RESOLUTION NO. 30
Series of 1959
WHEREAS, the new City of Wheat Ridge was founded ~o
provide better and economical services to the people of the City.
WHEREAS, protection of life and property is a major
function of the City.
WHEREAS, the City must start without ordinances of its
own.
NOW, THEREFORE, BE IT RESOLVED THAT a citizen Police
Powers Committee be established to assist the City in the
establishment of effective law enforcement at the earliest possible
date, the committee to operate in accordance with the following:
1. Responsibility. Review orcinances for adequacy, draft
and propose changes or additions, and after nine months provide
council with an evaluation of the effectiveness of law enforcement
actions taken. If a full-time police chief is ultimately found to
be necessary, assist the Personnel Committee in screening of police
chief candidates.
2. Powers. Call in expert advice if needed, and providing
that if a cost is involved, prior council approval must be obtained.
3. Support. The Director of Administrative Services will
provide clerical help with reports as required.
4. Organization. At its first meeting elect a chairman,
vice chairman to act in the absence of the chairman, and a secretary
to record action taken.
5. Duration. Term is nine months with disbandment to follow
the final evaluation report, unless council holds the committee over.
The committee will study specific areas of law enforcement on its
own initiative and provide drafts of proposed legislation for council
consideration. Three areas to be given priority attention are:
Animal control, juvenile problems, and narcotics control.

6. The Report. As its final report, the committee will
orally and in writing advise council as follows:
Part I. Current Situation. Review the current law
enforcement situation.
Part II. Alternates. Review possible alternate arrange-
ments and their relative costs and expected effectiveness.
Part III. Future Trends. Review crime trends in Wheat
Ridge and determine possible affect on needs of the City.
Part IV. Findings. Evaluate the then current law
enforcement concepts against alternates (cost, affectiveness, etc.)
and prepare for council a recommended course of future action. If
there are minority reports, include these.
Part V. Implementation. Outline time phased steps leading
to the solution recommended by the majority of the committee.
RESOLVED this 25th day of November, A. D. 1969, in regular
session of the City Council of the City of Wheat Ridge by a vote of
5 to O.
