ORDINANCE NO. 496
Series of 1981
TITLE: AN ORDINANCE AMENDING THE CODE OF LAWS OF THE CITY OF
WHEAT RIDGE BY REPEALING AND REENACTING SECTION 2-9
THEREOF, CREATING THE POSITION OF DIRECTOR OF FINANCE,
AND AMENDING SECTION 2-10 OF THE CODE OF LAWS OF THE
CITY OF WHEAT RIDGE TO PROVIDE FOR A PERSONNEL ASSISTANT.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WHEAT RIDGE,
COLORADO:
Section 1. Section 2-9. Director of Administrative Services--
Budgets and Purchases. is hereby repealed in its entirety and
reenacted as follows:
"Section 2-9. Director of finance.
The major functions of the director of finance shall
include:
(a) Accounting for all city monies as prescribed by
statute and city ordinance, and providing receipts
for all money received.
(b) Provide for the recording of all assets, liabilities,
reserves and fund balances, in addition to the
prescribed revenue and expenditure accounts.
(c) Establish and maintain those funds consistent with
legal and operating requirements.
(d) Providing periodic financial statements and reports
showing the current condition of budgetary and
proprietary accounts.
(e) Provide a comprehensive annual financial report
covering all funds and financial operations of the
city.
(f) Provide for the proper and timely payment of all
financial obligations of the city, including all
wages due employees, and the maintenance of a
register of all warrants and disbursements.
(g) Providing financial advice in matters regarding
investments of city funds.
(h) Preparing data for the annual budget as received
from departments.
(i) Performing budget analysis of revenues and expendi-
tures.
(j) Monitoring budget status and keeping the city
administrator informed through periodic reports.
(k) Preparing regular reports for the city administrator
concerning budgetary matters for use in keeping the
mayor and council fully informed on budgetary matters.
(1) Supervise employees of the finance department.
(m) The position of director of finance shall not be
funded for so long, and only for so long, as the
duties of said position are fulfilled by the incumbent
city treasurer, who is an elected official who may
not be employed by the City of Wheat Ridge. Said
incumbent treasurer may perform all duties specified
in subparts (a) through (1) inclusive of this Section
2.9, but shall not receive additional compensation
therefor, nor shall he be considered an employee of
the city. This sub-section (m) shall automatically cease
to be effective or enforceable upon the vacation of
the office of city treasurer by the incumbent thereof.
Section 2. Section 2-10 of the Code of Laws of the City of Wheat
Ridge is repealed in its entirety and reenacted as follows:

"Section 2-10. Same--Administrative Personnel Assistant.
The personnel assistant works under the immediate super-
vision of the city administrator in:
(a) Managing all personnel functions required to carry
out a comprehensive personnel program including
position classification, recruitment, testing and
preparing certification of candidates for various
positions; conducting training and safety programs
and the administration of fringe benefit programs.
(b) Maintaining permanent personnel files and providing
the treasurer with work and assignment data as it
affects pay.
(c) Assembling and publishing monthly and annual activity
reports.
(d) Assist Civil Service and Personnel Commission with
their work.
(e) Handling special administrative matters assigned by
the city administrator including the drafting of
ordinances pertaining to personnel matters.
Section 3. Safety Clause. The city council hereby finds,
determines, and declares that this ordinance is promulgated under
the general police power of the City of Wheat Ridge, that it is
promulgated for the health, safety, and welfare of the public,
and that this ordinance is necessary for the preservation of
health and safety and for the protection of public convenience
and welfare. The city council further determines that the
ordinance bears a rational relation to the proper legislative
object sought to be attained.
Section 4. Severability. If any clause, sentence, paragraph,
or part of this ordinance or the application thereof to any
person or circumstances shall for any reason be adjudged by a
court of competent jurisdiction invalid, such judgment shall
not affect, impair or invalidate the remainder of this ordinance
or its application to other persons or circumstances.
Section 5. This ordinance shall take effect one day after final
publication.
INTRODUCED, READ AND ADOPTED on first reading by a vote of 7
to _0 on this 10th day of May , 1982; ordered published
in full in a newspaper of general circulation in the City of
Wheat Ridge and Public Hearing and consideration on final passage
set for MaY 24 , 1982, at 7:30 o'clock p.m.,
at Council Chambers, 1500 West 29th Avenue, Wheat Ridge, Colorado.
READ, ADOPTED AND ORDERED PUBLISHED on second and final reading
by a vote of 6 to 2 this 24th day of May , 1982.
