Series of 1959
WHEREAS, the new city of Wheat Ridge was created by a vote
of the people with the intent of insuring that uniform and economical
services should be provided to all city areas.
WHEREAS, the city area is provided water and sewer services
by numerous independent governmental and non-governmental agencies.
NDW, THEREFORE, BE IT RESOLVED THAT a Citizen Committee be
named to study present water and sewer services and to determine if
economies and improvements in service can be attained by consolidations,
changes in procedures, or other methods, the committee to be empowered
as follows:
1. Responsibility. Conduct a preliminary study at minimum
cost and report its findings, including any suggested follow-on studies,
to City Council.
2. Powers. The committee, in its efforts to expedite its
studies, is empowered to create as many subcommittees as are needed
and to call on expert witnesses providing there is no cost to the City.
3. Support. The Director of Administrative Services will
provide secretarial services as required to complete the report of the
committee.
4. Organization. Seven citizens will make up the basic
water and sewer Steering Committee, members including:
In addition, Presidents of all Boards or organizations
providing Water and Sewer Services are considered as voting augmentees
of the Steering Committee when it considers any specific question relating
to their activity.
At its first meeting, the group will elect a chairman, a vice
chairman to act in the absence of the chairman, and a secretary to
record all actions taken. The secretary's minutes will become an
addendum to the final committee report.

5. Duration. The committee will complete its report nine
months after its members are announced.
6. The Report. The committee will present both an oral
report at a public meeting with the City Council and a written report,
the latter to include the following parts.
Part I. Current Situation--The report will, in
consolidated form, reflect the current situation with respect to water
and sewer service, that is, what agency provides service to specific
areas, scope of the services, quantity per year, taps, etc., cost of
the service to the city customer, and other relevant factors.
Part II. The report will review possible reasonable
alternates to the current service arrangements along with comments of
leaders providing existing service. This part will include a survey
of the opinions and recommendations of beneficiaries of existing services.
Part III. Future Trends--The report will discuss
future trends affecting water and sewer needs which should be considered
in determining the best long range solution to any problem areas found
during the study.
Part IV. Findings--In as far as time and expert
guidance permits, the committee should review possible changes leading
to problem solution, prevention of future problems, possible economies,
and improvements in services. Both majority and minority recommendations
will be reflected when there is a difference of opinion with respect to
any finding.
Part V. Implementation Action--In those cases where
the committee indicated a need for change, the recommended implementation
action will be indicated along with final vote on the recommended action.
