RESOLUTION NO. 36
Series of 1969
WHEREAS, the Wheat Ridge and Prospect Recreation Districts
in the City of Wheat Ridge will no longer have a tax power.
WHEREAS, the need exists within the City to maintain
existing parks, to promote recreation programs, and to promote general
city beautification programs.
NOW, THEREFORE, BE IT RESOLVED THAT the Wheat Ridge Parks
and Recreation Commission be created to handle parks, recreation,
and beautification matters, its operations to be as follows:
1. Responsibility. Operate and expand the Wheat Ridge
Park system, operate or promote city recreation programs, and process
matters relating to tree disease, insect and weed controls and similar
matters relating to city beautification. Maintain and augment Park
property. Submit annual budget proposals to Council for adoption.
2. Powers. The commission is empowe~ed to call on citizens
for assistance as needed in the execution of its duties.
3. Support. The commission will arrange for its own
secretarial support from budgeted funds but may call on the Director
of Administrative Services for additional support as needed. Pro-
curement will be precessed through the city purchasing agent. General
planning support will be provided from the city planning department
but landscaping and architectural services will be procured from Park
funds. A~l full-time personnel hiring will be processed through the
Director of Administrative Services, who will also provide publications
support. The City Director of Public Services will assist with public
works projects beyond the internal capability of the commission.
Financial reports on park fund status will be provided monthly to the
commission by the city treasurer.
4. Organization. The commission will be organized initially
with six members including three for three year terms and three with

two year terms, all starting January 1, 1970. Appointments made in
1969 will be effective when announced but computed as if starting
on January 1, 1970. Upon expiration of initial terms of office, all
appointments to fill vacancies will be for three-year terms. Appoint-
ments will be made by City Council. Vacancies will be filled by City
Council as they occur. At its first calendar year meeting each year,
commissioners will select one member as Chairman, one as Vice-Chairman
and one as secretary. Public meetings will be held at least monthly
on a regularly scheduled date designated by the commission. Special
meetings will be called as rsquired.
5. Duration. Subject to passage of an ordinance to be
effective January 1, 1970, the commission will be a contingHncy body.
6. Interim Assignments. Pending official establishment of
the commission by ordinance, the commission will undertake the
following:
(a) Provide for smooth phase-over from present to future
operational structure by cooperation with existing districts and the
county.
(b) Survey citizens now under North Jeffco Metropolitan
Recreation and Parks District to determine desires of inhabitants. If
they prefer to drop out of the district, determine if North Jeffco
Metropolitan and Parks District is receptive. If the district is not
receptive, draft proposed legislation for possible inclusion in the
1970 General Assembly agE,nda to relieve these people o~ double taxation.
If residents prefer to remain in the district, determine possibility
for legislation to permit waiver of a proportionate share of city
taxation to be spent by the City on parks and recreation.
7. Permanent Assignments. As provided by Ordinance.
