
The City will provide work clothing for all designated Public Works and
Parks personnel and such other classifications as designated by the City
Administrator.
Section IX. Cleaning Allowance
The City will contract with a local cleaning establishment using the
competitive bid procedure to clean two uniforms per Police Officer per
week. The billing for this service will be made directly to the City.
Those eligible for the cleaning allowance are Police Officer I, Police
Officer II, Animal Control Officer, Police Dispatcher, Senior Police
Officer, Sergeant of Patrol and Lieutenant of Patrol.
The City will make a $75 cash payment annually to each Police Detective,
Lab Technician, Sergeant of Detectives, Lieutenant of Detectives and
other designated representatives by the Chief of Police for the purpose
of cleaning and maintenance of clothing used on City business. These in-
dividuals shall have a free choice of cleaning establishments. The $75
cash payment will be disbursed to these individuals on a quarterly basis

Section X. Court Pay for Police Officers
A minimum of two hours of compensation shall be paid to individual police
officers for Court appearances when required during off-duty hours.
Section XI. Court Pay for Police Sergeants
The City will pay the actual time spent by Police Sergeants in Court for
the purpose of handling cases in which their appearance in Court is re-
quired and not discretionary. The individuals will be reimbursed only
for Court appearances which do not occur during their regular scheduled
work day.
Section XII. Health Insurance
The City will pay 1000 of the individual employee's health plan premium, a
portion of the health plan premium cost for employee dependents, subject
to the limitation that the City's cash contribution, in any event, will
not exceed $60.00 per month as a total City contribution toward the com-
bined employee and dependent coverage. The intent of this provision is to
establish a maximum City contribution toward health plan costs of the
City for its employees.
The employee will be required to pay any difference now, or in the future,
above $60.00 per month for the plan selected by him, provided such plan is
offered by the City. Health plans offered by the City shall be subject to
annual review and approval prior to the renewal date of January 1 each year.
Section XIII. Administrative Authority
All hiring, promotion, reclassification, and other policies relating to
City personnel shall be provided by the Personnel Rules and Regulations of
the City of Wheat Ridge, or Civil Service rules, whichever is applicable.
Section XIV. Effective Date of This Ordinance
Sections I through VII shall be retroactive in effect to January 1, 1978.
The remaining provisions shall take effect one (1) day after publication.
The retroactive sections (Section I through VII) of this ordinance shall
apply only to those employees who have been in continuous City employment
from January 1, 1978, to the effective date of the remaining non-retro-
active ordinance sections.
