BE IT ORDAINED BY 1 CITY COUNCIL OF THE CITY OF WHEAT RIDGE, COLORADO THAT: Section 1. Merit and Civil Service Classifications Merit and Civil Service classifications, pay grades and pay ranges for Merit and Civil Service position classifications are hereby established for employees of the City. Tne City Council hereby finds and declares that these classifications designated with the letter (E) are professional, supervisory or administrative in nature and are, therefore, exempt from overtime payments. Regular part-time employees paid on an hourly rate may be granted merit increases on a prorated basis in accordance with the Merit System Rules. Pay for Part-Time and Temporary Work. Parks and Public Works helpers employed as summer help only will be paid the minimum Federal Wage the first summer that they are so employed. Each summer thereafter these helpers shall be eligible for a possible increase of 25G per hour, not to exceed the amount of 75~ per hour, for each succeeding summer that they are so employed. The right to receive such increase shall be based upon the individual's past proficiency and performance. Part-Time Recreation positions are assigned hourly rates as follows: Hourly Rate Playground Leader I, Program Leader I 2.82- 3.67 Playground Leader IT, Program Leader IT 3.05- 3.96 Program Instructor I 3.72- 4.84 Program Instructor IT Program Instructor III 4.53- 5.90 5.52- 7.17 Program Specialist I 7.07- 9.18 Program Specialist IT 8.39-10.92 Training positions, including Ranger, Intern and Recreation Aides, will be paid the minimum required by the Federal Wage and Hour Law. Individuals hired as professional Park Rangers on a seasonal basis will be paid at the beginning step in the same grade as a full time Park Ranger-Naturalist I. Senior Citizen Aide - Range $3.08/Hr. - 54.no/Hr. Ordinance No. 357 Section VI. Overtime Pay- Page 5 The Fair Labor Standards Act of 1974, as amended, applies to all positions in the City except those classifications designated exempt with the letter "E." Section VII. Fees and Special Contractural Rates Fees will be paid only for those positions not included in this ordinance. Rates will be as follows: Liquor or 3.2% Beer Surveys: not to exceed $150.00 per case. Section VIII. Court Personnel Municipal Judge - Effective January 1, 1978, $9,600 per annum, payable monthly. Deputy Judge - Effective January 1, 1978, $6,000 per annum, payable monthly. Bailiff - $4.00 per hour, minimum $12.50 per session. Section IX. Clothing Allowance Clothing allowance shall be paid to all uniformed Police Officers of the City at the rate of $175 per calendar year per officer, and shall be disbursed on a semi- annual basis. Those eligible for the $175 per calendar year clothing allowance are: Police Officer I, Police Officer II, Senior Police Officer, Sergeant of Patrol, Lieutenant of Patrol. The City will be responsible for the initial issuance of uniforms for the Police Officers when they begin employment with the Department. This will be one complete issue of uniforms. Any subsequent uniform acquisition or replacement will be the responsibility of the individual officer. An officer will not be eligible for his first clothing allowance until after completion of one year of service with the Wheat Ridge Police Department, and for the balance of the second year, the payment will be prorated for the period of time remaining in that calendar year. Example: If an individual is hired July 1, 1979, he will be eligible for the clothing allowance on July 1, 1980, and will receive a prorated share, or one-half of the annual clothing allowance for 1980, The annual clothing allowance for Police Detectives is $230, payable on a quarterly basis. Those eligible to receive the $230 clothing allowance are: Police Detective, Lab Technician, Sergeant of Detectives, Lieutenant of Detectives and other designated representatives of the Chief of Police. Uniforms will be provided on an as-needed basis for Police Dispatchers and Animal Control Officers. 6Jhen uniforms become worn out or irreplaceable, they will be replaced by the City for these individuals. Ordinance No. 357 Psge 6 The City will provide work clothing for all designated Public Works and Parks personnel and such other classificatiuns as designated by the City Administrator. Section X. Cleaning Allowance The City will contract with a local cleaning establishment using the competitive bid pr-)cedure to clean two uniforms per Police Officer per week. The billing for this service will be made directly to the City. Those eligible for the cleaning allowance are Police Officer I, Police Officer IT, Animal Control Officer, Police Dispatcher, Senior Police Officer, Sergeant of Patrol and Lieutenant of Patrol. The City will make a $75 cash payment annually to each Police Detective, Lab Technician, Sergeant of Detectives, Lieutenant of Detectives and other designated representatives by the Chief of Police for the purpose of cleaning and maintenance of clothing used on City business. These individuals shall have a free choice of cleaning establishments. The $75 cash payment will be disbursed to these individuals on a quarterly basis. Section XI. Court Pay for Police Officers A minimum of two hours of compensation shall be paid to individual police officers for Court appearances when required daring off-duty hours. Section XII. Court Pav for Police Sergeants The City will pay the actual time spent by Police Sergeants in Court for the purpose of handling cases in which their appearance in Court is required and not discretionary. The individuals will be reimbursed only for Court appearances which do not occur during their regular scheduled work day. Section XIII. Health Insurance The City will pay 100% of the indivudual employee's health plan premium and a portion of the health plan premium cost for employee dependents, subject to the limitation that the City's cash contribution, in any event, will not exceed $70.00 per month as a total City contribution toward the combined employee and dependent coverage. The intent of this provision is to establish a maximum City contribution toward health plan costs of the City for its employees. The employee will be required to pay any difference now, or in the future, above $70.00 per month for the plan selected by him, provided such plan is offered by the City. Health plans offered by the City shall be subject to annual review and approval prior to the renewal date of January 1 each year. Ordinance No. 357 Page 7 Section XIV. Administrative Authori All hiring, promotion, reclassification, and other policies relating to City personnel shall be provided by the Personnel Rules and Regulations of the City of Wheat Ridge or Civil Service rules, whichever is applicable. Section XV. Implementation and Effective Date of This Ordinan Any employee whose present salary is at the current minimum shall receive the new minimum. All other employees' salaries shall be computed as follows: Current + Current Salary - Minimum of Current Range x (.5) x (Max of New Range - Salary Max of Current Range - Min of Current Range Min of New Range) The resulting amount or the new minimum, whichever is greater shall be the revised salary with the exception of those with less than one years service. Those people shall receive their current salaries or the new minimum, whichever is greater. However, in no circumstances shall the computed salary exceed the maximum of the range. All complaints concerning the classification of particular jobs shall be handled in the manner prescribed by the Personnel Rules. Employees who have left City service prior to adoption of this Ordinance shall not be eligible for any retroactive payments or salary adjustments. This Ordinance shall be retroactive in effect to July 1, 1979.
